ABUJA—MEMBERS of the House of Representatives yesterday passed through second reading a bill seeking to grant special economic status to Lagos State and some other deserving states in the federation.

This is to ensure that the state receives the necessary support from the Federal Government to develop critical infrastructure and cater to its rising population. A bill of similar request was turned down in the Senate, but the House repackaged it to include consideration for special status to Kano, Anambra and states with cities within the threshold of 10 million inhabitants, which meet the criteria for megacity by the United Nations.

The bill is entitled: “a Bill for an Act to Alter the Constitution of the Federal Republic of Nigeria, 2004, to grant Special Economic Consideration to Certain States in Nigeria and other matters related thereto.” If it is eventually passed into law, any state with Special Consideration Status would be entitled to 20 percent of all proceeds accruing to the Federal Government from the state, to mitigate the pressures of urbanisation, overcrowding and decaying infrastructure. The Bill was promoted by Rep Babajimi Benson APC, Lagos, Rep. Linda Chuba Ikpeazu PDP, Anambra, Rep.

Danburam Abubakar Nuhu APC, Kano and Rep Sadiq Ibrahim Adamawa, APC, who described it as the ‘unity bill’. Benson, who led the debate said the 20 percent would assist in revival of the economic potentials of such states to contribute significantly to economic prosperity in the country.

“This bill, asides being in conformity with global demands, will position Nigeria as a proactive country ready to address the urban challenges of overpopulation, poverty, infrastructure decay and environmental degradation, also cater for the teeming youths who represent 70 percent of our demography,” Benson said.

The Lagos lawmaker noted that Onitsha has been known for trading and inflow of people from all regions of Nigeria since the mid-1850s, following the abolition of slave trade. It should therefore be considered for special benefits that will enhance its economic output and rich potentials.

“In the same vein, the textile, apparel and footwear industry in Kano, played dominant role in the manufacturing sector of the Nigerian economy in the 70s and 80s, but today the textile industry that influenced the inflow to such cities, is moribund and require urgent attention that can only be achieved if the states have a sustainable fund dedicated to economic regeneration,” he said.

Kano also has the capacity to host more than 10 million Nigerians if given the needed support, Benson added. He passionately made an appeal for Lagos, where he represents, emphasising that the state remains the economic hub of the country, and provide 60 per cent of Nigeria’s gross domestic product.

“The GDP of Lagos State ranks fourth in Africa below Cairo, Johannesburg, and Cape Town. Lagos houses headquarters of national and global companies, and the complex business and professional services that support them,” he said.

This is an example of the center's insistence on control. Grant Local Governments autonomy, yet the states aren't autonomous.
Local Government should be the purview of states (creation, management etc) and it negates logic to grant the subset of a set autonomy without granting the super-set autonomy as well.

My advice to Dogara. Let the states control their affairs, push for real Federalism and we would have already solved at least 40 percent of Nigeria's problem as there's hardly any state in Nigeria where throwing your digger into the soil doesn't yield a fortune, but the hand of the states are tied and they're not encouraged to explore these resources and opportunities.

This is a 300% increase in the price of data. What this means is that the data plan you pay N1,000 for 1.5 Gigabytes will now be N3,000 while N1,000 will now give you 500 Megabytes.

According to the letter to the mobile networks directing compliance with this policy, it is designed to 'provide a level playing field for all operators in the industry, allowing small operators and new entrants acquire market share and operate profitably...', by exempting them from the price floor for data services. The policy however has a caveat: "For the avoidance of doubt a small operator is one that has less than 7.5 per cent market share and a new entrant is an operator that has operated less than three years in the market."

Meanwhile, I doubt very much the genuine and real intention of the proponents of this policy.

A look @ the industry shows that the newest entrant with less than 7.5% market share is ntel, formed from acquiring Nitel/Mtel. It is the 5th mobile network in Nigeria.

It recently launched its flagship unlimited broadband data service on the LTE spectrum and is yet to gain traction in the market.

It stands to reason therefore that it benefits most from this directive, gaining an advantage over other operators. This is an anti competition policy at best, and a criminal abuse of govt power to favor a business concern. The ntel board is led by Gen. TY Danjuma. I would fully unveil the company's board and management to see its link with NCC.

Now according to NCC, close to 55% of Nigerians use internet and 80% access it via mobile phones. Broken down, this is close to 90 million Nigerian data subscribers and about 72 million mobile data users. Knowing the Nigerian psyche for cheap things, my projection is that ntel will offer attractive data service to draw some of the 90 million people to its network.

NCC just devised a cunning and backdoor way to help ntel grow. We need to fight this corrupt use of power!

Sadly, the opposition that should STAND-UP is in disarray, so much that i doubt if they will have any formidable candidate against Buhari come 2019.

I don't even know where to start or how to explain what my problem is, hopefully i get lucky for the 'problem' to be 'diagnosed'. I'm a 27yrs old lady, finished university very very early and i've been extremely lucky with almost everything in life, but to get a suitor and settle down na palava. Friends/family members keep saying I'm too choosy or not serious.

Honestly, I AM NOT choosy. When the one thing i fast/pray for is for God to link me with the bone of my bone very soon, I even gave up my travelling plans in order to increase my chances of finding a future patner (i know you can meet ur patner anywhere, but na just to shut up people wey don tink say i no dey serious), a close friend even suggested i pend my 'work-from-home business', look for job so i can be leaving the house, and i got lucky within a month or two of dusting my CV i got a fantastic high paid job with no connection (honestly i've always been so lucky when i ask God for anything but i have no idea why he is delaying this). I just dont know how to explain it, the ones i like doesnt like me and the ones i dont have single feelings for will do anything to wife me. I'm not desperate or something, i just want to reach out if I'm the only one having this problem.

There was even a time i made up my mind to accept an ex proposal even tho i have no single feeling for him, i kept hoping/fasting/praying for a miracle to happen so i can at least like him (even if its 20%) bcus hes just too PERFECT, but it didn't just happen. My type of man doesnt need to be extremely rich, tall, handsome like most ladies dream man. He should just be neat, God fearing and have something upstairs biko (i love intelligent guys). Back to the main reason why i created this post; Married women/mature lady out there, has this ever happen to you? I really envy people that love their partners and they are loved back equally. Married women, please, I'm waiting to hear from you.

And for most people that will think I'm looking for a rich guy, believe me i once met a guy that was willing to sponsor my M.Sc in UK if i can be his Mrs, but i will never engage in anything that will bring curse on my head. So my problem is not even money. I'm so sick and tired
