ASPIRANTS for the chairmanship position in state chapters of the All Progressives Congress (APC) are to pay the sum of N100,000 for nomination forms, according to revised timetable and schedule of activities for the party’s state congresses released on September 30. State officials are to be elected at the congress, which holds nationwide on October 16. National Secretary of the APC Caretaker and Extraordinary Convention Planning Committee (CECPC) John Akpanudoedehe announced the new timetable and schedule of activities in a statement released in Abuja. Akpanudoedehe, who currently acts as the spokesman of the APC, said the CECPC released the timetable and schedule of activities in line with the provisions of Article 11:A sub-section (i-xiii), and Article 17(i) of the party’s constitution. The statement further disclosed that aspirants for the positions of state deputy chairman, secretary and treasurer would pay N50,000 for nomination forms. In the same vein, aspirants for the position of senatorial chairmen are to purchase forms at N50,000; those interested in contesting the office of senatorial youth leader are to pay N30,000 while forms for other offices will equally cost N30,000. Female and physically challenged aspirants are to pay 50 per cent of the prescribed fees for any position they are contesting. Purchase of forms for the state congresses commenced on September 15 and will end on October 11. Screening of aspirants for state executive positions will take place on October 13 and 14, according to Akpanudoedehe. The state congresses will hold on October 16 while appeals arising from the exercise will be heard from October 23 to 30. However, Zamfara and Anambra states will be exempted from the state congresses. Akpanudoedehe did not state the reason for exempting the two states. “The CECPC directed that the conduct of the State Congresses shall proceed on Saturday 16th October, 2021, while Zamfara and Anambra States are exempted accordingly,” he said without providing further details. An Abuja Federal High Court had earlier restrained the Zamfara State chapter of the APC from conducting local government congresses. Also, a gubernatorial election is coming up in Anambra in early November. The APC is currently grappling with a leadership crisis that centres on the constitutionality of Mai Mala Buni’s dual role as Yobe State governor and chairman of the party’s caretaker committee. The Supreme Court had, while delivering judgment in the petition filed by People’s Democratic Party (PDP) candidate Eyitayo Jegede against the election of Ondo State governor Rotimi Akeredolu of the APC, on July 28, noted that Buni’s position as party chairman was not in compliance with the provisions of Section 183 of the 1999 Constitution of the Federal Republic of Nigeria (as amended). Section 183 of the 1999 Constitution states: “The governor shall not, during the period when he holds office, hold any other executive office or paid employment in any capacity whatsoever.” A group known as Concerned APC Stakeholders, reportedly backed by Vice President Yemi Osinbajo, who believed that the Supreme Court pronouncement rendered Buni’s leadership illegal, called for the dissolution of the caretaker committee. They also sought the nullification of ward congresses organised by the caretaker committee on July 31. But governors elected on the platform of the party, under the aegis of the Progressive Governors’ Forum (PGF), backed the Buni-led CECPC and endorsed the ward congresses organised by the committee. The APC governors insisted that the Supreme Court pronouncement did not invalidate Buni’s leadership. However, several members of the party had since filed cases in court, asking for the sack of the Buni-led caretaker committee. Added to the leadership crisis at the party’s national level, several state chapters of the party are currently factionalised. The development resulted in parallel congresses in most of the states where local government congresses were held in early September. The Nigerian National Petroleum Corporation (NNPC) on Monday said its subsidiary, Products Marketing Company (PPMC), realised N2.336 trillion from sale of imported Premium Motor Spirit (PMS) in one year. This is contained in the 70th NNPC’s Monthly Financial and Operations Report (MFOR), which highlighted the corporation’s activities between May 2020 and May 2021. NNPC’s Group General Manager, Group Public Affairs Division, Garba Deen Muhammad made this known in a statement on Monday. He said: “Total revenue generated from the sales of petroleum products for the period of May 2020 to May 2021 stood at N2.345trillion where Premium Motor Spirit (PMS) contributed about 99.61 per cent of the total sales with a value of N2.336trillion.” The statement added that in terms of volume, the figure translates to a total of 2.241billion litres of white products sold and distributed by PPMC in May 2021 compared with 1.673billion litres in April 2021. The statement noted that the information is contained in the May 2021 edition of the NNPC’s MFOR. It noted that the recorded a total crude oil and gas export sales of $219.75million in May 2021, representing 180.29 per cent increase on sales from the previous month. According to the report, crude oil export sales contributed $181.19million (82.45per cent) of the dollar transactions compared with $4.22 million contribution in the previous month, while the export gas sales component stood at $38.56million in May, this year. The report also showed that between May 2020 and May 2021, the corporation exported crude oil and gas worth $1.64billion. In the gas sector, the report showed that natural gas production in the month under review increased by 6.19 per cent at 222.23billion cubic feet (bcf) compared with output in the previous month, translating to an average production of 7,177.53million standard cubic feet (mmscf) of gas per day. From May 2020 to May 2021, a total of 2,898.34bcf of gas was produced, representing an average daily production of 7,322.94mmscf during the period. Period-to-date production from Joint Ventures (JVs), Production Sharing Contracts (PSCs) and Nigerian Petroleum Development Company (NPDC) contributed about 60.94 per cent, 20.04 per cent and 18.99 per cent. Of the 216.29bcf of gas produced in May 2021, a total of 133.56bcf was commercialised, consisting of 44.02bcf and 89.54bcf for the domestic and export markets. This translates to a total supply of 1,419.83mmscfd of gas to the domestic market and 2,893.66mmscfd to the export market for the month. This implies that 61.75 per cent of the average daily gas produced was commercialized while the balance of 38.25 per cent was either re-injected, used as upstream fuel or flared. “In the Downstream sector, the statement said “the report indicates that the Petroleum Products Marketing Company (PPMC), a downstream subsidiary of the NNPC, posted a total ¦ 295.72billion from the sales of petroleum products in May 2021 compared with ¦ 220.13billion sales in April 2021. “Total sales of petroleum products for the period May 2020 to May 2021 stood at 18.651billion litres and PMS accounted for 99.69 per cent of total volume. “In May 2021, 64 pipeline points were vandalised representing 39.13 per cent increase from the 46 points recorded in April 2021. As controversy continues to trail Governor Godwin Obaseki’s refusal to name his cabinet almost a year after his re-election, details have emerged on why the Edo State governor has chosen to bide his time. Recall that following his disqualification during the screening of governorship aspirants for the 2020 governorship election over discrepancies in his certificate in All Progressives Congress (APC), Obaseki had defected the Peoples Democratic Party (PDP). Obaseki who was first elected in 2016 on the platform of the APC was reportedly pushed out of the party by the former National Chairman of the party, Comrade Adams Oshiomhole. But since his swearing in for a second term on November 12, 2020, Obaseki is yet to appoint commissioners and other aides. The Edo state Governor has only appointed the Secretary to the State Government (SSG), Chief of Staff and a few aides. This has however caused dissatisfaction among members of the PDP in Edo State who are expecting to be appointed into the Governor’s cabinet. Sources within the now ruling party told Naija News on Friday night that PDP leaders failed to negotiate properly with Obaseki before giving him the party ticket. While stating that the Edo governor allegedly paid billions to secure the party’s ticket in 2020, a source, who is an ‘old member’ of the PDP, stated that party leaders should have used that opportunity to negotiate for positions with Obaseki who was desperate at that time. The source accused the Tony Aziegbemi-led PDP State Working Committee (SWC) and his predecessor of not negotiating political positions properly. “When Obaseki dangled huge amount of money before them they forgot about negotiating positions before the election,” the source alleged. “They are now expecting to hold Obaseki to ransom with appointments after they had collected the money.” The source disclosed that Obaseki’s delay in naming his commissioners and aides is connected to PDP leaders’ push to get juicy appointments after allegedly receiving huge amount of money to hand over their guber ticket. On if the delay in constituting the cabinet may be giving Obaseki a bad name, as many may see him as being too bossy, another source told Naija News that the governor “doesn’t care.” “Members of the APC close to the governor had hinted on his character before his defection “Someone who clashed with a lot of people while looking for his second term ticket, what do you expect now that he has gotten it?” he asked. The source revealed that some key men close to the governor who served during his first-time and were members of the APC are still active in running the administration. According to the source, Governor Obaseki might make sure only those that defected with him to the PDP get all the juicy position when he finally decides to name his cabinet. Algeria’s longest-serving president, Abdelaziz Bouteflika, who was ousted in 2019 amid pro-democracy protests after two decades in power, has died aged 84. The state television announcement on Friday, citing a statement from the office of the current president, Abdelmadjid Tebboune, did not provide the cause of death. Bouteflika, a veteran of Algeria’s war for independence, resigned in April 2019 amid outcry over his plan to seek a fifth term. He had rarely been seen in public since a stroke in 2013. Bouteflika was born on 2 March, 1937, to Algerian parents in the border town of Oujda, Morocco. In 1956, he joined the National Liberation Army in the war against French rule. The Police Command in Delta on Friday said it had shot a member of a notorious armed robbery gang on in its wanted list. The Acting Public Relations Officer of the command, DSP Bright Edafe, made the disclosure in a statement in Warri. He gave the gang’s name as Imomotimi group. Edafe said that the armed robber was shot on Thursday by the ‘A’ Division, Warri Rapid Respond Team , on observation and visibility patrol on the Warri- Sapele Road. He said that two other members of the gang escaped with bullet wounds. “On Sept. 16, 2021, about 1:20 p.m., the DPO, ‘ A ’ Division, Warri, CSP Tanko Mahmud, led the Divisional Rapid Respond Team on observation/visibility patrol on the Warri-Sapele Road by Warri Club. “Information got to the DPO that a three-man armed robbery gang had robbed an unknown victim and was operating in a Black Toyota Corolla with registration number RBC 218 BL. “The team extended its patrol with a view to arresting the gang. The robbers, on sighting the police, opened fire at them. “During the gun duel, one of the armed robbers sustained a serious gunshot injury while the two others escaped with bullet wounds,” he said. The acting police spokesman said that the injured suspect was rushed to a hospital but died while receiving treatment. “Before he died , he gave his name as Andrew and admitted to being a member of the dreaded ‘Imomotimi group’, a dare- devil gang that has been on the command’s wanted list,” he said. Edafe said that one locally-made pistol loaded with a live cartridge, N130,000, a Nokia phone and a Toyota Corolla were recovered from the gang. The National Agency for Food and Drug Administration Control (NAFDAC) has cautioned Nigerians to stop storing food items in containers used for chemicals, which are harmful to health. Director-General of NAFDAC, Prof. Christiana Adeyeye, gave the warning, on Thursday, 16th September, during a sensitisation campaign in Onitsha, Anambra State. She explained that containers contain carcinogenic substances, which no amount of washing could remove and would have harmful effects on humans in the long run. The DG, who was represented by the Director of Chemical Evaluation and Research Directorate, Mrs. Ngozi Onuora, had led a team of NAFDAC top management officials to the palace of the Obi of Onitsha, Igwe Alfred Achebe. She explained that the three-day programme would help to sensitise youths on the dangers of taking codeine and tramadol, as well as the harmful effect of other dangerous drugs on their health. The visit to the commercial city, the NAFDAC boss added, was to solicit the monarch’s cooperation in disseminating information on the dangers of drug abuse in the country, stressing that a well-informed society would address the demand side of drug abuse. She also called on Nigerians to stop buying medicine from hawkers but patronise approved medicine shops. She said, “It is harmful to use kerosene tankers to load groundnut oil, to use potassium bromate to bake bread so as to improve the dough. “We also advise market women to desist from using chemicals to quicken the ripening of fruits like plantains and bananas because it is dangerous to health”. The Independent Petroleum Marketers Association of Nigeria (IPMAN) has directed its members to withdraw their services from the Nigeria National Petroleum Corporation (NNPC) loading depot in Enugu. The National President of IPMAN, Alhaji Sanusi Fari disclosed this in a statement on Thursday, in Enugu. He said the directive was in response to an alleged attack and invasion of the IPMAN secretariat in the Enugu depot, on Thursday, by men of the Nigeria Police Force (NPF). The president said that the invasion and attack were carried out with impunity and against a subsisting court order. “Sequel to this ugly development, the National Executive Committee of IPMAN has resolved and directed the withdrawal of our services at Enugu loading depot with immediate effect. “This will stop our services to members of the public in Enugu, Anambra, and Ebonyi from Sept. 17 until the police illegality is reversed,” Fari said. When contacted, the Police Public Relations Officer (PPRO), Enugu Command, ASP Daniel Ndukwe, denied that operatives of the command blockaded or attacked the IPMAN secretariat in Enugu. Rather, Ndukwe said that detectives from the Force Criminal Investigation Department (CID), Abuja, were on an investigation trip to the IPMAN office to serve the association’s members’ invitation over a court matter. The South-East had been grappling with an acute shortage of petroleum products, following a strike by petroleum tanker drivers in the area. The situation had increased the price of Premium Motor Spirit (PMS) in the area as a liter currently sells between N250 and N300 in most petrol stations. The crisis is centred on the leadership of IPMAN. Alhaji Sanusi Fari and Chinedu Okoronkwo are both laying claims to the office of the President of the association. Okoronkwo said the leadership issue of IPMAN has been settled by a Supreme Court judgement delivered in Abuja on Dec. 14, 2018. He said Justice Musa Muhammad in suit No. SC15/2015 recognised himself and Alhaji Danladi Pasali as President and Secretary of IPMAN respectively. He noted that the police recently invited the Fari-led IPMAN to find a lasting solution to the leadership tussle. Okoronkwo said the invitation to the other faction was directed by the Inspector General of Police, Mr Usman Baba. He, however, enjoined IPMAN members to go about their respective businesses without any fear of intimidation. Diezani Alison-Madueke, Nigeria’s former minister of petroleum resources, was part of a grand kickback scheme involving officials of state-run Nigerian National Petroleum Corporation (NNPC) and middlemen that delivered mouth-watering deals to foreign oil companies by softening the contracts’ terms, Bloomberg reported Tuesday, citing Anthony Stimler, a former trader with Glencore, a Swiss-based commodity trading firm, Mr Stimler, himself a subject of a related graft case being heard in the U.S., has named seven other accomplices, four of whom are four Glencore traders who partook in making bribe payment, and a prominent oil trader from Africa, whose involvement in the bribery conspiracy predates Mr Stimler’s, reaching back to the 1990s. Court papers seen by BNNBloomberg noted Mr Stimler and the unnamed seven used “inflated and fraudulent invoices” to “disguise the nature and purpose of bribe payments made to government officials.” “When I made requests for payments to intermediaries, I was aware that other Glencore traders who worked with me were doing the same thing by directing our intermediaries to make bribe payments to government officials,” Mr Stimler said to a New York federal judge. “I intended that a proportion of the payment to intermediaries operating in Nigeria were to be passed on to Nigerian state-owned oil company officials. The purpose of the payment was to influence those officials’ decisions regarding the Nigerian government’s allocations of crude oil cargo.” “Your honor, I knew what I was doing was wrong and unlawful. I’m extremely remorseful for my conduct.” Mr Stimler, 49, admitted bribery and connivance to launder money in July, the first time a Glencore trader would make a confession to such malfeasance. With about 23 years on the job, he became the chief of Glencore’s West African oil trading desk, overseeing a boom of the commodity trading firm’s crude flows and an almost two-fold surge in bottom line to $200 million four years ago, Bloomberg said citing sources privy to internal data. U.S. Justice Department prosecutors launched a bid in 2017 to confiscate properties approaching $145 million among which was a yacht of 215 feet named Galactica Star and valued at $80 million, a Billionaire Row’s apartment of $50 million in New York and houses in California, all said to be fruits of stolen wealth purchased for Mrs Alison-Madueke. Allies of the flamboyant former minister, prosecutors said, started some companies just a while after Mrs Alison-Madueke took over position and got contracts to trade hefty oil allocations on global markets. The cronies received several crude cargoes in the region of $1.5 billion, according to the prosecutors but Nigeria, globally known for the poverty paradox despite copious mineral wealth, got so little from the humongous proceeds of sale, which largely went to Mrs Alison-Madueke and her associates. Prosecutors identified Glencore among the trading houses that bought the cargoes. In their words, the company acquired, between 2013 and 2014, 15 cargoes equivalent to 7 million barrels from the men for $800 million. $272 million of that sum, enough to build almost six hospitals in each of Nigeria’s 774 local governments as of 2017, went into an account used for making purchases for Mrs Alison-Madueke. Even though Mr Stimler started bribing in 2007, the kickbacks seem to have significantly risen when Mrs Alison-Madueke became minister, according to court documents. In 2013, he consented to pay over 300 per cent more in the normal fees to an intermediary firm acting as a conduit of bribes for favourable grades and loading dates of Nigerian oil, according to his guilty plea. Mrs Stimler and a colleague, three months later, paid another half a million dollars to make them eligible for further Nigerian cargoes. Prosecutors said he “requested and received approval” for a Glencore unit to make the payment, although without disclosure of who gave the nod. Later that year, he got a request saying Foreign Official 1 (said to be Alison-Madueke) wanted $300,000 every month from NNPC’s customers in connection for a forthcoming election. A 36-year-old man, Amos Danjuma, on Tuesday appeared in a Badagry Chief Magistrates’ Court in Lagos for engaging a herbalist to falsely accuse a woman of stealing N50,000.The police charged Danjuma, whose address was not given with false accusation, breach of peace and unlawfully trial by herbalist.The defendant, however, pleaded not guilty to the charge. The Prosecution Counsel, ASP Clement Okuiomose, told the court that the defendant committed the offence on Aug.27 and Sept.7, at about 6.35 a.m, at Isasi area of Lagos. Okuiomose said that the defendant brought a man known to be herbalist to invoke ”Juju” called ”Osanyin” and allege that Ms Bukola Oba stole N50,000.The defendant, he said, conducted himself in a manner likely to cause breach of peace by holding the complainant by the neck and told her to give him back the money she stole. The offence, he said, contravened the provisions of sections 168, 93 and 127 of the Criminal Code, Law of Lagos, 2015. Chief Magistrate Fadaunsi Adefioye admitted the defendant to bail in the sum of N50,000 with one surety in like sum. Adefioye ordered that the surety must reside within the court’s jurisdiction and be gainfully employed with proof of evidence of tax payment to the Lagos State Government. The Lagos State Government has commenced the process of establishing the Right of Way for the ongoing construction of Reverend Braithwaite Street and network of roads in Epe as well as those on Moshalashi Street and environs in Somolu. Speaking at the meeting held to sensitise stakeholders in Epe and Somolu on Thursday, the Commissioner for Physical Planning and Urban Development, Dr. Idris Salako, said that it is essential to deliver the Right of Way free of encumbrances to facilitate the development of road infrastructure to transform the State. “It is the responsibility of the Ministry of Physical Planning and Urban Development to create the enabling environment for all development projects in Lagos State by removing encumbrances at the sites”, he said. Emphasising the importance of participatory approach to the exercise, Salako stated that the meeting underscored the commitment of the Lagos State Government to citizens’ participation in State-building, adding that it is essential to continue expanding the horizon of acceptability and ownership as means of sustaining public projects. He assured residents that the government, not being oblivious of challenges that the road rehabilitation projects might pose, had directed timely completion of the projects and mandated relevant agencies to assign compensation to affected property owners. “Making the timeline realisable is also dependent on the level of cooperation that the contractor and all Government officials working on the project receive from the residents”, he noted. On the importance of the project, the Special Adviser to the Governor on Works and Infrastructure, Engr. After over two months of incarceration, the Department of the State Service DSS has at last slammed five -count terrorism charges against two aides of the Yoruba nation agitator, Sunday Igboho. The charges marked FHC /ABJ /CR / 305 /2021 and dated August 31 but filed on September 1, 2021, were filled against them at the federal high court in Abuja Defendants in the charges are Jamiu Noah Oyetunji and a house wife, Mrs Amudat Habibat Babatunde. In the charges signed by S. M Bello and M . I . The National Primary Health Care Development Agency (NPHCDA) explained that Nigerians who have received their covid vaccinations and still experience a “breakthrough infection” will only experience milder symptoms compared to those who were unvaccinated. This was disclosed by the Executive Director of the National Primary Health Care Development Agency, (NPHCDA), Dr Faisal Shuaib, to newsmen on Tuesday, as reported by the News Agency of Nigeria. What the NPHCDA said about “breakthrough infections” “If a person gets infected with the SARS-CoV-2 virus 14 days after the second shot of the vaccine, it is called a ‘breakthrough infection.’ The two-week window is the time it takes for the body to produce necessary antibodies following a shot of the vaccine. “A ‘breakthrough infection’ refers to the virus being able to penetrate the protective barrier of antibodies. “The observation is that in these individuals, the disease is usually milder than those who were unvaccinated. Vaccination prevents one from severe disease, hospitalization and death,” Dr Shuaib said. He added that if our communities continue to remain unvaccinated, we will keep endangering our communities, especially those who are vulnerable, citing that the possibility of a breakthrough infection is low, and it would be significantly lower if more people are vaccinated. “Your individual risk for COVID-19 after vaccination also depends on the individual, your overall health, the precautions you take and how often you are exposed to unvaccinated people who could be infected,” he said. On Nigeria being placed on the “Amber” list of countries by the UK, he said: “Nigeria alongside countries like France and the Netherlands are listed as amber countries by the UK Government based on criteria such as the number of populations immunized and incidence rates of COVID-19 infection. “Individuals from Countries listed as amber countries are required by the UK Government to take a COVID-19 test upon arrival and be quarantined for a few days.” He revealed that the FG is inundated with questions about why the UK insists Nigerians who have been fully vaccinated are still required to isolate upon arrival in the UK. Aiyede-Ekiti in the Oye local government area of Ekiti has protested the omission of its name as the headquarters of the newly-created local council development area (LCDA) by Governor Kayode Fayemi. The community addressed a news conference on Monday in Ado-Ekiti, and distributed a document titled, ‘Aiyede-Ekiti Rejects Its Omission from the Newly Created LCDA Headquarters in Ekiti’. The National President of Aiyede Progressive Union (APU), Ayo Ajayi, described Mr Fayemi’s decision as unfair and targeted at subduing “the third largest community in Oye LGA under a smaller community.” Isan-Ekiti, which, according to APU, had less social, political and economic viability, was named the LCDA headquarter. Ekiti’s Attorney General and Commissioner for Justice, Olawale Fapohunda, admitted that the secretariat of the LCDA committee confirmed the receipt of the APU petition. “A decision will be made this week,” said Mr Fapohunda. “Please wait for the government’s decision.” The Ekiti LCDA bill was passed by the Ekiti House of Assembly on August 4 and signed into law on August 6 by Mr Fayemi. The association’s president added that although the governor had sited the Ifesowapo LCDA’s headquarters in his hometown, Isan-Ekiti, he suggested the government should “right the wrong.” Mr Ajayi appealed to Mr Fayemi to reconsider his position and create a new LCDA for Aiyede-Ekiti.
