A new, even deadlier Brazilian COVID-19 variant has emerged which is able to alter itself in such a way as to render all current vaccines ineffective, an alarming new study has indicated. Brazil is already struggling to cope with the virus, with almost 13 million cases and more than 330,000 deaths.

The P.1 strain previously identified is estimated to be between 1.4 and 2.2 times more transmissible than the original virus. There is already a P.2 variant, and preliminary research by scientists including those at Brazil's Department of Virology suggests the virus is continuing to alter itself in Brazil, deleting sites on the spike protein to which antibodies bind - a development that would prevent vaccines from working. The report is not yet peer-reviewed, but highlighted the uncertainty of the current situation.

Brazil is currently recording roughly a quarter of all COVID-19 deaths - despite being home to less than 3% of the world's population. The Amazonian city of Manaus is one of the hardest-hit regions of the country.

William Hanage, an epidemiologist at the Harvard T. H. Chan School of Public Heath, told Scientific American: “It’s quite hard to come up with any scenario that can be made to fit Manaus which is not hugely concerning. Following the tragedy of Manaus, I would hope we can put an end to discussion of controlling the pandemic through herd immunity acquired from natural infection."

Dan Barouch, an immunologist at Harvard University, commented: “These viral variants provide very strong argument for accelerating the vaccine campaign throughout the world because only with vaccination will we be able to control the pandemic and stop emergence of new viral variants. And viral variants in the future, potentially, will be even more problematic than the ones we have today.”

WHAT IS HAPPENING IN BRAZIL IS A GLOBAL MENACE
The World Health Organization (WHO) on Thursday said Brazilian hospitals were in critical condition, with many intensive care units 90% full. WHO epidemiologist Maria van Kerkhove told a briefing: "Indeed there is a very serious situation going on in Brazil right now, where we have a number of states in critical condition."

Neighbouring Chile has closed its borders to all foreigners on Thursday, while tightening a severe lockdown, as it surpassed one million cases recorded since the start of the pandemic. Jose Miguel Bernucci, secretary of Chile's National Medical Association, said: "What is happening in Brazil is a global menace. Closing the borders won't help us so much with variants we already have here, but with the new variants that can continue to be created."

Countries around the region have expressed concern that Brazil is a breeding ground for new variants, as cases surge and Brazilian President Jair Bolsonaro refuses to support masks and lockdowns. Having previously expressed scepticism about immunisations, Bolsonaro said on Thursday he would only decide whether to receive a vaccine himself after all Brazilians have been vaccinated. Brazil has been slow to roll out its vaccine campaign, with only about 7% of the population having received a first shot. Mr Bolsonaro is consequently under increasing pressure domestically, with the heads of the army, navy and air force all having quit in recent days.

BOLSONARO IMPEACHMENT
In a poll carried out last month, 54% of respondents described his management of the Covid crisis as "bad" or "very bad", up from 48% in January. His political opponents have demanded his impeachment over his handling of the crisis.

Marcelo Queiroga, Brazil's 4th health minister since the pandemic began, said he hoped to include veterinary facilities that make vaccines for pets in a bid to step up production. He told reporters: "This is not just to supply the internal market and increase our capacity but also so that Brazil, as a leader in Latin America, can offer its vaccines to other countries."

Brazil's Fiocruz Institute has a partnership with AstraZeneca Plc to manufacture its vaccine, while the Butantan Institute has a similar partnership with China's Sinovac Biotech to make CoronaVac. Butantan has also separately developed a vaccine of its own that is going through early-stage studies.

Mr Queiroga would not be drawn on specifics, such as the capacity of veterinary facilities and whether any initiative would require pharma companies to waive intellectual property rights.

There was panic in Imo State on Friday and Saturday as gunmen murdered 7 suya sellers. PUNCH Metro learnt the traders were killed in separate shootings in Orlu and Umuaka in Njaba LGA of the state.

An eyewitness, Harisu Ishiaku, said the suspected killers, dressed in military uniform and numbering more than 7, stormed Afor Umuaka Market around 8.30pm, accosted the victims in their shops and shot them. He said 4 of the victims were in the age bracket of 30 to 45 and had lived in the area for many years without any trouble or attack. While suspecting those who carried the attack to be strangers in the land, Ishiaku pointed out that before now, there had never been any problem between the traders and the Umuaka community.

According to the Imo State Coordinator of Hausa traders, Mallam Ibrahim Abdulkadir, the first incident happened on Friday as 3 suya (roasted meat) sellers were about to close for the day when gunmen in a Sienna car emerged from nowhere and shot at them. He said in a similar commando style, the gunmen operating in the same vehicle shot dead 4 Hausa traders at Umuaka.

Abdulkadir stated that Hausa traders in Orlu now live in fear as some had relocated to Owerri. He said, “Actually, this thing started since on April 2. I was called that 3 persons had been killed by some men operating in a Siena car. The victims were suya sellers and were killed just as they were closing their shop in the night. “Just as we were about to handle the situation, yesterday (Saturday) I was called again that 4 persons were killed by the same people.”

Our correspondent learnt the bodies of the victims had been taken to Owerri in preparation to burying them according to Muslim rites. Senior Special Assistant to the Governor on Gender, Vulnerable Groups, Northern Affairs (Men), Ibrahim Sulaiman, said the state government as well as security agencies were on top of the matter. While calling for peace to reign, the SA said Governor Hope Uzodimma was disturbed by the incident and was poised to bring the perpetrators justice.

“We have just finished a meeting with government officials and head of security agencies in the state. They’ve intervened in the matter to ensure peace reigns. We cannot continue like this. We must nip this in the bud for the peace and security of our country,” Sulaiman stated. He appealed to his northern brothers to remain calm and continue to be their brothers’ keeper at all times.

While saying that the killings were politically motivated by people who never wished the government and people of Imo State well, he expressed regret that the situation was getting out of hand. Sulaiman assured the northern community of the commitment of the state government to putting a stop to the attacks.

Efforts to speak with the Police PRO, Orlando Ikeokwu, were not fruitful as his phones indicated they were unreachable. He had yet to respond to a text message sent to his mobile phone as of the time of filing this report.

Crime / Kaduna: 100 Victims In Bandits’ Dens, Others Living In Fear – CAN by prof2007: 7:37am On Mar 31, 2021
Christian Association of Nigeria, Kaduna State chapter, has said no fewer than 100 residents of the state are in different kidnap camps. State CAN Chairman, Rev. Joseph Hayab, in an interview with The PUNCH on Tuesday, said aside the 39 students of Fed. College of Forestry Mechanisation, Afaka and 8 members of RCCG, whose kidnaps were public knowledge, many abductees were still with their abductors in the state.

Hayab also said other residents of the state were living in constant fear of being kidnapped. As the CAN chairman expressed concern about insecurity in the state, bandits again struck on same Tuesday and abducted a Catholic priest and 4 other persons in Kagarko LGA.

In Oyo State, a man and a couple were abducted at different times on their farms near Alabameji Village, Sanyo and Soka areas of Ibadan. In Niger State, a businessman, Salau Taiwo Hussein, was said to have been whisked away by unknown gunmen at his resident around Brighter Road in Minna.

As gale of kidnappings continued to sweep across the country, the National Security Adviser, Major-General Babagana Monguno (retd.), told State House correspondents on Tuesday that President Muhammadu Buhari had ordered security chiefs to fish out masterminds of banditry in the country. He also said the military should take the sponsors of banditry out.

Earlier, Hayab, in an interview with one of our correspondents, said kidnappings of the students and the RCCG members became public knowledge because of the people involved. According to him, 5 worshippers, including a pastor and church secretary, were recently abducted in Giwa LGA of Kaduna State. The Kaduna State CAN chairman faulted the state Governor, Nasir El-Rufai, over the handling of kidnappings and other forms of insecurity in the state.

Hayab stated, “We want him (El-Rufai) to act decisively and take the right action. But as he is talking, nothing is being done and they (bandits) are negotiating with people. It is not just the RCCG members and the 39 students that are still there (with bandits). If we want to take statistics of the number of people in different kidnap camps in Kaduna, they are over 100. But the ones people know are the students and the RCCG members.

“Even that day, it was not only RCCG members that were kidnapped. The attack also involved other people. The church could tell the number of people travelling and that was why we knew they were eight. But how many were in the other vehicle, nobody knows.

“I still have reports of other families whose members were taken. In one of our churches in Giwa LGA, which is after Zaria, on Sunday March 21 around 1am, bandits picked 5 people. They later released 3, but the pastor and his secretary are still with them. But out there in the public, you’ll hear, ‘We are working.’ That is why the new style of government is issuing media statements to show they are working, while people are being killed and taken away from their homes.”

Hayab said the N50m ransom being demanded for release of the RCCG members was unrealistic, adding that the church would never pay the money. The cleric said paying bandits would only encourage them to kidnap more people and the church might be digging its own grave if it paid ransoms. He lamented that most of the people kidnapped were locals who had lost a sense of purpose due to insecurity in the state.

He urged security agencies to rise to their responsibilities, rescue victims and bring perpetrators to justice. “Since this whole madness continued these past 4 to 6 years, people are no longer productive. Farmers no longer go to farm. Even at home, you can’t think straight because you don’t know what will happen. If you travel, your mind is not at rest. Your heart is in your hand because you are thinking you may be kidnapped before you arrive your destination. This is why government must do what is right. We must not allow these people continue to torment and trouble Nigerians,” he added.

Efforts to get the state Commissioner for Internal Security and Home Affairs, Mr. Samuel Aruwan, to react to the CAN chairman’s statement did not succeed as he had yet to respond to a WhatsApp message sent to his telephone as of time of sending this report.

Meanwhile, a spokesperson for the Redeemed Christian Church of God, Kaduna, Alao Joseph, said he believed the church members would soon be released. He told The PUNCH that efforts were being made to ensure their safe return.

BANDITS KIDNAP KADUNA CATHOLIC PRIEST & OTHERS
A Catholic priest in Kushe Makaranta in Kagarko LGA of Kaduna State, Rev. Fr. Anthony Dawa, has been kidnapped. It was gathered that Dawa was abducted along with a catechist as well as the catechist’s wife when gunmen attacked their house at 2am on Tuesday.

It was learnt that apart from the wife of the catechist, their child and a domestic worker were among those abducted. The church is located at Dogon Kurmi in Kagarko LGA of the state. Kaduna State Police Command PRO, Mohammed Jalige, could not be reached as repeated calls were not picked. Also, there was no response to a text message sent to his telephone as of the time of filing this report by our correspondent.

However, Communication Director of the Catholic Archdiocese of Kaduna, Rev. Father Stephen Onyema, confirmed the incident. Also, the state Chairman of CAN, Rev. Joseph Hayab, confirmed the incident. He said, “The incident is confirmed. Those people struck at 2am in Kushe Makaranta, under Kagarko, which is in Southern Kaduna.”

BUHARI ORDERS SERVICE CHIEFS TO TAKE OUT BANDITS & KIDNAPPERS
Also Tuesday, Monguno quoted the President as directing service chiefs to identify masterminds of banditry and kidnappings with a view to taking them out. The NSA, in an interview with State House correspondents, said Buhari handed down the directive at a meeting he had with the service chiefs at the Presidential Villa, Abuja before he embarked on his trip to London for routine check-up.

Monguno quoted the President as saying that a situation where the armed forces were reactionary rather than being proactive would no longer be tolerated. He said, “On the issues of kidnapping and banditry, this menace still persists, especially in the North-West and the North-Central zones. "Mr President has been very emphatic. He has stated clearly that this problem must be brought to an end, but using the traditional methods that the armed forces have been trained to deploy.

“Mr President has made it very clear to both the intelligence and operational elements that the first assignment will be to identify the leaders of these bandits, kidnappers and take them out, in order to restore confidence in those areas. Mr President has said he will no longer tolerate a situation whereby bandits and kidnappers are the ones dictating the pace and setting the tone and he will not also condone a situation in which our own operations are reactionary rather than being proactive.

“He has also indicated his willingness to provide all resources required by our troops to put down these criminals. They must be brought down with all the ruthlessness that is required and whoever is working in collaboration with them will be brought to book.”

Monguno explained that Buhari decided to summon the emergency meeting with the security chiefs after separate meetings with governors from the North-West and the North-Central as well as with the Chairman of the Nigerian Governors’ Forum, Kayode Fayemi, on security challenges. He said the reports Buhari had received from service chiefs following their recent appointment exposed the need for him to look deeper into certain aspects that needed to be taken care of.

He added, “The President has also declared that there will be no adjustment in whatever the National Security Council has already laid out until normalcy is restored. He is also aware of attempts by certain elements, working in cahoots with all kinds of people in and out of the country to continue to exploit the mining sites, especially in Zamfara State.

“A ban has been placed on mining and that ban has to be enforced. People have to comply with whatever the President has laid out. Of course, we in the intelligence domain are aware there are individuals and groups planning to link up with all kinds of non-state actors in order to frustrate efforts of government in implementing the ban on mining, as well as enforcing the no-fly-zone so that no rotary aircraft will land, drop whatever and pick up whatever. That has to be enforced.

“This is the directive from the President. I am to send a warning to those people who think they are in close proximity with those who have the instruments to make the space easy for criminals. It is extremely important for these people. I am sending out a message to them, anybody who thinks he can continue to pull whatever resources he has at his disposal, to frustrate the efforts of the central government in bringing about peace and security will have himself to blame.

“The new service chiefs, as well as the intelligence community, and the constabulary forces have been given clear directives by the President to target those people who are the ones leading in creating chaos, disunity, and disharmony.”

Chief of Defence Staff, General Lucky Irabor, also in an interview with reporters, assured Nigerians that insurgency would soon be brought to an end. Irabor said it was natural that when situation is getting to an end, it would first appear to be getting tougher.

But a Security Risk Management and Intelligence Specialist, Kabir Adamu, in an interview with The PUNCH, said the service chiefs should have been given timelines within which to meet specific objectives and operational requirements. He noted that Buhari’s meeting with the service chiefs was not the proper channel to give them marching orders, noting that this should have been done through the National Security Council meeting where other members could cross-examine claims made by the security chiefs.

Jim Ovia is one of the icons of Nigerian banking. He is founder and Chairman of Zenith Bank Plc, one of Nigeria’s largest and most profitable banks. Zenith bank has a market capitalization in excess of N600bn. Here are some business lessons from Jim.

1. FOLLOW YOUR INSTINCT
In 1990, the year Jim applied for a banking licence, there were 2 categories available. One for merchant banks ($1.6m equity) and one for commercial banks ($4m equity). His gut told him to go for the more expensive, complicated route – the commercial banking licence, and this gave birth to Zenith Bank. If he didn’t apply for that commercial banking licence, Zenith bank as we know it wouldn’t exist today.

2. LEARN THE ART OF NEGOTIATION
When Jim applied for a banking licence from CBN in 1990, the standing rule was that applicants must have 20 years banking experience to qualify. Jim had only 10 years of banking experience. He was, however, able to convince the CBN team to grant the licence by informing them that his 10 years of experience were in top-rated banks (subsidiaries of American banks), known for their high-quality training and structure, and that he was eminently qualified to run a bank. He made a compelling argument and negotiated well. He was granted the licence.

3. SEEK NEW WAYS OF DOING THINGS
Jim knew the importance of branding and saw to it each branch of Zenith bank looked the same, making them easily recognizable. At that time, it was a completely new concept in the sector, which several banks started doing later.

4. CULTIVATE DEEP HUNGER TO DO WELL
In the early days of Zenith Bank, Jim would go home with a report of all the day’s transactions and, working past midnight, would go over all the customers’ names so he could call and thank them next day. This earned the bank a lot of incremental business leading to success.

5. EMPOWER THOSE WHO WORK FOR YOU
Jim empowered staff by mentoring them, attending their social gatherings, empathizing with them over their family matters. He also sent them for various trainings and conferences (local and international), making them better and more productive.

6. SEE THE FUTURE; KNOW WHEN TO EXIT A BUSINESS
Jim had to sell Visafone, his telecommunication company, to MTN Nigeria because of his business philosophy, “Be a market leader, not a follower.” Although at that time, he didn’t sell businesses but acquired them, the fact MTN was the largest telecommunications company in Nigeria while Visafone was one of the smallest and, given the importance of scale in the business, when MTN made a decent offer, he sold the business to them at a profit.

7. HOME IS A SOURCE OF STRENGTH OUTSIDE THE OFFICE
According to Jim, one must derive authentic pleasure both in the workplace and at home, but should not create barriers between both of them.

Hundreds of Lagos-Ibadan Expressway commuters were left stranded on Saturday 27 March 2021 with several passengers trekking long distances to escape the gridlock on the route. News Agency of Nigeria reported that FRSC and other agencies had been battling the gridlock since Friday.

Many motorists reportedly spent the entirety of Friday night on the highway because traffic had slowed to a crawl, while the FRSC and other agencies eased traffic flow. According to NAN, the gridlock had extended to some parts of Ibadan metropolis such as Soka, New Garage, Challenge and Ojoo, with motorists and passengers having difficulty getting to their respective destinations.

A truck driver, Mr Isaac Emmanuel, described the situation as hellish, saying he had been on the road since Friday afternoon, coming from Sagamu, Ogun State. He said, “I left Sagamu yesterday (Friday) afternoon and I’m just reaching Ibadan now (Saturday morning). I observed that two trucks, including a container, fell around Guru Maharaji area. The incident has made vehicular traffic to be on stand still since yesterday.”

Also, a passenger, Mr Waliu Ololade, said he had to trek from old toll gate on the Ibadan end of Lagos-Ibadan Expressway to the Soka area due to the heavy traffic. “So many people, especially those passing through the expressway, are just trekking to their destinations. Apart the trailers that fell on the way, some people have also attributed the traffic situation to impatience on the part of some motorists,” he said.

However, FRSC Sector Commander in the state, Mrs Uche Chukwurah, said there was no accident or broken-down vehicle that could have caused the gridlock on the expressway. Chukwurah identified motorists’ impatience, lane indiscipline and failure to show consideration for other road users as major causes of the gridlock. She noted that the gridlock started around Oriental area of the expressway, where a construction company had closed a lane and diverted traffic to the other lane.

The sector commander said motorists only needed to move a few kilometres before moving back to the normal two lanes but that they were impatient, leading to the gridlock. Chukwurah insisted that ongoing reconstruction of the expressway, which had been on for a long time, was not the cause of the gridlock, but lack of patience on the part of the motorists.

She called on motorists to always exercise patience and give consideration to other road users while on the road, as well obey traffic rules and regulations to avoid experiencing such situations.

Launched 2016 by Olugbenga Agboola, fondly referred to as GB, Flutterwave, with its operational head office in Lagos State and its corporate headquarters in San Francisco, the company rapidly grew in such a short time, leaving many wondering about the vast opportunities that abound in the fintech ecosystem in Nigeria.

The company, now valued at $1bn, helps businesses build customisable payments applications through its Application Programming Interface. The company’s technology-based payment solutions focus on the African market. It plugs technology into the ecosystem players such as the banks, telecommunication companies and other players that are looking to accept or make payments.

Unlike other bigwigs in the fintech space in Africa such as Interswitch; publicly-traded African e-commerce company Jumia and Egyptian payments company Fawry, which took more than 10 years to reach a billion-dollar valuation, Flutterwave achieved the status quickly in less than 5 years.

Speaking with Sunday PUNCH, Flutterwave Investor Relations and Business Manager, Kanyinsola Ajibade, narrated the billion-dollar journey of the company started by a team of ex-bankers, entrepreneurs and engineers led by Agboola.

She said, “We started with Uber, which was our major customer, and is still one of our major markets. From Uber, we have grown to become one of the major payment service providers across all of Africa, which is really awesome and has shown the growth in which we have been able to build our business and the trust that mobile companies have placed in our business for us to deliver excellent services.

“We process payments for over 200,000 merchants that use our API, including the likes of Uber. Our payment infrastructure covers over 33 countries. One thing we have always stuck to is to simplify payment and we started reconnecting financial infrastructure in Nigeria by building our technology into all the financial institutions in the market. This was easy for us to do because the banks wouldn’t talk to each other.”

According to her, the banks preferred working with a fintech or a payment technology company. “By the time we were working with Nigeria, which is the biggest economy in Africa, we wanted to be able to provide these services for multiple markets; we wanted to be able to make a business person in Nigeria accept payment from a customer in Nairobi, Kenya without the customer in Kenya worrying about going to a bank to make an international transfer.

“That is how we started to build out and that made us expand within our second to third year to Eastern Africa and, in our third and fourth years, we expanded into countries in Northern and Southern Africa. It doesn’t matter what the geography is or what the current infrastructure is, our goal is to make payment seamless. Right now, we are operating in over 10 countries across West Africa, North, East and Southern Africa. Our infrastructure can process in over 33 countries, but there is no limit to the currencies our clients and their customers can process on our platform,” Ajibade added.

Commenting on the Series C funding recently acquired by the company, the Flutterwave executive said the company anticipated wider expansion with the funding. New York-based private investment firm Avenir Growth Capital and US hedge fund and investment firm Tiger Global led the Series C round. The Series C round comes a year after Flutterwave closed its $35m Series B and $20m Series A in 2018. Flutterwave is one of the few African startups to have secured more than $200m in funding.

But what does this feat mean for Flutterwave? According to Ajibade, this translates to the company being able to do more of what it has always done. She added, “That means expanding into more countries, building on our infrastructure, pushing our services from the 33 countries I mentioned to 50-100, a deeper penetration in the market we are already existing in, rolling out new innovative products for customers to take advantage of. With the new funding, we will be able to deliver better products, better efficiency all around.”

When asked whether the expansion would include going into mainstream banking, Ajibade responded in the negative, saying the company did not see itself going in that direction anytime soon but would continue to facilitate payments. “We don’t hold funds; the banks do. We hold licenses as a technology payment service provider,” she added.

Speaking on Flutterwave’s relationship with the Central Bank of Nigeria and other regulators, the executive noted, “In our operations, we have always wanted to have an open relationship with the CBN in terms of how we are creating our products, in terms of how we are incubating, in terms of how we are. Our position has always been to be fully cooperative with regulators because we want to build that rapport with them. Fintech has always been a proponent for change, so, even when we are launching, we reach out to key stakeholders in the ecosystem and, in some cases, we make presentations as well,” she said.

Ajibade also highlighted how the lockdown occasioned by the coronavirus pandemic impacted on the company, with more businesses opting for online payment solutions. "For this period, we can say our business was impacted because we make money when our business customers make money. We want to make sure businesses leverage our infrastructure to create their own infrastructure to build solutions around education, around logistics. That is another backbone for us to build solutions that will help grow the country’s economy,” she explained.

Agboola, the Flutterwave CEO, in an interview with TechCrunch, also attributed the company’s growth to an increase in activities in “COVID beneficiary sectors” — a term used by Flutterwave to describe sectors positively impacted by the pandemic. They include streaming, gaming, remittance and e-commerce, among others. He added that the company plans to ride on these sectors’ growth and continue in that trajectory.

The serial entrepreneur has over 15 years of experience in building scalable fintech firms. He was instrumental in leading the development of fintech solutions for several organisations and financial institutions such as PayPal, Standard Bank and Google, among others. He has been named the African Leadership Magazine’s 2020 Young Business Leader of the Year. GB has been recognised for his achievements in leadership and innovation by Fortune Magazine’s prestigious 40 under 40 list and Time Magazine’s 2021 Next 100 list, respectively.

With the huge imprint by Flutterwave on the global fintech industry in the last few years, there’s no telling what the future holds for technology-based startups birthed by innovative Nigerian minds such as Agboola.

Central Bank of Nigeria’s Naira4Dollar scheme may have attracted about $40m in foreign remittances in one week, according to a reliable source with knowledge of the scheme. The source informs Nairametrics that the scheme has performed a lot more than expected as remittances via commercial banks have picked up, suggesting Nigerians in diaspora have embraced it.

According to the source, CBN received circa $40m last week from remittances, up from about $6m before the policy was introduced. At $40m a week, CBN could be attracting about $160m a month or $1.9bn per annum. This will be higher than the estimated $1.1bn received in 2020 from diaspora remittances but much lower than the $3.2 billion received in 2019.

The central bank captures remittances in its Balance of Payment report and the ForEx Flows data. While the BOP includes non-cash items remitted into Nigeria, the ForEx Flows Data records cash items only. Nairametrics reported last week that commercial banks in Nigeria are automatically opening domiciliary bank accounts for beneficiaries of diaspora remittances in Nigeria under CBN’s Naira4Dollar scheme. As the beneficiary receives inflows, N5 for every dollar remitted is credited to the beneficiary's naira account.

WHAT THIS MEANS
The CBN Naira4Dollar scheme appears to be recording success since its introduction 3 weeks ago. A $40m a week inflow suggests most of the dollars are either in domiciliary accounts of customers or withdrawn and exchanged at the black market. CBN believes remittances paid in dollars and sold on the streets will improve liquidity in the retail end, thus strengthening the exchange rate.

However, the latest information suggests the exchange rate between the naira and dollar is N486/$1 higher than the N480/$1 exchanged just before the new policy was introduced. Amid continued confinement of 39 students of Federal College of Forestry Mechanisation, Afaka, Kaduna State 17 days after they were abducted by armed bandits, no fewer than 8 members of Redeemed Christian Church of God, Region 30, Trinity Sanctuary, Kaduna, were on Friday abducted by gunmen. Saturday PUNCH gathered the victims were on the church bus travelling for a programme when they were attacked.

A Facebook user, Eje Faraday, around 7pm broke the news on his page with a picture of the white vehicle. “All passengers in this bus were just kidnapped along Kachia Road, 63 km from Kaduna,” he wrote. A credible source and official of the church confirmed the report. He said, “They were 8 in the bus. They were going to Kachia in preparation for the Let’s Go a Fishing Easter programme. Gunmen took them out of the bus and put them in their own operational vehicle. They have yet to contact the church.”

State Police PRO, Mohammed Jalige, said he was still making enquiries on the incident. He said, “I have contacted our officers along that axis. Actually, we have 3 divisions in that area. I have responses from 2 DPOs, who said they were not aware of the incident. I am just waiting for the response of the 3rd DPO. When I get it, I will let you know.” RCCG Head of Media and Public Relations, Pastor Olaitan Olubiyi, did not answer calls to his mobile, which rang several times.

MEDICAL EXPERTS RAISE ALARM
Meanwhile, medical experts have raised the alarm that abducted students of Federal College of Forestry Mechanisation may suffer panic disorder, nightmares and other manifestations of post-traumatic stress disorder (PTSD). The experts comprising psychologists, psychiatrists and mental health advocates, in separate interviews with our correspondents, warned that when eventually released or rescued, the students could suffer depression, difficulty with attention in class, lack of trust and other mental issues.

Parents of the students had on Monday protested and given Kaduna State and the FG 48 hours to rescue the students, lamenting they were worried about the health of their children, some of whom they said sustained injuries during their abduction. A parent who spoke on behalf of others during the protest, Mr Friday Sani, said, “We are by this press conference demanding that government rescue our children by all means and within 48 hours so that the process of their rehabilitation can commence because the longer they stay in captivity the worse the situation will be.”

Bandits had on the night of March 11 abducted no fewer than 30 students from the school, located opposite Nigerian Defence Academy on Airport Road. State Commissioner for Internal Security and Home Affairs, Mr Samuel Aruwan, said in a statement that checks by government revealed 39 persons were missing, comprising 23 females and 16 males. He, however, gave assurance that security agents were working hard to rescue the students, noting that troops of the Army from 1 Division prevented bandits from taking away more students and that they were able to rescue 180 persons.

The state governor, Nasir El-Rufai, had insisted his government would not negotiate with the bandits, who demanded N500m ransom. The bandits also warned that the students would not go home alive should any attempt be made to rescue them. He said, “We will not engage with bandits or kidnappers. Private citizens like clerics and clergymen can do so in their individual capacities, to preach to them and ask them to repent. We also want them to repent but it is not our job to ask them to do so.”

But in an interview on Friday, a consultant clinical psychologist at Ladoke Akintola University of Technology, Ogbomoso, Oyo State, Dr Oluwafisayo Adebimpe, told Saturday PUNCH that the students might suffer panic disorder, nightmares, night terrors, being suspicious of others, hyper-vigilance, lack of trust and post-traumatic stress disorder (PTSD). She added, “The longer the duration of their being captive and exposed to uncertainty of their fate, whether they would be released or not will definitely create anxiety, panic and fear which overall is more likely to have an effect on them.

“Whatever happens, some would be prone to certain behavioural changes such as PTSD. Some could have some phobias, usually resulting in staying away from some specific situations or places. They may isolate themselves and become solitary. Due to this life-threatening experience, they may have panic disorder, abrupt surge of extreme fear and discomfort, as a result of severe anxiety. Some might have difficulty with attention and concentration in educational pursuit.”

Also, a psychiatrist and mental health advocate, Dr Maymunah Kadiri, said kidnapping of schoolchildren may pose mental health implication both in the short-term and long-term. Kadiri said, “Apart the fact these students are young, experiencing things like this at this stage of their life poses real mental health implications, both in the short and long term. Some might be going through a lot from the kind of background they are coming from, I mean some were already traumatised maybe due to childhood experiences while some are prone to developing mental illnesses.

“The residual imprint of this in them could pose a huge issue on their mental health. Such could include dissociation, depression, sense of hopelessness, anxiety and difficulty with trust. It could also affect their future relationships with others.” The mental health advocate however stressed that PTSD could be managed if the students were made to undergo counselling and cognitive behavioural therapy after being released by the kidnappers.

She said, “Although, it is challenging to move on from tragic events, there are quite a few ways to cope when dealing with the emotional after-effects of a distressing experience. Counselling and cognitive behavioural therapy are the most highly recommended method of managing PTSD and other psychological disorders. In some cases, medication may also be prescribed.” He explained that when a crime like kidnapping of students occurs, trauma clean-up is a natural first step towards healing.

Also, a Senior Registrar in the Dept of Psychiatry, Lagos University Teaching Hospital, Idi Araba, Dr Said Raji, said the students would have been subjected to a devastating experience, adding it was pertinent to give them adequate attention upon release. “Being kidnapped is traumatic and it can be devastating if their health is not properly managed. Psychologically, it could lead to depression. Some of them if not properly counselled after their release could even contemplate suicide.

“Apart from that, they could also become disillusioned with the state as they would have the feeling that the state failed them. It might be difficult for them to return to normal life after their experience. Recall that some of them were abducted without having full clothes on. Some ladies merely used wrappers to cover their chests. Now, they have been in custody for over 2 weeks. He pointed out that the video released by the bandits could have worsened their trauma.

Speaking on the issue of mental health, a consultant psychiatrist at the Federal Neuropsychiatric Hospital, Yaba, Dr Dapo Adegbaju, explained that it is usually triggered by a hopeless situation, adding that the victims would cope with the situation differently. He added, “Some people might be depressed and the longer it progresses, the more likely the person might break down. Some may face psychological trauma. Parents will face worse issues because they are susceptible to blood pressure and other health-related diseases. It will worsen any physical condition they may be experiencing.”

He advised that when the students return, they might have PTSD, which is like reliving the experience over and over again and that this could affect their day-to-day activities. “They would need psychological intervention, else it could last a lifetime.”

A senior lecturer at the Dept of Psychiatry, College of Medicine, University of Lagos, Dr Charles Umeh, also identified some of the negative behaviours kidnapped schoolchildren might exhibit after being released by their abductors. “Detention usually has negative emotional consequences on victims, including paranoid ideation, acute stress disorder, depression, psychoactive substance use, suicidal ideation, low self esteem, anger, irritability and aggression.”

Another expert, Dr Obi Igbokwe, a psychiatrist, said if the schoolchildren were not looked after, they could live with the trauma for the rest of their lives. He said, “Most, if not all, will likely suffer from PTSD and the symptoms include often reliving the traumatic event, which is often through nightmares and flashbacks, and they may experience feelings of isolation, irritability and guilt. They may also have problems sleeping and find concentration difficult. If not identified and treated, it could stay with them for the rest of their lives.”

A psychologist at Neuropsychiatric Hospital, Aro, Ogun State, Dr Imisioluwa Ibikunle, said the abducted persons could ddevelop PTSD as a result of the trauma. “Some of them may have PTSD and if not properly treated, it can lead to mental health challenges. Some may break down with psychiatric problems, especially those genetically predisposed to mental health challenges. Once released, they need medical attention.” The psychologist recommended group therapy for both parents and the students.

MASS ABDUCTIONS
Meanwhile, prior the abduction of the Kaduna students, there had been no fewer than 3 separate mass abductions of schoolchildren in Zamfara, Niger and Katsina states, all in quick succession. Even though the pupils have now been released, it heightened fears among parents and citizens, especially as it underscores rising level of insecurity in the country.

On February 26, no fewer than 317 pupils of Government Girls Science Secondary School Jangebe, Zamfara State were kidnapped by armed bandits. They were later released on March 2. In Niger State, 27 students, 3 teachers and 12 members of their families were abducted by bandits February 17 but were released February 27. In similar fashion, gunmen had on December 12 stormed Government Science Secondary School Kankara in Katsina State, abducting 344 students. They were later released December 17. In addition, there have been other incidences of kidnapping in different parts of the country.

The President had in response to the wave of kidnapping said the bandits were not too powerful to be defeated but that government had to exercise restraint due to the innocent lives in their custody. He added that government would not allow the destruction of the school system.

In a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, the President said on February 26, “Let them not entertain any illusion that they are more powerful than the government. They shouldn’t mistake our restraint for the humanitarian goals of protecting innocent lives as a weakness or a sign of fear or irresolution.”

Meanwhile, the Minister of Defence, Major General Bashir Magashir (retd.), said on Monday that the country was in a critical situation. “We are in a critical situation that requires the understanding, buy-in, support and collaboration of important stakeholders and key players in this strategic option and national task,” he added.

FATHER DIES OF SHOCK DAYS AFTER WATCHING DAUGHTER SPEAK IN VIRAL VIDEO.
Ibrahim Shamaki, father of one of the kidnapped students, Fatima, who pleaded in the viral video released by the bandits on March, 13, is dead. Shamaki was said to have died as result of trauma of his daughter’s abduction.

Following an order from one of the kidnappers that a female should speak, Fatima had in the video said in Hausa that their abductors had warned that should anyone try to rescue them none of them would go back home alive. The bandits had demanded N500m ransom.

A source who pleaded anonymity told one of our correspondents on the telephone in Kaduna on Friday that Fatima’s father died in a hospital in Maradi, Niger Republic, after he was taken there for medical attention. He said the remains of the deceased would be brought back to the country and buried today (Saturday) in accordance with Islamic rites.

On March 11, bandits in large numbers invaded the federal institution opposite Nigerian Defence Academy along Kaduna International Airport road and abducted at least 39 students of the school.

Kwara State Police Command said it had deployed men and officers to comb forest in Asa LGA of the state in search of 3 farm managers abducted by gunmen from 2 poultry farms in Pampo village on Monday. The farm managers were reportedly seized by 6 heavily armed suspected kidnappers at their commercial poultry farms at Pampo community on Eyenkorin/Ogele/Afon road.

The PUNCH gathered that the incident happened at about 4:00 pm on Monday in the agricultural farm community. It was gathered that the suspected kidnappers, dressed in army uniform, shot into the air when they arrived in a Hilux vehicle at one of the two farms where they operated. They reportedly got hold of the chief security officer on the farm and locked him inside one of the rooms in the farm before they took away the two farm workers in the first poultry farm.

A source, who is the owner of the second farm, said the bandits also abducted his farm manager when they visited his farm on their way out of the community. The farm owner, who did not want his name in print said the suspected kidnappers had contacted the farm owners, adding that they demanded a total sum of N45m (N15m each) as ransom for the 3 abducted persons.

According to him, those kidnapped are two males and a female. He disclosed that the bandits appeared to be Fulani “in the way they spoke in Yoruba language when we talked on the phone.” He stated, “On Monday, at about 4.30pm, six suspected kidnappers in Army uniform, heavily armed with AK-47 rifles, abducted 3 farm managers in our farms.

“We have been contacted by them. They demanded N15m each for the kidnapped people, making a sum of N45m. We begged them to take N1m for the three people, explaining that we are poor farmers. They said we should go and get good money before the release of our people.”

Police Public Relations Officer, Ajayi Okasanmi, who confirmed the incident, said the state Commissioner of Police, Mohammed Bagega, had drafted officers and men of the command towards release of the kidnap victims.

President of the Pentecostal Fellowship of Nigeria, Bishop Wale Oke, has urged President Muhammadu Buhari to speak up on the worsening insecurity in the country. He described Buhari’s silence over Nigeria’s security challenge as disturbing, saying this was giving Nigerians the impression that he was in support of criminal herdsmen and bandits terrorising the people.

The bishop, who is the founder of the Sword of the Spirit Ministries, said this on Wednesday in Ibadan while receiving the Lagos, Ogun and Osun states chapters of the PFN led by Apostle Enjimaya Okwuonu, Apostle David Otaru and Prophet Isaiah Adelowokan, respectively. The state chairmen of PFN had visited Oke, who recently emerged president of the association, to congratulate him.

Oke said, “The silence of President Muhammadu Buhari over the degenerating security situation in Nigeria is too loud and is very disturbing. Seriously, President Buhari’s silence is deafening and it’s giving room for speculation and gossip that suggest government has a hand in the sickening situation by indulging and pampering bandits and killer Fulani herdsmen, among others. He (Buhari) should rise above primordial sentiments and sectional attachment by doing the needful to make the nation safe for every Nigerian.”

He reminded the President that he was voted into power in 2015 because of his military background and the belief that he would use that to stem insecurity in the country.

However, a Portfolio Manager or Investment Adviser's SELL recommendation to his client will be based on Analyst recommendations plus your entry point plus your overall investment objectives.

Frank-Ben Ukpepi, son of Cross River State chairman of the Nigeria Labour Congress, Benedict Ukpepi, has said his father was taken away by kidnappers in a boat around Akpabuyo Bridge. Frank-Ben said, “Around 8pm on Sunday, I got back to the house and I met my dad outside the house; he said I should get fuel for the generator. I didn’t go myself. I sent my cousin to get the fuel.

“About five minute later, I was in the sitting room with my mom when we heard gunshots. We rushed outside and saw him struggling with some men who forced him into a car. When they left, I followed them in my car; they were shooting. When they got to Akpabuyo Bridge, they dragged him out of the car and took him away in a boat.”

The state Police Command Public Relations Officer, DSP Irene Ugbo, said, “We are working to rescue him.”

LABOUR THREATENS STRIKE OVER KIDNAPPED NLC CHAIR
Meanwhile, organised labour, comprising NLC, Trade Union Congress and other affiliate unions, have threatened strike if the kidnapped state chairman of NLC, Benjamin Ukpepi is not released unharmed in the next 24 hours.

In a communiqué issued after an emergency meeting in Calabar on Monday to deliberate on the kidnap of Ukpepi by gunmen at his home in Akpabuyo on Sunday, the labour unions described the kidnap of Ukpepi, which happened for the 2nd time in 15 months, as a “barbaric act which threatens the organised labour community in the state.”

The communiqué jointly signed by NLC state Vice Chairman, Lawrence Achuta, state TUC Chairman, Monday Ogbodum, and other members of the executive, read in part, “The state government should ensure the release of the state chairman of NLC unharmed within the next 24 hours. Failure to secure the release of the NLC chair, organised labour will be forced to withdraw services.

“All civil and public servants should note that at the expiration of this ultimatum and the chairman of NLC is not released, all workers should shut down and stay home.”

Africa’s richest man and president of Dangote Group, Aliko Dangote, has said the Group’s $2bn urea fertilizer plant at Ibeju Lekki in Lagos will commence operation next week. He disclosed this in Lagos on Saturday 20 March 2021 during a tour of the Group’s facilities by Mr Babajide Sanwo-Olu, Governor of Lagos State.

The governor visited the facility at Lekki FTZ and Dangote petrochemicals and refinery complex. The plant has an annual capacity of 3 million tons urea and ammonia, according to Dangote. He also disclosed that the petroleum refinery plant would be completed in 2021 but operations will commence first quarter of 2022. The refinery has the capacity to refine 650,000 barrels of crude oil per day.
