Againstthe backdrop of biting lingering fuel scarcity, the Federal Government is mulling a plural fuel pricing regime. Under the arrangement, the Nigeria National Petroleum Corporation (NNPC) would sell at N145 while independent marketers would import and dispense at their own rate.

Minister of State for Petroleum Resources, Dr. Ibe Kachikwu who made the revelation when he appeared before the Senate Committee on Petroleum Downstream also revealed that the current scarcity might linger till June 2019, when government-owned and private refineries would fully come on stream.

Other recommendations Kachikwu proffered as possible solution to the fuel crisis, which peaked during the Yuletide included a special foreign exchange price modulation as well as special tax consideration for independent oil marketers to reduce their financial burden.

He said if any of the three recommendations was adopted, fuel scarcity would be temporarily handled until refineries come on stream.

In addition, Kachikwu also called for a better border policing, arguing that since it was more lucrative to sell PMS in neighbouring countries, marketers will likely divert their products to those places.

“What this country needs is to ensure that the refineries work. It is shameful that after more than 50 years, we still do not have working refineries. Selling crude is like selling raw agricultural materials. Once the private refineries start working, this scarcity issue will be behind us. Before we get there, we have 18 months to manage this problem.”

Kachikwu who was accompanied by the Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Mr. Maikanti Baru and other officials of his ministry, on behalf of President Muhammadu Buhari, apologised to Nigerians for the difficulties they went through over the fuel scarcity during the festive seasons.

“Our sympathies go the Nigerian people. I will not say much,” he stated.

While still testifying before the senate committe which cut short its recess to investigate the fuel crisis, Kachikwu added: “All I can say is that there are lots of issues. The major players stopped importation because of the price difference in landing cost. Once that happened, NNPC started providing 100 per cent products to the local market.

“There are issues on ground. Some are due to non-payment. Whenever situations like this arise, other issues arise. People moved products to other countries and decided to hide the products. We had to move in and release these products.

“What this says, for me, is that the business model of oil is not where it should be. If the prices of refined products escalate internationally, we do not react when we should. When it increases internationally, it has its own effects here. Between now and 2019 when our refineries will start working, we will have to rely on importation,” he added.

Speaking on the three recommendations, he said: “During the 18 months emergency period, we need to look at pricing. We need to find a way to get marketers back to importation. Landing cost is about N170-175. We sell at N145. We need to address this problem. There are series of items. But the key item is the international selling price for sale of refined product.

“There is a gap. How do we deal with the gap? Whatever we do, we need to free the marketers to do their business. Exchange rate was N145 when price was tagged in 2015. One model is for the CBN to create a special exchange rate for independent oil marketers to import their products. This will help.

“Is there a way to grant tax holiday for them? Government can look into the taxing system. If they do that, marketers will have more funds to import products. Potential of having a plural pricing system? That is, NNPC outlets can sell at N145, while independent marketers can import at their rate.

“We have not been able to deal with the issue of border policing. It is still more lucrative to sell this product outside the country. I am proposing that trackers be placed on trucks leaving the depots. That is one way to deal with this issue.”

Baru, however, had a different explanation, as he told Senators that “false mmedia reports” that the Federal Government was planning to increase price of Premium Motor Spirit (PMS) was responsible for the crisis.

He claimed that 4,500 trucks loaded with PMS had been diverted within the period, a development which he said aggravated the continuous scarcity.

The GMD said NNPC was yet to get a mandate to increase pump price, but did not rule out any possible future increment.

“NNPC has not been given any mandate to increase price. PPPRA has not been given any mandate too to increase the price of PMS. Independent marketers withdrew from importation of PMS since October. NNPC took over the importation of PMS 100 per cent in October.

“Consumption is about 27 million litres a day, but for logistics purpose, we make provisions for 35 million litres. We had products that would have lasted for 23 days all through the Christmas period. But people went into panic buying. About 4,500 trucks loaded with PMS were diverted during this period.”

Chairman of the committee, Senator Kabiru Marafa, in his earlier remarks, said fuel scarcity has become a reoccurring decimal in the nation’s history. He described it as worrisome and urged those concerned to get to the root causes of the problem.Marafa said: “When our government came into power, we were able to tame the monster of fuel scarcity. Due to several factors, we could not do that during the last festive period. This is very worrisome and we need to get to the root causes of this ugly incidence.

“Our committee was recalled to find solutions to this problem and ensure that this ugly incidence does not come up again. The National Assembly decided to make it open to all Nigerians by showing it live on television so that people can see and hear what the issues are. We will only address the issue of the lingering fuel crisis. The assignment is to look at the fuel crisis and why it has lasted this long.”

Marafa mandated Kachikwu and the Executive Secretary of Department of Petroleum Products (DPR) to furnish the committee with the relevant documents to support their claims.

“You have from now till 16 of January to submit names of filling stations that diverted, hoarded and sold fuel above regulated price. We also want DPR to come up with stiffer penalties to serve as deterrents.“You have stirred the hornet’s nest. You need to speak more on the landing cost. Is this N171 what Nigerians will pay at the filling stations or what? We do not agree with that figure. We have our facts and figures to confront whoever comes up with that figure,” he said.

Executive Secretary of DPR, Mr. Dantani Baba Ladan claimed that almost all the filling stations nationwide were found wanting in hoarding of petroleum products. He said products were hoarded in villages and communities. He, however, warned that those caught would be compelled to pay N275 per litre to the Federal Government.

“If you hoard, we will give out this product free of charge to the public. The panic buying will fizzle out. As regulators, we are doing our best to bring sanity to the sector.”

Other stakeholders who spoke, called on the National Assembly to pass the Petroleum Industry Bill (PIB) and the Federal Government to deregulate the petroleum downstream sector to allow private sector players come in.Attempts by lawmakers to bring up the issue of payment of N26 per litre subsidy on petroleum product was opposed by Marafa, who said it was not part of the deliberations.

However, the session was not without drama as three persons introduced themselves as president of the Independent Petroleum Marketers of Nigeria (IPMAN). The first person to introduce himself was Obasi Lawson, before Sanusi Fari and Okoronko Chinedu, also followed suit.

“I am Okoronko Chinedu, elected IPMAN Chairman affirmed by the Appeal Court two week ago,” Mr. Okoronkwo said. Almost immediately, Fari rose up to introduce himself also as IPMAN president.

Marafa called on the permanent secretary of IPMAN to meet with the three to have a common ground for presentation to the hearing.

Without the drawing, I will assume some the dimension of the 4 bedroom bungalow and do this calculation for you.
Let's say your building measures: 10m x 6m..
It will take a total of 909 blocks to raise the foundation to DPC level at a minimum of 4 coaches i.e 1.2m from foundation.
@N150/block: 909 x N150= N136, 350.

It will take you 13 bags of cement to lay the blocks @1 bag for 70 blocks and another 18 bags to blind the foundation floor...Total N31bags.
31 bags x N2, 000= N62, 000.

Then labour to lay the blocks N 45, 450.
Labour to dig: N70, 000
Labour to cast the concrete N 18, 000
Mason labour

Then Sharp Sand, Chipping Stone/gravel..e.t.c.

Sir, N300, 000 cannot do the foundation (excluding the DPC) of a standard 4 bedroom all ensuite bungalow.

Budget around N750k if you are to do it by direct labour.

For want of space, These are my suggestion to your architect:

A. Since the Kitchen at both apartments aren't opened to the stairway for escape route, it will be needful to relocate it in the place of the living room and the living room same. Firstly, the living is accessed directly by visitors and not the kitchen first and in the advent of a fire or burglary, there won't be inhibition to escape and call for help.

B. For the room with no cross ventilation, its preferable to duplicate the windows so as to create a whirlwind ventilation system rather than a single window vent.

C. The Visitors Toilet is rightly placed at the ground floor and at the first floor. A little recess of the wall protruding at the side of the Visitors toilet on the first floor.

D. Guess it was an omission, it would be necessary a stairway measuring 750mm be added at the rear side of the building from the kitchen, to create a complete second exist for each apartment.

Your Architect did a good job as well in managing the little space available.

A raft foundation for a 4 Bedroom bungalow will certainly be more the amount I wrote.
Secondly, I presuppose that you expect the foundation to be close to the ground without taking cognizance of the future of any adjoining road.
Thirdly, four bedroom bungalow with such dimension would require reinforcement.

My estimate stems from these observations and more.

Funny how you @johnson232 jump around criticizing without contribution as though you are the Op. Your observations are noted but what if you keep it to yourself and if requested.

This is very exciting. We want to see militant camps being blown up and militants being wasted like BoKo Haram or Fulani herdsmen. However it is not just a job for the military. DSS should do their work.
Niger Delta militancy is a simple problem.

1. All communities close to all installations should be penetrated by cells of informants.

2. The DSS should insinuate their men into the community relations and security department of all oil companies.

3. There should be a database of all companies involved in pipeline repairs and their employees.

4. There are currently APC friendly militants who want development for the Niger Delta. The FG should empower them with spy networks to ferret out information about militant camps.

5. Some unemployed youths in the area can also be used for special surveillance.

6. Immediate deployment of dense networks of UAVs for night surveillance of suspected militant camps.

7. Since Chevron an American entity was hit, the militants have now done irreparable damage to their own cause. Intelligence should flow easily to the Nigerian military about locations and coordinates of camps.

8. GSM tracking and computerised algorithms bought by GEJ to be used for security tracking of Boko Haram terrorists should be deployed into the Niger Delta. These are astonishingly very effective

9. Finally Precision Guided Weapons should be used in engaging militant camps. No need to go on gun boats and have a fair fight with terrorists.

Thinking awkwardly.

1. Are you not aware that 90% of the Niger Delta Militants are Skilled, trained, Educated and experienced. and at that can underscore every military tactics and participate in information flow. Tompolo actually boat half the equipment you are asking the military to use against his people, is that not madness. Who knows an equipment better than the person who bought it and for what purpose it was bought.

2. Oil is greatly loosing value and the US have discovered shale oil and holds a great reserve to sustain its own energy demand and consigns every of its offshore oil facilities as a business unit that is subject to external or foreign risk. the Americans are more interested in quenching Boko haram than in fighting militancy in the Niger delta.

3. The Niger Delta militants willingly laid than their arms and had little casualty as compared to the Boko harams of the north, have you asked yourself why? They are tactically trained and understands the engagement of war. the first bomb blast in the Capital territory and major cities capital was done by the Niger Delta Militants. You need to live in the creeks to understand these guys. They are not your ordinary shouting Niger deltans.

Nigerians perceive them as stubborn but they are not, they the set of people that insisted that Shell Pet will not drill oil in Ogoni land and since 1997, Shell has not pumped or produced as single crude from ogoni land. These guys are schooled, learned, tactical, skilled and experienced to simple write off.

I have learnt a lot from your construction process and costing. At N7.8mil, a 5bedroom duplex is built up to carcass level with plastering which pretty amazing and low-budget I must say.

Am working on a 6bedroom Maison (Because the rooms and kitchen are extra-large) will probably cost N9mil as built up to your current stage: Completely roofed and plastered.

Buhari is doing what many of us want but would not praise for the hate of the man from Daura, he is telling the no good NASS, a most corrupt bunch of animals he does not need them to slow down the growth of the nation.

That NASS for all it's worth cost the nation too much for the little return they provide.

The problem with your assertions is that Nigeria is a democratic nation governed by laws contained the constitution of the fed Republic and its attendant Acts. Constant flaunting of these laws and acts without recourse to the National and the Public, regardless of his good intentions portends both doom for him: president buhari and the nigerian people.

President buhari might come face to face with an impeachment for constant flauting and breaching of the constition.

Firstly, it's a good move by the President and commendable.

I only have one issue with this National decision:
An Act of the National Assembly established the Nigeria National Petroleum Corporation, included in the amended constitution of the Federal Republic and would require an amendment or a repeal to unbundle the NNPC.

My question is This:
1. Did President Muhammad Buhari consult with the members of the National Assembly in respect to the constitutional provisions before taking the decision to unbundle the NNPC?

2. And was the bodies recognized by the law involved or consulted. These bodies are NUPENG AND PENGASSAN?

In America, there are Life senators, who are there to ensure the tradition and rules of the Senate house is kept and followed all through. We don't need every time new senators, that's why they always fight at the house and chamber floors, cos there aren't tutored in the rudiments of the chambers. We need matured hands.

1. Which Budget did he pay out from: 1984 budget or 2016 budget

2. From whose account did this sum come out from? FG or Private purse.

3. Which parliament authorize such disbursement if it was from FG coffers?

Well...this significantly defaces the building. However, better standing and defaced than "looked good but collapsed". Another basic lessons for would be landlords. Don't be shy of initial expenses to be sure you have a structurally sound building. Finishing is secondary to structural integrity.

The initial redesign defaced the building but we have redesigned again, burying the supporting columns between the walls that's why the columns' dimensions are 500mm x 225mm (block size).
