Is this 700k labour + supervision not too high for a strip foundation on a hard soil??

That's too high .
Labour should not exceed 480k.
Engineers fee of 250k.

All funds are available and Money is not really a problem, i want to know if it's very possible to build like blocks of flats in three months, i am even thinking of two months but i was told it's impossible.

Please, how much is the average fee for Engineer's SITE SUPERVISION ONLY?

Construction stage - ground floor blockwork to lintel only
Duration- two weeks
Location- Ikorodu
Project- 4 bedroom Duplex + 2 bedroom flat AND BQ

An engineer quoted me 500k, I believe that is too high.

150k should do

average finishing shouldn't be 13m on dry land, average finishing should be between 6m-8m for a 3 bedroom flat. Make una no dey scare intending house owners with ridiculous quote.

No one is scaring anybody here.
I hope you know average finishing consist of pop ceilings, wall screeding , china tiles, cabinets, Aluminum casement windows, flush doors, electrical and plumbing fittings.

NB:
Average finishing doesn't mean low income o

Average finishing is different from low income finishing with asbestos and pvc ceiling board.

I don't want to go into what I cannot finish especially since the project is in the village

Well done .... but what sort of roof will this have??
I understand that block works around the roof could be soaked with rain water thereby leaking into the house and destroying interior wall paint ... how do u prevent this ??

There are new systems of damp proofing. We have felting, we also have damp proof cement. These are innovative ways of stopping water from seeping into blocks.
