President Goodluck Jonathan Tuesday set up a committee to probe all monies received by the police, either through donations or appropriation for renovation and upgrade of its training institutions from 2009 to 2012.

The setting up of the committee came on the heels of the president’s visit last Friday to the Police College, Ikeja, which is in a state of decay because of prolonged neglect by successive administration.

It also coincided with a meeting in Abuja between the Minister of Police Affairs, Navy Captain Caleb Olubolade (rtd), and Inspector General of Police (IG), Mr. Mohammed Abubakar, over the state of police training institutions.

The establishment of the committee and the president’s visit to the 73-year-old institution are the fallout of the footage of a documentary aired by Channels Television last week to draw attention to the decay in the college.

A statement from the presidency said the 11-member committee will be chaired by the Director, Special Duties with a representative of the Nigeria Police Force (NPF) as vice-chairman.

Other members of the committee, which has until January 29 to submit its report are: Director, Finance and Accounts; Director, PID; Director, PSD; three representatives of NPF, legal adviser, Head of Budget Division, Head of Internal Audit, Head of External Audit and Secretary PRS.

The committee, among other terms of reference, will ascertain the amount of funds appropriated by the Federal Government to the police for the renovation/upgrade of its training institutions between 2009 and 2012 and total donations received during the period.

It will also examine the budget proposed/appropriated to the NPF for the institutions between 2009 and 2012 as well as verify the utilisation of the funds.

As part of the efforts to redress the situation at the police colleges, Olubolade met with the IG and other top police officers on how to find immediate solutions to the lapses that led to the neglect of the training institutions.

Answering reporters’ questions after the meeting, the minister said: “I’m here to follow up and interact with the IG and his management team to look at the lapses that may exist and how to surmount it because it is a joint effort and I think it is critical to do that.

“Ordinarily, I would have called this meeting at the ministry but once I have a management team with them, sometimes I like to do less stretching and come around and see progress, and he (IG) is making some progress in certain areas. I will also want to have a look at them.”

The minister pledged the government’s commitment to reposition the NPF, adding that the government was working round the clock to address every issue that had to do with the optimum performance of the police.

On his visit to the Presidential Villa on Monday, he said: “I went to the presidency to see the Chief of Staff and that is a regular routine thing that we do because Mr. President is also away.

“I also made a similar visit to the vice-president’s office, so that at both ends if there are issues that pertain to the police, I would like to know and hear about it.”

A retired Deputy Inspector General of Police (DIG) in charge of Operations, Mr. Adedayo Adeoye, however, blamed the rot in the police on past military officers appointed to man the Ministry of Police Affairs.

He accused the ministers of fighting the police they were appointed to protect and develop.

“The problem of the rot in the police started from the time of David Jemibewon, a retired military officer, to that of Godwin Abe, and the present minister, Caleb Olubolade. They are all retired military officers, who concerned themselves with promotions.

“Anytime there is assistance for the police, the organisation or governor would first inform the Police Affairs Minister, who would quickly inform his constituent, the military, and they in turn would quickly seek for the same assistance, thereby reducing drastically what is meant for the police alone.

“On a daily basis, they keep rendering the police powerless and equipping the military for the job of policing,” the retired police boss stated.

In the meantime, Channels Television has postponed the launch of its intervention programme to mobilise assistance for the upgrade of the Police College, Ikeja.

The General Manager Operations (GMO) of Channels Television, Mr. Kayode Akintemi, explained that the postponement was done to get the involvement of every stakeholder who is essential in the rebuilding of the police academy.

Nigeria Police Force Launches a New “Code of Conduct and Professional Standards" For Officers

All is now set for the official launch, by the Nigeria Police High Command of the special ‘Code of Conduct and Professional Standards for officers of the Nigeria Police Force’, scheduled to take place on the 10th day of January, 2013 at International Conference Centre, Abuja. The launch which will be personally performed by Dr Goodluck Ebele Jonathan GCFR, President and Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, will commence at 10:00am prompt. The launch of the “Code of Conduct” comes a day after the National Summit on Security.

The new “Code of Conduct” is a set of rules collated and formulated under the leadership of the current Inspector-General of Police, IGP MD Abubakar, for guiding and regulating the behaviours of Police officers in Nigeria – both while on or off duty. The Code contains standard policing rules as well as contemporary international best practices in law enforcement as available in various United Nations Conventions, the Nigeria constitution, Police Act and Regulations and other domestic statutes. It is intended to be used by Police Officers in determining what is right and proper in all their actions.

The Code is designed to promote efficiency and effectiveness of Police services by promoting transparency, accountability and a deeper sense of civilian oversight on police activities. It is further intended to promote discipline, professionalism and strict adherence to due process in police activities and operations. Its institution within the Force is therefore part of measures by the IGP to promote the Federal Government transformational agenda, through deliberate and conscious efforts at encouraging positive attitudinal change amongst all cadres of officers within the Force

Thus, its launch is meant to generate the needed awareness among Government Officials, members of the Force and the general public; and to formally announce the enforcement of the “Code” both as a guide for all personnel of the Force, as well as an instrument for monitoring the conduct of inpidual Police officers in the daily performance of their duties, by the Police High Command and the public.

It is the earnest belief of the IGP that the “Code” will improve the standards and outputs of the Force and make it an enviable Law Enforcement Organization that will best serve the interest of Nigerians.

The IGP once again solicits the cooperation and understanding of the public at ensuring the successful implementation of the “Code” as it marks another mile stone in current efforts at repositioning the Force. He believes that getting it right with the Code, will no doubt, amount to getting it right with the Force; and this will in turn translate to getting it right with the overall security of Nigeria and her teeming citizens.

Dignitaries expected at the event include: the leadership of the National Assembly, Federal Ministers, Executive Governors from the 36 States of the Federation, Service Chiefs, Senior Government Officials, members of the Diplomatic Corps, Senior Police Officers, etc.

Nigeria Police Force Convenes National Security Summit

As part of efforts at encouraging a broad-based approach to tackling emerging contemporary security challenges in Nigeria, the Nigeria Police in conjunction with Vanguard Newspapers will be organizing a 2-day National Security Summit with the theme “Addressing Nigeria’s Security Challenges for Sustainable Peace and Development”. The event is billed to take place on 8th and 9th January, 2013 at the International Conference Centre, Abuja, commencing at 10am each day.

The summit which will be officially flagged off by the President and Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, Dr. Goodluck Ebele Jonathan, GCFR, will be attended by Military and Police Chiefs, security experts/practitioners from within and outside the country as well as other critical stakeholders in the Nigeria Project. The summit which is a public – private partnership initiative is expected to provide an avenue for Nigerians from all walks of life to make informed input into concerted efforts by the Police and other security agencies at providing lasting solution to Nigeria’s myriad Security Challenges.

While emphasizing the importance of the summit to the transformation agenda of the Federal Government, particularly as it relates to issues of safety and security of the nation, the IGP urged participants to seize the opportunity provided by the summit to make sincere and informed input on matters bordering on the general security of Nigeria and Nigerians. He stated that the rationale for the summit is predicated upon the belief of the Force that the business of policing and securing Nigeria is the responsibility of all and that no single individual or organization has monopoly of security knowledge.

While assuring participants that inputs, suggestions, contributions and decisions reached at the summit will be given their pride of place in new security policies and strategic operational plans by the Government and the Police High Command, he equally promised that the Force will do everything humanly possible to guarantee a safe, conducive and democratic atmosphere at the summit to enable participants undertake a free, candid and unfettered intellectual discourse. He urged participants to see their participation in the summit as a call to national service and to do all within their powers to deliver on the targets and objectives of the summit.

Other participants expected at the summit include: representatives of State Governors, Special advisers on Security to State Governors, principal officers of National and State Assemblies, CEOs of registered and active private security agencies and representatives of ethnic forums and nationalities. Others are representatives of National Human Rights Commission, invited NGOs and Civil Society Groups, Labour groups such as NLC, PENGASSAN, TUC, and Professional groups such as NBA, NMA, Guild of Editors, NUJ, Representatives of PCRC at national and State levels and other invited participants.

A new salary structure is being worked out for men of the Nigeria Police to compare with their counterparts abroad, the Inspector General of Police, Muhammad Abubakar has revealed, saying also that the middle of the year, 700 housing units would be delivered to officers in the inspectorate, rank and file cadre.

Towards this end, a technical committee has been set up to look at the issue of welfare, particularly the issue of salary and allowances of members of the Nigerian Police.

Abubakar, who announced this at a get-together of inspectors/rank and files, the year would be a better one for members of the police as plans are ongoing towards working out a new salary structure for them, just as the Police had started to feed its officers who are on duty at the force headquarters.

According to him, “by the special grace of God in 2013, I am putting every effort to ensure that anywhere a policeman is on duty, he will be fed,” saying these were measures being taken to ensure that the officers were given the benefit they deserved while in service.

The IG also assured that they are putting all this efforts to ensure that they are guided to ensure that their officers are respected, to ensure that Nigerians understand what they should do and what they should not do.

He said that the president was committed to the welfare and well being of all officers of the Police, announcing that following the approval of the president, the police have been removed from the contributory pension scheme.

According to him, henceforth, the force would have its scheme manned by personnel of the police. “Today, the fight that has been on, that has to do with pension scheme of the Nigeria police is now history. The Nigeria police will have their own pension scheme. They will administer their own scheme by their own personnel. We are indeed very grateful to Mr President for his understanding, for his support and approval.”

Y­ou hear about lie detectors all the time in police investigations, and sometimes a person applying for a job will have to undergo a polygraph test (for example, certain government jobs with the FBI or CIA require polygraph tests). The goal of a lie detector is to see if the person is telling the truth or lying when answering certain questions.

When a person takes a polygraph test, four to six sensors are attached to him. A polygraph is a machine in which the multiple ("poly"wink signals from the sensors are recorded on a single strip of moving paper ("graph"wink. The sensors usually record:

The person's breathing rate
The person's pulse
The person's blood pressure
The person's perspiration

Sometimes a polygraph will also record things like arm and leg movement.

When the polygraph test starts, the questioner asks three or four simple questions to establish the norms for the person's signals. Then the real questions being tested by the polygraph are asked. Throughout questioning, all of the person's signals are recorded on the moving paper.

Both during and after the test, a polygraph examiner can look at the graphs and can see whether the vital signs changed significantly on any of the questions. In general, a significant change (such as a faster heart rate, higher blood pressure, increased perspiration) indicates that the person is lying.

When a well-trained examiner uses a polygraph, he or she can detect lying with high accuracy. However, because the examiner's interpretation is subjective and because different people react differently to lying, a polygraph test is not perfect and can be fooled.

We are trying to manage it, says PSC’s Igbuzor

As the Police Service Commission (PSC) raises the bar in the recruitment process into the police force with its on-going reforms, there are fears that ensuring federal character in the appointment may become a clog in the wheel of progress for the commission. The commission, however, says it is taking measures to manage the situation, which observers believe could derail the reform process, Olaolu Olusina reports


The on-going reforms in the Nigeria Police are just some of the developments needed to ensure that the country gets a police force that can deliver for the country in terms of its roles and responsibilities.

Only last week, the Police Service Commission (PSC), the government parastatal responsible for recruitment, promotion and discipline of men and officers of the police, informed Nigerians that it was getting close to achieving the goals and objectives of the transformation agenda of President Goodluck Jonathan’s administration.

Among the new innovations introduced into the recruitment process into the police, according to PSC, is polygraph examination, a scientific process that has already been tested and used in many advanced countries for pre-employment screening, revalidation and investigations.

By the introduction of polygraph, the PSC therefore becomes the first to adopt the widely-recognised system for recruitment and periodic assessment of its officers.
The Economic and Financial Crimes Commission (EFCC) is said to have also indicated its intention to adopt polygraph in view of the credibility problems many of its officers are having now. This is a good step in the right direction, no doubt, coupled with the PSC’s resolve to ensure that promotions are now based on merit.

The minimum qualification for entry into the police has also been jerked up, as anyone wishing to join the force now is expected to have a minimum of Ordinary National Diploma (OND) while secondary school certificate holders and third class university degree holders have been shut out. But there are fears that all these ambitious plans may be rubbished by interference from political office holders and top government officials who continue to send ineligible and unqualified candidates to the commission for employment under the guise of satisfying the Federal Character principle.

THISDAY reliably gathered that a top director of the commission was shocked recently when a state governor sent five candidates to the commission for employment.

More surprising is the fact that the candidates were sent for recruitment when training for recruits had already gone far. “What do you expect from this type of people who are just being forced on us every now and then,” the director was quoted as saying.

A reliable source close to the PSC told this reporter that political interference had become the bane of the reform process, warning that if not controlled, it could rubbish the gains made so far in reforming the police.

“Imagine giving somebody who did not go through the full recruitment training a gun to handle, these are the people who will eventually go and start killing people anyhow in the name of accidental discharge,” the source said. “You don’t just go into the grazing fields and bring people to come and join the police just to fill your quota. These are people who can hardly write their own names.”

THISDAY learnt that many of those being imposed on the PSC for mandatory recruitment are simply not fit for the system.
“They keep sending candidates whose background could not be easily verified. By mere looking at some of these candidates, you can easily see that they are not just fit for the system. That is how undesirable elements and candidates with questionable character are sent into the police by politicians,” THISDAY was told.

But speaking with THISDAY in a telephone interview, the PSC Commissioner for Strategy, Dr. Otive Igbuzor, said though political interference in recruitment was an issue at the commission, PSC was trying to manage it.

“We are managing that and we are talking to our people to understand the implications of imposing candidates on the commission, especially those who are not qualified and of questionable character as it won’t help our reforms. And I think they are also understanding,” Igbuzor said.

PSC Commissioner for Information and Publicity, Ms. Comfort Obi, also corroborated Igbuzor’s assertion. In a telephone interview with THISDAY last week, Obi said though it is not out of place for political office holders to use their positions to assist those who voted them into office, the PSC was handling the situation carefully.

“We are being careful in handling the issue of political interference. It is not out of place for political appointees to want to use their position to assist those who voted them into power. But we always advise them that in doing so, they should send qualified candidates,” Obi told this reporter.

She explained further that though the commission uses the six geo-political zones as basis for allocation of slots when recruiting, candidates being presented must fulfill the recruitment criteria and pass the recruitment examination.

Obi, however, said in cases where a state does not have qualified candidates or when the candidates presented fail the recruitment examination, the commission fills the state’s slot with qualified candidates from neighbouring states in the same geo-political zone.
The commissioner said the PSC was pressing forward with the newly-introduced polygraph examination for its recruitment and periodical validation, assuring that the scientific test would be sustained.

Also speaking on polygraph, Igbuzor confirmed that this is the first time in the history of the Nigeria Police that polygraph, the scientific way of lie detection, is being introduced, assuring that the PSC would sustain it.

Polygraph is used for pre-employment background checks and periodic checks of personnel in the advanced world.
“We’ll sustain it. We’ve started administering the polygraph test and we are awaiting the result. We are using it along with the traditional recruitment process of recommendations from traditional rulers, divisional police officers and religious leaders from areas where candidates are applying from,” Igbuzor told THISDAY.

THISDAY authoritatively gathered that the PSC may have started a silent reform process in the force with its adoption of polygraph as the Inspector General of Police Mohammed Abubakar is said to have given an approval in principle for the adoption of the scientific test in police investigations across the country.

THISDAY learnt that a centre had already been opened at the Force Headquarters with plans to have at least a centre in each of the 36 states and the Federal Capital Territory (FCT).

When contacted to react to the issue of political interference in recruitment into the police, the Force Public Relations Officer, Frank Mba, said he was not competent to speak on the issues . “Issues of recruitment,promotion and other related matters are the exclusive responsibilities of the Police Service Commission and the agency should be in the best position to respond to the issues you are raising,” Mba told this reporter,adding “My responsibility is on administrative and other organisational matters that have to do with the Force.”
