Based on Nigeria system of driving 3 is wrong, you are not supposed to overtake when the road line is Solid.

if 1 and 4 are overtaking, all of them are wrong. 2 and 3 on the wrong lane, 1 and 4 overtaking from the wrong side(impatient).

The only wrong vehicle there is number 3. You don't overtake when the white line is solid, simple!
