What you've posted is just papering over the cracks....they're just cosmetic solutions that have nothing to stand on and wouldn't last! The problems you're hoping your suggestions would solve are symptoms of a more endemic and fundamental problem facing Nigeria which you artfully swerved past.

Any solution to Nigerias' problems that doesn't have at its root the complete and total overhaul of its present structure and political economy....reversing back to pre-1966 settings (of course with modifications to reflect present day realities), such a solution is bound to fail!

Restructuring remains the most viable solution to Nigeria's problem.
Each regions should exploit its territorial endowment and develop at its own pace. Just imagine if Delta a coastal state should have its functional seaport. That wi catalyse lots of economic activities and will lead to the establishment of many Smes which will lead to creation of many job opportunities.
