WHAT NIGERIA MUST DO TO DEAL WITH ITS BANDITRY ISSUE (Kidnapping, Cattle Rustling INCLUSIVE)...

(A) WHAT DRIVES RURAL BANDITRY?

CRIME THRIVES IN CONTEXTS WHERE THERE'S LITTLE DETERRENCE. In most of Nigeria’s rural communities, there are many opportunities for criminal activity. FOR ONE THING, SOME OF THESE COMMUNITIES ARE LOCATED IN REMOTE AREAS WHERE THERE IS LITTLE OR NO GOVERNMENT PRESENCE. More importantly, households are in some cases separated by and interspersed with forest areas. THIS RENDERS THEM VULNERABLE TO BANDITRY. This situation is made worse by:

(1) THE ABSENCE OF EFFECTIVE COMMUNITY POLICING MECHANISMS CAPABLE OF ADDRESSING THE SECURITY CHALLENGES. In effect, the incidence and prevalence of rural banditry in northwest Nigeria raises a fundamental question about the government’s ability to govern effectively. The state security machinery has so far failed to tackle the scourge of banditry. THIS FAILURE STEMS FROM A LACK OF POLITICAL WILL AND OPERATIONAL CHALLENGES.

(2) GEOGRAPHY PLAYS A ROLE, too. NORTHWESTERN NIGERIA’s FORESTLANDS ARE VAST, RUGGED AND HAZARDOUS. They are also grossly under-policed. Some of the forests run alongside the diverse porous borderlines on the region’s frontiers. Borders are poorly delineated, under-policed and thus not well governed. The consequence of this is an abundance of nefarious activity, often facilitated by criminal syndicates.

(3) RURAL BANDITRY IN NORTHWESTERN NIGERIA ALSO DERIVES IMPETUS FROM THE POORLY GOVERNED MINING AND SMALL ARMS SECTOR. Bandits have been drawn to the region by illicit and artisanal mining in states like Zamfara where bandits have been raiding mining sites for GOLD AND CASH. THE FEDERAL GOVERNMENT HAS RECOGNISED THE APPARENT LINKAGE BETWEEN RURAL BANDITRY AND ILLICIT MINING. It suspended all forms of mining in Zamfara State in early April of 2019.

(4) TRANSHUMANCE  – the movement of cattle – is poorly regulated. This has seen it being infiltrated by criminals, which has led to the intensification of cattle rustling in the region. In states such as Kaduna, Katsina, Zamfara and Kebbi, there exists a clan of livestock bandits who specialise in mass cattle raids. While some of these cattle rustling gangs are affiliated to local and transnational syndicates, a number of them are mercenaries of Boko Haram. Cattle rustling constitutes a valuable source of funding for the terror group.


(B) THE SOLUTION::

THERE'S NO MORE EFFECTIVE SOLUTION THAN FORCEFUL INLAND AND FRONTIER POLICING. SUCH POLICING MUST DEAL WITH THE REGION'S PECULIAR CIRCUMSTANCES OF DIVERSE BORDER LINES, FOREST LANDS AND HINTERLANDS. This requires a tactical synergy between grassroots vigilantes and the state security operatives.

The federal government’s current counter banditry effort, based on military reconnaissance and raids, is good and commendable. But it has failed to bring about the needed respite, OWING LARGELY TO THE OPERATIONAL CHALLENGES ARISING FROM INSUFFICIENT KNOWLEDGE OF THE TERRAIN. THIS MAKES THE INVOLVEMENT OF LOCAL VIGILANTES AND COMMUNITY WATCH GROUPS, WHO HAVE A BETTER KNOWLEDGE OF THE TERRAIN, MORE IMPORTANT.

However, to guard against possible excesses and abuse, people in these structures must be properly trained, equipped and supervised. The way forward, then, is the development of grassroots policing, enriched by local personnel and intelligence.

The success of the CJTF, comprising local vigilantes and volunteer neighbourhood watchers, in combating the Boko Haram insurgency in the lower Lake Chad Basin shows the possible value of this sort of community policing.

THE WAY FORWARD AS REGARD THE ELIMINATION OF THE BOKO-ISWAP GUYS


FIRST, POLICYMAKERS SHOULD CEASE MAKING CLAIMS OF VICTORY, TECHNICAL OR OTHERWISE. Victory against insurgencies is as much about managing popular expectations as it is about success on the battlefield. Claiming that Boko Haram has been, or eminently will be, defeated, makes it easy for the group to undermine the narrative with every attack. Instead, authorities should be realistic. According to one of the definitive studies  on the subject, “lasting insurgency endings are not shaped by military action, but by social, economic and political change.” Particularly around Lake Chad, Boko Haram remains deeply politically and economically integrated into the communities that it controls. It is unlikely to be dislodged any time soon.

SECOND, CIVIL SOCIETY AND STATE GOVERNMENTS NEED MORE AUTHORITY AND SUPPORT TO MANAGE THE CONFLICT. Both international actors and Nigerians seem to look primarily to the central government to address the crisis. Yet the Federal government currently has neither the interest, knowledge, nor capability to address the insurgency on its own. It has been at its most effective when it has worked closely with local actors, through initiatives such as the CIVILIAN JOINT TASK FORCE, a constellation of militias and community defense groups that have cooperated with the security forces to locate, fight, and evict Boko Haram from areas that it controls. More resources — and decision-making authority — need to go to local governors, traditional leaders, women and civil society in regions most affected by the conflict. Devolving power to state and local authorities may ultimately require constitutional reform.

THIRD, THE CENTRAL GOVERNMENT SHOULD ADOPT A MORE COORDINATED, WHOLE OF GOVERNMENT APPROACH TO CONFRONTING BOKO HARAM. The Nigerian central government has become far too reliant on the military to manage a conflict it is not capable of winning by itself. Civilian efforts, though at times impactful, are poorly resourced, fragmented across a number of agencies, ministries, and commissions, and often undercut by military activities. The office of the president and parliament needs to step in and provide more strategic oversight, with more civilians at the table, perhaps by consolidating existing efforts into a revamped Presidential Commission on the Northeast Initiative (PCNI).

NOTE:

ALL OF THIS WILL TAKE TIME. Above all, policymakers need to accept that defeating Boko Haram is a long-term challenge. Efforts by security forces to drive insurgents out and “stabilize” the areas they once controlled should be conducted in conjunction with the reforms laid out above, not prioritized over them. ONLY THROUGH A MORE JUST, INCLUSIVE POLITICAL AND SOCIAL ORDER IN NORTHEASTERN NIGERIA CAN MILITANCY THERE BE DEFEATED FOR GOOD.

i hail all the senior men in the house! i am really inspired by all the comments on this thread.

i am currently running a programme in a NA school with no academic equivalent, i also happen to have a BSC in MARINE SC in view (most likely a 2:2).

my question is that if i want to apply for DSSC would it be possible to combine these certificates to give me an edge
and is 2:2 good to go ??

Unfortunately, from my personal findings, Most of these Federal Ministries and Parastatals Appointment NO GET REASONABLE CAREER GROWTH, U can be Stagnant In a Single office or Post for As long as ONLY God Knows... e.g Just look at the problem With NDLEA structure

As far as I'm concerned though, if I'm asked which do I prefer between being Tagged a Professor and a Brigadier General, I wouldn't even think 2xce b4 Picking the Latter... So I blv Its All a Matter of Individual Choice and bn Realistic with Ones self

In my case now, I should be through with my masters by December this Year, All other things been equal and I've always loved to go into Academics, but I developed Love for the Army when I served at 24 SER, NKWAGU MILITARY CANTONMENT, ABAKALIKI IN 2018. So Now, how do I combine My Academics Interest with My Love for Military, Thus Y I'm opting for DSSC (Equation balanced)... And Luckily I be 24 Yrs Old, so Age no be Wahala

I'm one of the Loyal silent observers of this thread for about Four Years now and I've learned alot and grew lot of Passion for NA.

I've got questions that I'll be glad if it is answered (experience can be cited)

1...Is there chance that the NYSC discharge Certificate is overlooked during screening or even eventual training ( I've got a friend that made the last two course, dude wasn't done serving NYSC then, and he was shortlisted, he made it pass screening,and to training even POP. when I asked how far, dude gave me that normal ''na God do am OH'' line ...as if na devil de do am before ),imagine LOL

I don't want to mention the course for security reasons

Even though I know it's a strong criteria ,plz I'll like to know if there's chance it is waived without strong connect either for MS or screening ground

2. I've Got a visible brown plaque (like burnt not up to 1/4 of the tooth) on my front tooth
Not cracked, not broken, Not painful, not even when hit
Do u think that's a challenge that can lead to disqualification?

We all want to join the military, at the same time do know how many military personnel has tendered letter of retirementhuh The population that wants to leave are something else, until u enter thats when u will know what's up. My lecturer's husband is a dssc officer, i told the wife i want to join, she said even the husband is tired of it and has lost interest, presently he is working for a security firm but first of all he took permission like a type of scope he is going for a course. So presently lets be careful of what we wish for

THIS IS ABOUT THE DSSC CADRE... Applicable Corps and Course of Study Under Each

(1) NIGERIAN ARMY ENGINEER::

Applicants must possess a minimum of BSc, B Eng (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Structural Engineering, Civil Engineering, Land Survey, Quantity Survey and Geo-Informatics/GIS


(2) ARMY SIGNALS OFFICER::

Applicants must possess a minimum of BSc  (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Electrical/Electronic Engineering, Computer Science Engineering, Telecommunications Engineering, Cyber Security Analysis, Information Technology Systems Engineering, Data Base Management/Administrations, Software Engineering, Robotics Technology Engineering, Website Designing, Satellite Communication Engineering, Switch/Terminal/Network Engineering and Fibre Optics Engineering.

Applicants with working knowledge and certification in any of Alien Vault SIEM, Behavioral Analytics, ML/AI, SOAR tooling, Vulnerability Management, Threat Intelligence Feeds and Process, Security Incident Response Processes and Activities, Firewalls/Email/Proxy/ERP, Office 365, AWS, Azure, Oracle Cloud or similar securities technologies like Force Point, In tune and MFA have added advantage


(3) NIGERIAN ARMY INTELLIGENCE CORPS::

Applicants must possess a minimum of BSc, BA (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Psychology, Computer Scientists, Forensic Analyst, ICT Specialist, International Relations and Strategic Studies

Applicants with working knowledge and certification in any of CEH: Certified Ethical Hacker, CISM: Certified Information Security Manager, CompTIA Security+, CISSP: Certified Information Systems Security Professional, GSEC: SANS GIAC Security Essentials, CCA Data Analyst, Docker Certified Associate, Kubeetes Certification, AWS Certified DevOps Engineer, Certificate in any of these Courses will be an added advantage.


(4) NIGERIAN ARMY CORP OF SUPPLY AND TRANSPORT::

Applicants must possess a minimum of BSc (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Catering and Hotel Management, Business Administration and Hospitality Services.

A good working experience will be an added advantage


(5) NIGERIAN ARMY ELECTRICAL AND MECHANICAL ENGINEER CORP::

Applicants must possess a minimum of B Eng, BSc (Eng) (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Mechanical Engineer, Automotive Engineering, Electrical Electronics Engineering, Mechatronics Engineer, Materials/Metallurgical Engineering and Auto/Engineering Designs. Others are Production Engineering and Computer Engineering. Such academic fields must be registered with the Nigerian Society of Engineers and Council for the Regulation of Engineering in Nigeria (COREN)


(6) NIGERIAN ARMY ORDINANCE CORP::

Applicants must possess a minimum of B.Sc, B.Engr, B.A (Second Class Lower) Degree or HND (Lower Credit) in any of the following areas: Physics, Chemistry, Mathematics, Computer Science, Procurement, Textile Technology/Leather Works, Printing Technology, Purchasing & Supply, Biochemistry, Logistic Management and Chemical Engineering


(7) NIGERIAN ARMY BAND CORPS::

Applicants must possess a minimum of BA (Second Class Lower) degree or HND Lower Credit or equivalent in Music with L.R.A.M and A.R.C.M.


(cool NIGERIAN ARMY FINANCE CORP::

Applicants must possess a minimum of BSc (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Accountancy, Computer Science, Insurance and Business Management.

Registration with any of the following Professional Accountancy qualification is compulsory: ICAN, ANAN, ACMA, ACCA, ACA.  


(9) NIGERIAN ARMY CORP OF MILITARY POLICE::

Applicants must possess an LLB BL, and a minimum of B.Sc, BA (Second Class Lower) Degree or HND (Lower Credit) in any of the following areas: Criminology, Sociology, Psychology


(10) NIGERIAN ARMY EDUCATION CORPS

Applicants must possess a minimum of Second Class Lower Degree in any of the following areas: B.Sc (Ed) in Chemistry, Physics, Mathematics, Biology, Library/Information Science and B.Ed in French, Portuguese, German and English Languages.

Note: Applicants are expected to present proof of registration with their professional regulatory bodies

My own Little Advise is just that FOR THOSE THAT ALSO APPLIED FOR ICPC, NDLEA and NIS, THIS APPEARS RATHER AS THE BEST TIME TO START KEEPING FIT AND MAINTAINING HEALTHY LIFESTYLE....
