The report you quoted already indicated it was an exercise undertaken by NNPC, not NDDC, so it has no correlation with your earlier claim that Obasanjo's regime tinkered with the make up of the NDDC, when they actually appointed an Igboman from Abia as its chairman.

Under OBJ government, such blatant discrimination of Imo and Abia indigenes from a scheme they should be beneficiaries of, happened.
