Many people are getting it wrong, the fact that it's dotted lines doesn't mean you can overtake anyhow, the road has to be clear b4 u overtake at any point, so 3 & 2 are clearly at fault, there should be a reasonable overtaking distance b4 you embark, cos there's usually a point of no return

1 and 4 are driving in their correct lane hence it's 2 and 4 that would be rightly said to be over taking. Now, from the pictures, there broken lines and unbroken lines and according to the rules of driving, never over take when lines are unbroken, e get why. From the foregoing, it then rightly implies that 3 is the vehicle that over took wrongly.
NOTE: All the above analyses were based on Nigerian driving system.

1 is wrong, give way to traffic on ur left, its not a bend, 2 was wrong to overtake 4 on the other end as well.....

this is not based on assumptions.

There is a rule on that in Nigeria. Check the markings on the road. You are not to overtake when the line in the middle of the road is solid. No 2 is right. He is overtaking on the doted line.

No 3 is at fault

No. 2 is drunk or in a hurry (you can't just overtake even on a dotted line when you just came out of sharp bend like that) also at fault
