I want to believe that you guys have kissed before, you had probably gone beyond kissing but the only thing is that you have something in your past that is holding you back but unfortunately for you and him too, the guy has no such thing holding him back. At a point in this kind of relationship, a guy become emotionally depressed in the sense that he feels being tutored for an offence he didn't commit and also feels that he is not loved equally by you. While in some cases the guy even feels that he is probably being taken for a fool while another guy out there is doing the job. You may ask how could he be thinking of not being love when you trust him to tell him everything but you forget that he will also be thinking that why should he trust you to have said the truth when you are finding it difficult to trust his love for you and have refused to accept that he is not like the other guy.
My advise to anyone having issue with falling in love total is to abstain pending when your wounds are healed and you can give love a chance again.
Don't subject another person to some punishment over a crime he/she has no knowledge of while the actual criminal is somewhere cruising his/her life.
