Tackling Political Interference in Police Recruitment

We are trying to manage it, says PSC’s Igbuzor

As the Police Service Commission (PSC) raises the bar in the recruitment process into the police force with its on-going reforms, there are fears that ensuring federal character in the appointment may become a clog in the wheel of progress for the commission. The commission, however, says it is taking measures to manage the situation, which observers believe could derail the reform process, Olaolu Olusina reports

The on-going reforms in the Nigeria Police are just some of the developments needed to ensure that the country gets a police force that can deliver for the country in terms of its roles and responsibilities.

Only last week, the Police Service Commission (PSC), the government parastatal responsible for recruitment, promotion and discipline of men and officers of the police, informed Nigerians that it was getting close to achieving the goals and objectives of the transformation agenda of President Goodluck Jonathan’s administration.

Among the new innovations introduced into the recruitment process into the police, according to PSC, is polygraph examination, a scientific process that has already been tested and used in many advanced countries for pre-employment screening, revalidation and investigations.

By the introduction of polygraph, the PSC therefore becomes the first to adopt the widely-recognised system for recruitment and periodic assessment of its officers.
The Economic and Financial Crimes Commission (EFCC) is said to have also indicated its intention to adopt polygraph in view of the credibility problems many of its officers are having now. This is a good step in the right direction, no doubt, coupled with the PSC’s resolve to ensure that promotions are now based on merit.

The minimum qualification for entry into the police has also been jerked up, as anyone wishing to join the force now is expected to have a minimum of Ordinary National Diploma (OND) while secondary school certificate holders and third class university degree holders have been shut out. But there are fears that all these ambitious plans may be rubbished by interference from political office holders and top government officials who continue to send ineligible and unqualified candidates to the commission for employment under the guise of satisfying the Federal Character principle.

THISDAY reliably gathered that a top director of the commission was shocked recently when a state governor sent five candidates to the commission for employment.

More surprising is the fact that the candidates were sent for recruitment when training for recruits had already gone far. “What do you expect from this type of people who are just being forced on us every now and then,” the director was quoted as saying.

A reliable source close to the PSC told this reporter that political interference had become the bane of the reform process, warning that if not controlled, it could rubbish the gains made so far in reforming the police.

“Imagine giving somebody who did not go through the full recruitment training a gun to handle, these are the people who will eventually go and start killing people anyhow in the name of accidental discharge,” the source said. “You don’t just go into the grazing fields and bring people to come and join the police just to fill your quota. These are people who can hardly write their own names.”

THISDAY learnt that many of those being imposed on the PSC for mandatory recruitment are simply not fit for the system.
“They keep sending candidates whose background could not be easily verified. By mere looking at some of these candidates, you can easily see that they are not just fit for the system. That is how undesirable elements and candidates with questionable character are sent into the police by politicians,” THISDAY was told.

But speaking with THISDAY in a telephone interview, the PSC Commissioner for Strategy, Dr. Otive Igbuzor, said though political interference in recruitment was an issue at the commission, PSC was trying to manage it.

“We are managing that and we are talking to our people to understand the implications of imposing candidates on the commission, especially those who are not qualified and of questionable character as it won’t help our reforms. And I think they are also understanding,” Igbuzor said.

PSC Commissioner for Information and Publicity, Ms. Comfort Obi, also corroborated Igbuzor’s assertion. In a telephone interview with THISDAY last week, Obi said though it is not out of place for political office holders to use their positions to assist those who voted them into office, the PSC was handling the situation carefully.

“We are being careful in handling the issue of political interference. It is not out of place for political appointees to want to use their position to assist those who voted them into power. But we always advise them that in doing so, they should send qualified candidates,” Obi told this reporter.

She explained further that though the commission uses the six geo-political zones as basis for allocation of slots when recruiting, candidates being presented must fulfill the recruitment criteria and pass the recruitment examination.

Obi, however, said in cases where a state does not have qualified candidates or when the candidates presented fail the recruitment examination, the commission fills the state’s slot with qualified candidates from neighbouring states in the same geo-political zone.
The commissioner said the PSC was pressing forward with the newly-introduced polygraph examination for its recruitment and periodical validation, assuring that the scientific test would be sustained.

Also speaking on polygraph, Igbuzor confirmed that this is the first time in the history of the Nigeria Police that polygraph, the scientific way of lie detection, is being introduced, assuring that the PSC would sustain it.

Polygraph is used for pre-employment background checks and periodic checks of personnel in the advanced world.
“We’ll sustain it. We’ve started administering the polygraph test and we are awaiting the result. We are using it along with the traditional recruitment process of recommendations from traditional rulers, divisional police officers and religious leaders from areas where candidates are applying from,” Igbuzor told THISDAY.

THISDAY authoritatively gathered that the PSC may have started a silent reform process in the force with its adoption of polygraph as the Inspector General of Police Mohammed Abubakar is said to have given an approval in principle for the adoption of the scientific test in police investigations across the country.

THISDAY learnt that a centre had already been opened at the Force Headquarters with plans to have at least a centre in each of the 36 states and the Federal Capital Territory (FCT).

When contacted to react to the issue of political interference in recruitment into the police, the Force Public Relations Officer, Frank Mba, said he was not competent to speak on the issues . “Issues of recruitment, promotion and other related matters are the exclusive responsibilities of the Police Service Commission and the agency should be in the best position to respond to the issues you are raising,” Mba told this reporter, adding “My responsibility is on administrative and other organisational matters that have to do with the Force.”

Re: Invitation For Written Exams For Police ICT Professional Into Nigerian Police by millionjoys: 11:36pm On Jan 07, 2013
@ princejob,
I believe in ALTRUISM,

You must have worked hard to curl this for us.
Thank you.

@ My Great Officers,

If you have been following this line, I said in one of my earlier posts that the stakeholders held a special meeting concerning this specialist (ICT professionals) recruitment.
PSC knows that every effective and efficient sector in any good society is ICT driven and enforced.
PSC are not novice, especially under the leadership of "Parry Osayande, DIG (rtd)" please find his profile for your perusal, he is a hero in NPF history.

PSC are very aware of these Shamefaced Politicians, they expected them, their letters, their money etc.
PSC knows that this is the normal tradition they are used to.
PSC will do justice to that, we cant teach them their job.

I WANT TO REMIND YOU AGAIN THE DECISION OF PSC NOT TO PUT THE SQUARE PEG IN A ROUND HOLE BUT SQUARE HOLE IS NO TRADING FOR COMPROMISE.
and
I HOPE YOU HAVE NOT FORGOTTEN THE QUOTA SYSTEM too.

My GOD!

How would somebody bring someone for a publick scheduled advertised recruitment when its already concluded?
That is GROSS INDISCIPLINE

How would somebody plead for someone that has failed an exam, expecting a swap of the failure for success?
That is HEARTLESS, INHUMANE and DEVILISH.

How would somebody bring money (stolen, embezzled etc of course) to bypass a good statutory standards?
That is UNFAITHFUL and TREACHEROUS.

How would somebody because you are "mistakenly selected
or elected" misuse authority (that was voted for) against the standing order under D guise of nepotism.
That is an ABUSE of POWER also known as POWER INSANITY.

May God forgive me, even somebody like Inspector General of Police denounce any form of misconduct and compromise in this process. Other top notchers in the system also have committed themselves to a relentless effort to ensure the reality of this REFORM in National Security from the NPF capacity even through this our recruitment.

All these I know through a very top PSC official who is my friend's Uncle, this Uncle couldnt even help his nephew who flew (AIR) to and fro Abuja for the CBT and he told him to just try & pass the Exam. My friend scored a high mark but there were more higher scores in his state . You See now!

Most of these details are personal and were not framed up.

I am saying this little I know for you to know that this recruitment is completely an EXPERIMENTAL PROJECT and they need genuine specimens to test their HYPOTHESES.

I can boldly tell you that even our Dr. Goodluck Ph.d is also a member of the Police Council who is keenly interested in the integrity and dignity of this ICT unit, because he knows what the Budget looks like.

Dont be surprised, if he bumps in at the beginning, during or POP for personnal inspection.

I want all of us to relax, if you know that you did the CBT exam and you passed i.e above 50% or below 50% but one of the tops in your state,

and

You are by no means a VIRUS carrier, drug addict, handicap or Outcast.

and

Your height and chest meet the requirements,

and

Your Certificates both Academics and Professionals are not locally manufactured from ABA or OLUWOLE or internationally imported from TORONTO or CHINKHO.

and

You worth good character record in your Schools and Community (say, u no be bad/criminal boy because plenty bad boys sabi this computer thing wella too o!).

If you have no fault in all of these, I tell you, "you don do", just allow your GOD to do His own part on your behalf.

All these above may serve as the BASIC INPUTS that ENTER this POLYGRAPH (LIE DETECTOR) for PROCESSING that will then PLOT the GRAPH for result.

THE OUTPUT,
this shows your plotted data line on a graph that has been graduated with SCALES to
testing +VE or -VE
to becoming a POLICE.

I know that, to get the BEST AND APPROPRIATE OUTCOME from this kind of innovative system will solely depend on ACCURATE ENTRY OF INPUT DATA which of course will take time.

My days are numbered for waiting . . .

Surely there is an end, but our EXPECTATIONS shall not be CUT OFF in the name of Jesus Christ, AMEN.

Re: Invitation For Written Exams For Police ICT Professional Into Nigerian Police by princejob: 3:39pm On Jan 08, 2013
My Dear Officers, The question many of us might be asking is (1) WHAT IS POLYGRAPH? (2) HOW DOES IT WORK? (3) IS THE RESULT GIVEN ACCURATE? FOR ME, IT IS NOT.
[b]JUST TAKE UR TIME TO READ THIS.
.............................................................................................................
You hear about lie detectors all the time in police investigations, and sometimes a person applying for a job will have to undergo a polygraph test (for example, certain government jobs with the FBI or CIA require polygraph tests). The goal of a lie detector is to see if the person is telling the truth or lying when answering certain questions.

When a person takes a polygraph test, four to six sensors are attached to him. A polygraph is a machine in which the multiple ("poly"wink signals from the sensors are recorded on a single strip of moving paper ("graph"wink. The sensors usually record:

The person's breathing rate
The person's pulse
The person's blood pressure
The person's perspiration

Sometimes a polygraph will also record things like arm and leg movement.

When the polygraph test starts, the questioner asks three or four simple questions to establish the norms for the person's signals. Then the real questions being tested by the polygraph are asked. Throughout questioning, all of the person's signals are recorded on the moving paper.

Both during and after the test, a polygraph examiner can look at the graphs and can see whether the vital signs changed significantly on any of the questions. In general, a significant change (such as a faster heart rate, higher blood pressure, increased perspiration) indicates that the person is lying.

When a well-trained examiner uses a polygraph, he or she can detect lying with high accuracy. However, because the examiner's interpretation is subjective and because different people react differently to lying, a polygraph test is not perfect and can be fooled.

A polygraph test was conducted for an ex-convict in America and he pass the test successfuly. The machine only work to some accuracy and it is not always perfect. The cadets on training at POLAC are going through polygraph test presently. It is now mandatory for every cadets to undergo polygraphy test before or during training. Pls nobody should be panic for ICT final list because GOD decision surpassed any human or machine understanding. When GOD says it is your time to be recruited into NPF, nobody neiher PSC can remove your name on the list . It is well with us (Amen)

I can feel that you are already apprehensive . . . .

Remember . . .

Everything that goes Up will surely Come Down.

We all deserve the opportunity,
and we shall be given.

The BACKGROUND RUNS is NECESSARY for some people

. . . . BACKGROUND RUNS with clean hands = SUCCESS

. . . . BACKGROUND RUNS with dirty hands = FAILURE

Many people are fasting and praying concerning this issue.

So, God is really involve and He is committed to ensure our BREAKTHROUGH.

Remember . . .

PEOPLE OF FAITH

. . . dont see PROBLEMS but SOLUTIONS

. . . dont see CONNECTIONS but REVELATIONS

. . . dont see DISAPPOINTMENTS but APPOINTMENTS

So, have faith . . .

GOD is at work . . .

GOD shall definitely TERMINATE the APPOINTMENT or possibly the LIFE of WHOSOEVER in PSC that wants to do any evil concerning out APPOINTMENT LETTERS.

STORY, STORY . . .

Once upon a time . . .

There was an intelligent, good looking, brave, ambitious little boy.

He dreamt to be a GREAT MAN in life. So, he worked very hard as he grew up and believe in God to make things work out well.

He faced so many challenges on its way to success because he had a very poor family that could cushion the effects.
So, life seemed to be very unfair.

When he grew older and he became a man he kept fighting the ordeals of life to keep his dream alive.

After a lot of tribulations, tensions and temptations, frustration began to prevail gradually.

One day something happened to him . . .

to be continued later
