Possibly, the column base, perfectly required rods, thickness of casting, foundation walls and other structural activities in the foundation were properly done.

How about the soil test where the strength of soil should be checked? That's what many builders overlook before building.

They just assume judging with the nearby buildings, next is site preparation, do their setting out and booom, they don start foundation.

The contractor should be help liable, this is why engineering students are taught strength of materials to know the load bearing capacity of construction materials and types of foundation for various terrain.
