on the MSCE, It seems you got it in March 2015? and it maybe the reason why ACS is suggesting RPL so you can claim that vital 5pts

You can register without International passport but you need International Passport for identification on test day. DL is not allowed.

Sure, but in addition to that, you can also print out you tax summary since inception. You can do that online yourself.
