In the US, some cities have the same name as some states. But these cities will have City (with capital letters C) officially attached to their names.

So, any domain referencing these types of cities would be written in full.

Eg. coloradocitycreamery .com

Exactly. It all depends on the industry. Auto Insurance and Weight loss are huge industries with capacities for statewide reach. Unlike for instance a plumber that may just concentrate on a particular city.

I believe that's the reason we should research the end users properly before registering in order to know whether the state or city will be easier to flip.

If the domain is "just there", a short convincing pitch can prompt the enduser to make purchase when he wouldn't have considered buying if you had just told him " this domain is for sale". Most of these geodomains are just there.
