The focus of Rom8:28-29 is about Eternal Life. To whom God foreknew, He predestined to conform to the nature of His son. Okay I will try to explain this to you without insults. The pastor did not partake in the crime. He is not an accessory to the crime. The killer on a quest for forgiveness confessed to the pastor based on his religious belief. In most countries the law protects this pastor-congregant relationship just like it does a lawyer-client relationship. A lawyer could be debarred from practicing if he leaked privileged confessional statements from a client to the authorities. Like wise in institutions like the Roman catholic church a priest could be excommunicated for revealing a confessional statement to the authority. In fact priests do take an oath to that effect and would rather go to prison that reveal a confessional statement.
