Freed Journalists In Corruption Scandal

The four journalists released by kidnappers in Aba yesterday are now the subject of deep controversy following their disclosure that their abductors robbed them of N3 million ($25,000). In their testimonies to their colleagues shortly after they arrived in Lagos yesterday, the group, led by Wahab Oba, the head of the Nigeria Union of Journalists in Lagos state and a staff of the federal ministry of information and communication, Adolphus Okonkwo of the Voice of Nigeria, Sylvester Okere of the Champion Newspapers, and Sola Oyeyipo, another Lagos-based freelance journalist, said the kidnappers took away the money from them as soon as they were carjacked and driven into the bush. In an account captured by the Lagos based Punch newspaper, Oba said, “When we went for the NEC meeting, the Governor of Akwa Ibom State, Obong Godswill Akpabio, gave us N1m as fulfilment of his promise to bankroll a national seminar which we had in the state three months ago.

“He also gave each NEC official N100, 000 as transport fare. I also had some money on me because I had been travelling recently. Other people had some money on them too.

“The kidnappers collected all the money. If you value what they collected from us in terms of cash and other things, it is almost N5m. We had about N2.6m cash and the car which we bought not long ago valued at N2.4m was also stolen.”

These explanations constitute the first time that professional journalists are admitting in public to have collected bribes, in this case called “seminar bankroll” or “transport fare.” It is leading to a public gasp about the way journalists do their official business, and the legality of carrying such huge funds around in contravention of the Nigerian money laundering law. The men spent eight days in the den of the armed men in deep forests in the Southeast.

Saharareporters had reported that the journalists, in addition to participating in a National Executive Council meeting in Uyo, the capital of Akwa Ibom State two weeks ago, also visited Governor Godswill Akpabio and gave him a special award tagged 'Responsive Governance Award'. It is unclear what Governor Akpabio, a notably corrupt governor, may have accomplished to win the “award,” or even whether the award was officially recognized by the NUJ bylaws.

Akwa Ibom state government house sources told our reporters that each of the journalists that met with Akpabio received bribes aimed at silencing the media. One source told our reporters that in this particular circumstance, each of the visitors individually received N1 million while the national executives of the National Union of Journalists, including the president, Mr. Mohammed Garba, collected a N20 million gratification from Mr. Akpabio.

Our sources further said that the information leading to the kidnap of the journalists emanated from the state, specifically from persons who were aware that the governor had doled out the bribes to the journalists. That may explain why they were trailed as soon as they left Government House, one source said.

Recently, SaharaReporters trained its spotlight on the penchant of Governor Akpabio to use bribery as an instrument of official policy. In a high profile case meticulously covered by SaharaReporters, we demonstrated the "gift" of a bulletproof Mercedes Benz GL 450 SUV worth $500,000 to the chair of the Economic and Financial Crimes Commission (EFCC), Mrs. Farida Waziri. After we concluded the exposé, Mr. Akpabio hired some journalists to visit the state to inspect the vehicle, which he claimed to be a “security vehicle” owned by the state.

Further investigation revealed that the license plate on the vehicle displayed by Akpabio was fake, as it belonged to a different car make which was licensed to one Chief C. Orizu, with an address of Adotolo Nnewi in Anambra State. A few days later the supplier of the vehicle, Charles Ahize, also issued a statement in The Sun newspaper in which he contradicted the governor’s claims, saying he had privately supplied the $500,000 bullet proof car to Mr. Akpabio. This confirmed the car was purchased privately, contrary to Akpabio's alibi that it was owned by Akwa Ibom state.

The latest jamboree by the NUJ leadership to Akpabio and the granting of a dubious award to the governor was done quid pro quo to help him further evade scrutiny for his corrupt ways. It is instructive that the leaders of the NUJ in Lagos have studiously avoided investigating the source of the car Akpabio gave to the EFCC’s Waziri, even after the licence plate number found on the vehicle displayed by the governor bore a Lagos number. It is even more disturbing that the Lagos press has generally ignored the story even after the Lagos State government declared Governor Akpabio’s licence plate to have been forged.

It would be recalled that in one of our stories last April, following the invitation of selected journalists to Government House in an effort to discredit the Saharareporters story about Governor Akpabio’s bribe car, we wondered why none of the journalists asked any professional questions.

The possession of huge sums of cash by the journalists was already a source of rebuke by a police officer last week, who wondered aloud why the journalists had not traveled by air, given the long distance to their destination. But a Lagos-based journalist told SaharaReporters that his colleagues probably didn't want others to notice when they returned to Lagos, as a quiet return from such trips enable them to hide the booty from politicians from such colleagues who may want a cut.

Also, a Lagos based attorney said that by their admission the journalists have contravened Section 1 of the Money Laundering legislation of 2004, which prohibits individuals from carrying more than N500,000 on them while companies may carry up to two million Naira.

The kidnapped journalists arrived Lagos yesterday in private jet chartered and paid for by the the Governor of Rivers State, Rotimi Amaechi.

As expected the revelations by the freed journalists have gingered Nigerians on the Internet. Social networking sites, chatrooms and internet forums are buzzing with the story and people are pressing for answers.

As one commentator asked, "Is the Lagos press going to investigate the obvious issues in this case, or are they going to protect their colleagues? Where did the journalists and their driver get a whopping N3 million that they admitted the kidnappers took from them? Under what conditions does the NUJ go around the country to give “awards” to politicians, and what was Governor Akpabio’s award for?

Are members of the NUJ executive immune to the provisions of the Money Laundering Act of 2004?”
Another commentator asked, “Can journalists who collect transport fare and mobilization fees report a governor professionally? This is a big scandal,” he added.

Northern leaders dump zoning, back Jonathan

Northern leaders on Thursday rejected zoning of the presidency, saying it was unnecessary in producing the next president of the country in 2011

The leaders, at the Northern Political Summit, said at the end of their meeting in Kaduna, that the Peoples Democratic Party should allow the 1999 Constitution to guide it in picking its presidential candidate.
They advised in a statement read on their behalf by a former Minister of Information and Orientation, Prof. Jerry Gana, that President Goodluck Jonathan should not be prevented from contesting the 2011 poll.
Some of the group’s members are the Deputy Speaker of the House of Representatives, Alhaji Bayero Nafada; a former Deputy President of the Senate, Senator Ibrahim Mantu; an ex-PDP National Chairman, Chief Barnabas Gemade; and two former Chiefs of Army Staff — Lt. Generals Salihu Ibrahim and Ishaya Bamaiyi.
The group also has a former Minister of Justice and Attorney-General of the Federation, Mr. Michael Anodoaka; ex-Plateau State Governor Joshua Dariye; a former Speaker of the House of Representatives, Alhaji Salisu Buhari; and a former Benue State Governor, Mr. George Akume, as members.
Other members of the NPS are Prince Abubakar Audu; Prof. Iya Abubakar; Senator Walid Jubril; Senator Abubakar Sodangi; Senator Jonathan Zwingina; Lt.Gen. Ishaya Bakut; Col Bala Mande ; Maj.- Gen. Lawrence Onoja (retd.); Paul Wampana; Alhaji Bala Bwari and Alhaji Yusuf Aitogu

Another former Governor of Plateau State, Ambassador Fidelis Tapgun; former Minister of Finance, Dr. Mukhtar Mansur; and ex- Niger State Deputy Governor Nuhu Zagbayi, are also members of the group.
In the statement, they also advised the PDP to ensure that the conduct of its primaries was done in a way that the best candidate emerged the flagbearer of the party for the presidential election.
They said, “The summit resolve that the zoning that produced in the presidency of Alhaji Umaru Yar‘Adua and President Jonathan is an inseparable ticket and therefore, the demise of one does not invalidate the privileges of the remaining beneficiary of that zoning.

“The summit called on the leadership of the PDP to allow superior provision of the Nigerian constitution to guide the party in producing guidelines and regulations for the conduct of primaries.”
The leaders urged the Independent National Electoral Commission to ensure that next year‘s elections were conducted in a credible manner.

At the summit, the founding Chairman of the PDP, Chief Solomon, said that zoning was not meant to be a permanent arrangement in 1999.
He said, “Zoning was never meant to be a permanent feature of our democracy. Surely, the day is coming when both our nation and our democracy would become as mature as to make zoning most unnecessary.”

Also, Nafada said that the current unfavourable political situation in which the North had found itself was a product of fate and the dictates of the constitution following the death of former President Umaru Yar‘Adua.
He added that this fate should be accepted by the North, saying that the region should focus on development rather than bickering on power rotation.
According to him, the region should see its current situation as a price that is not too much to pay in the interest of a united Nigeria.
Similarly, a former Nigerian Ambassador to the United States, Alhaji Hassan Adamu, enjoined the North to remain calm as the region would continue to play a decisive role in the emergence of the nation‘s leaders.
Adamu said, “It is on record that nobody can become president of Nigeria without the support of the North. So, it is important that we lead the debate for the unity, fairness, justice and brotherhood.”
Earlier in his welcome address, the Kaduna State Governor, Mr. Patrick Yakowa, had said that whatever method the ruling party used in picking its presidential candidate should be in the line with of the Nigerian constitution

He said: ”Many countries of the world are fast reviewing their positions with a view to being first class players in the globalization arrangements where the dream of the late Martin Luther King of looking forward some day to being in a nation where his little children would be judged by the content of their character and not the colour of their skin holding sway. We in the North, in particular, and Nigeria, in general, should be mindful of that and go for justice, unity and national integration of our country in this Roadmap.”
But there were protests at the venue of the summit by a group which insisted that a Northerner should be elected as the next President of the country
The protesters, displaying placards denouncing opposition to zoning , were on the road leading to the International Trade Fair Complex, the venue of the summit.
They were, however prevented by the police from entering the venue as they chanted anti-Jonathan slogans.
Also on Thursday, the Special Adviser to President Goodluck Jonathan on National Assembly Matters, Sen. Abba Aji, said that a former dictator, Gen. Ibrahim Babangida (retd), would not contest the 2011 presidential election with Jonathan.
He hinted that the former military leader might withdraw from the race anytime from now because of Jonathan.
Aji, who spoke with journalists in his office in Abuja on Thursday, is the chairman of Friends of Democracy, a coalition of groups drumming support for Jonathan.

He said, ” Babangida is not just a member of the PDP but also a well- respected leader of the party. We respect him a lot because he has made a lot of political sacrifices before. He has also made a lot of personal sacrifices too.

“Remember he had stepped side before and at the time he stepped aside he was even in military uniform. Today, he is a seasoned politician, so he has even more reasons now to step aside. He has done it before and he will do it again.”

Meanwhile, the Action Congress on Thursday said it would field a “very qualified candidate” against Jonathan if he (Jonathan) was picked as the PDP candidate.

The Chairman of AC, Chief Adebisi Akande, at a press conference in Abuja on Friday said, “If he (Jonathan) decides to contest and is nominated by his party, fair enough; he will throw his hat into the ring and we will throw our own hat into the ring against him.”

CBN: Shareholders Now to Recapitalise Rescued Banks

The Central Bank of Nigeria (CBN) has enhanced the participation of shareholders in the recapitalisation of rescued banks by bestowing on them the power to midwife the process.
They would also take the final decision on who invests in the financial institutions.

With this development, the apex bank has heeded to the wishes of the shareholders, who have been clamouring that they be allowed to recapitalise the banks.

Addressing stakeholders of the rescued banks in Abuja yesterday, CBN Governor Sanusi Lamido Sanusi, according to a statement made available to THISDAY, said the apex bank would not usurp the rights of shareholders.
He assured them that the final decision on recapitalisation rests with them.

Present at the meeting which was chaired by Sanusi were the boards of directors of the rescued banks, their management as well as shareholders. The meeting was the second in the series of dialogue initiated by the CBN to ensure effective collaboration in the process.

Sanusi was also said to have reassured them that having secured the depositors’ fund with the reform programme, the focus of the CBN now is to salvage some value for the shareholders.

He made it clear that the CBN would not sell the banks, as it is not the business of the banking watchdog to do that. The CBN, according to Sanusi, only recommended some reputable financial advisers who are working with the board and management of the banks to source and negotiate with any of such investors.

He emphasised that the process of repackaging the banks is being driven by their board, some of which have held discussions with strategic partners, without direct involvement of the CBN.

“The Governor reassured the stakeholders that the shareholders would definitely play an important role in the recapitalisation exercise and that the process of giving value to their shares is already assured with the coming on board very soon of the Assets Management Corporation Of Nigeria, (AMCON),” the CBN statement read.

“On the issue of on-going litigations against the CBN, it was noted that a few individuals took the action without the consent of the seven zonal shareholders associations and that these few individuals who went to court only did so for personal reasons, as such individuals do not represent the opinion of the shareholders," it added.

The CBN, however, said that if the on-going process to recapitalise the affected banks is not successful, the apex bank would have no other option than to go for liquidation as provided by the existing legal framework.

Sanusi noted that liquidation and nationalisation are not desired options for the banks, stating that he is convinced that fresh injection of capital through strategic partnership remains the best approach.

The stakeholders, according to the statement, commended the CBN for reaching out to the shareholders and urged that the two options of liquidation and nationalisation should not be considered.

They also recommended that the CBN should go for the option that protects both the depositors and the shareholders and promised to consult with other shareholders to withdraw all court cases. Besides, they advised that the new management put in place by the CBN should be communicating with the shareholders regularly.

The CBN had some months ago engaged the boards of the banks and their major shareholders to a similar meeting, during which it urged them to support the recapitalisation programme or risk losing their investments.

The CBN governor has said repeatedly that the recapitalisation programme is in the interest of local investors who stand to regain their lost investments in the organisations after their recapitalisation, the recovery of reasonable portion of bad loans and the return of the banks to profitability.

AMCON set to take off in about a fortnight, after presidential assent to the bill, it is believed that all issues surrounding the recapitalisation of the banks would be resolved.

The CBN intends to clear $10 billion (about N1.5trillion) of bad loans from the banking system by the end of this year, in support of the recapitalised banks.

Sanusi said recently that bids on the banks would be released by September or October this year, adding that four international banks were among the likely bidders.
He said bids on the banks are to close by the end of July.

Sanusi recently said he is optimistic about the rescued banks’ recapitalisation. “Foreign investment in Nigeria is expected to rise as investors bet on rising oil prices, increased Nigerian oil production, and improved regulation of the banking sector," he stated.

The rescued banks are those the monetary authority found in “grave financial situation” following the joint examination of the CBN and the Nigeria Deposit Insurance Corporation (NDIC) and the release of the findings on August 14 and October 2 last year. The banks are Intercontinental Bank, Afribank, Oceanic Bank, Finbank, Union Bank, Bank PHB, Spring Bank and ETB.
