He was elected TWICE in the role of Mayor of Enugu. In today's political parlance, that would be the Chairman of a Local Government Area.

Enugu State is in the heart of South Eastern Nigeria.

People are generally inclusive and liberal as long as your host sees and agrees that the boundaries he set for you, you stay in it.
When you start demanding for greater benefits or start prospering beyond what your host deems is "acceptable" then that inclusivity will be torn apart.

Remember, Buhari said he wish other regions can be like the SW. Imagine Lagos is not in the SW what non-indigens would have gone through. Everyone feels a sense of ownership of Lagos due to Yoruba's receptive flexibility towards outsiders.

I remember how I saw some youths misbehaving in warri and I asked why they behave with crass arrogance, I was told "na indigens dem be". So the license to misbehaviour is indigenship .

Come to Edo state and see if this statement is truth. I will only agree that among the 3 major tribes, Yorubas are the most liberal and Igbos are the least liberal. They won't even sell lands to non igbos not to talk of giving them political powers. I have lived in Aba, kaduna, Ekiti and Lagos before so I speak based on my personal experience and those of close friends.

true, I'm an Igbo guy but I can tell you that the hausas are liberal too. Go to the north, especially yobe state and you will see a lot of igbos is the civil service. Yes no political appointment but they get entry level employment. But you can't see such here in the south east
