Every institution or parastatal that has been set up has a mandate. Even if there was no mandate, mission statement or vision statement. You mean if FG set up a hospital, the doctors will not know what the place is for?

If this is the argument you guys have with government, then I would also see your organization as a liability if you do not know what you are supposed to do.

Now to the driver analogy. the 1-4 you wrote are correct. However, if the owner fails to tell you, what was then in your application letter that you wanted to do? If you are really serious, why not ask the employer what exactly your role is? Instead you were doing nothing for 25 years... This nonsense cannot happen in the private sector, never.

All research organisations are doing what their mandate demands. Unfortunately, there is no direction. Research on improved maize variety simply means research on finding maize seedlings that have better properties than the existing varieties. The mandate does not cover dissemination of the seedlings or promoting the seedlings etc.

The OWNER of the research institution (the Federal Government) is the one to ask for a report on its investment and utilise the RESULTS towards the reason for which the research institution was set up. Your argument is just like saying that Lecturers are by mandade to MAKE SURE that their graduates get EMPLOYMENT after graduating from the university.

In other words CRIN for example is research institute for Cocoa, is to do research to improve the yield of cocoa seedlings (and they are probably doing that) BUT their job is not to make sure that Farmers use their seeds.

Research is one thing, dissemination and utilisation is a separate thing. There are tonnes of research results in the research organisations. It's not just enough to speak about mandate BUT application to usefulness to the nation.

The analogy of the drivers is like that of Nigeria. The Government seem not to know how to TURN the HUMAN CAPITAL into ASSETS for national growth. We copy the developed world without knowing why they do what they do
