I agree that no relationship worth a damn can be reliant on one mate dominating the other. It not only isn't necessary it fails to get the best out of both mates. A guy marrying a feminist must love her for the strong will and passion with which she applies herself. He wouldn't want to see that flame extinguished. Ever!

Remember that for every ring of laughter, there is a tear falling somewhere on earth. You may not be directly hurting anyone through the exercise of your free will but sometimes a lot of damage can be done. Very often what we call free will is a series of connections and loops that have been pre programmed. We just just don't, or choose not to; see the machinations. Sometimes society may take time to evolve but its evolution has to be by mutual consent. Even wild beasts live by a social code.

$5B for electricity and the other $5b to the states? This is the right moment for Nigerian politicians to chop. If only they will create employment for our home bred engineers with this $5b.

Nigeria launches $10bn oil spree
By Andrew Walker
BBC News website, Abuja

The Nigerian government has decided to go on a spending spree with $10bn from its windfall from the rising oil price, despite warnings of inflation.

It will spend just over $5bn fixing the country's woeful power supply which has become the administration's priority.

The rest will be shared among the 36 state governments.

Critics say state governments are not trustworthy enough to spend the money wisely, but Nigerians also want the money spent on vital infrastructure.

It is believed the total reserve is about $18bn, up from $5.1bn in 2004.

The announcement came after weeks of negotiation between the federal government and state governors, finance ministry sources said.

Inflation risk

There have been fierce arguments over how the money should be spent, or if it should be saved.

Economists warn that a government spending spree could stoke inflation, currently at 8.2%.

We see government people drive past in flashy cars, but I cannot get good medical treatment for my son

But the Nigerian constitution says the windfall must be shared out between the federal, state and local governments.

Non-governmental organisations have also warned of rampant corruption in state and local governments.

Accounting is not transparent, and the money risks being wasted or stolen, they say.

Among Nigerians there is a great demand for the money to be spent.

"I know this country is very wealthy," said Sarkin Maikafi, a traditional leader in Massaka, Nasarawa state.

"Every day, we see government people drive past in flashy cars, but I cannot get good medical treatment for my son."

He was waiting in a private clinic for Babangida, his three year old son by his youngest wife, to be treated for malaria.

To get treatment at the government-run hospital down the road, you have to bribe nurses and doctors, he says, and it can be cheaper to go to a private clinic where he can get credit.

"The government doesn't run the hospitals properly. They're not well funded," he said.

But the real push to spend such a large chunk of money from the nation's oil coffers came not from the public, but from state governors.

Haggling

Nigeria's power grid has all but totally collapsed.

Investment and job creation are almost impossible without a reliable electricity supply. The government promised to repair it, and said it needs to spend some of the nation's savings to do so.

But state governors refused to allow funds to be withdrawn without getting a share.

"It was necessary to carry the state governments along," a Ministry of Finance spokesman said.

"They have to plug holes in their budgets or deliver programmes they have promised their people."

But civil society activists say there might be a more sinister outcome - the money might be frittered away or stolen.

Jimoh Ibrahim of the Centre for Democracy and Development said state governors' record on public spending was "scandalous".

"Their accounting procedures are totally opaque. State governors usually have total control of any institution that might check if the money is being stolen."

Politics › Efcc Arrests Kenny Martins by RedHotChic(op): 6:07am On Jun 20, 2008
EFCC arrests Kenny Martins, 2 others
•Over Police Equipment Fund
Thursday, June 19, 2008

Coordinator of the Police Equipment Fund (PEF), Chief Kenny Martins, has been arrested by the Economic and Financial Crimes Commission (EFCC) over alleged mismanagement of N50 billion. Also arrested by the EFCC operatives were Martin’s deputy, Prince Ibrahim Dumuje and Dr Yaro Gella, the third signatory to the PEF account.

The PEF chiefs had earlier, in April, been guests of the anti-graft commission but sources told Daily Sun on Wednesday that their fresh arrest followed petitions written against them by Integrity International Nigeria and His Eminence, the Sultan of Sokoto, Alhaji Muhammad Sa’ad Abubakar. The Sultan was chairman PEF Foundation until he resigned recently.

According to the sources, Martins and his lieutenants were being detained at the operations unit of the EFCC in Abuja.

When contacted, Head of Media and Publicity of the EFCC, Mr Femi Babafemi confirmed the arrest.

Babafemi added that the suspects were already making statements to officials of the commission on the allegations against them.

Only recently, the House of Representatives probe panel, which investigated the fraud allegedly perpetrated by the Kenny Martins-led Presidential Committee on Police Equipment Fund (PCPEF), made public its findings, revealing that over N2 billion was spent for purposes other than equipping the police force.

The 29-page report signed by the chairman, Public Petitions Committee of House of Representatives, Hon. C. I. D. Maduabum, explained that out of the embezzled money, Chief Martins, Dumuje and Dr Gella were in possession of over N1.5 billion .

Against this backdrop, the committee has recommended that the trio should refund the money just as it recommended that “government, in the interim, freeze the account of the Presidential Committee on Police Equipment Fund, Police Equipment Foundation and order a thorough audit of these accounts.”

The breakdown of the money, which the committee recommended to be refunded by Martins, Dumuje and Dr. Gella to the police included “the sum of N227.091,581 fraudulently taken in cash from N7.74 billion public funds lodged in the account of the Presidential Committee on Police Equipment Fund.”

Other refunds the panel recommended the trio should make were the N774 million aid to NIGEL-STAG, from the fund “for the benefit of Chief Kenny Martins, Ibrahim Dumuje and Mrs Dora Agharite (NIGERL-STAG)… the sum of N59 million illegally withdrawn from the account of the PCPEF for the benefit of Chief Kenny Martins, Ibrahim Dumuje and Mrs Dora Agharite (NIGERLSTAG)” as well as “the sum of N450 million illegally withdrawn for the benefit of the Police Equipment Foundation, a private institution under the control of Chief Martins, Dumuje and Dr. Gella” totaling N1,510,091,581.”

The committee also recommended that “all other sums of money paid to various individuals, organizations and corporate bodies for services not rendered by them be refunded,” adding, “the security agencies should further investigate the use of waivers granted for importation of vehicles as the committee could not reach conclusion on it.”

The trio of Martins, Dumuje and Mr Dora Agharite were recommended to be held responsible “for unlawfully and fraudulently procuring Corporate Affairs Commission (CAC) documents making themselves directors of NIGERLSTAG when the resolution upon which they became directors was signed by Evangelist Joseph Agharite five months after his death.

“These three persons should not benefit from their own wrongs. Consequently, we recommend that the CAC should invalidate the ownership and directorship of NIGERLSTAG Limited, which was procured in a fraudulent manner and all benefits taken as a result should be returned to the police.”

Politics › Boys Corpse Found In Neighbours Fridge by RedHotChic(op): 6:05am On Jun 20, 2008
How boy’s corpse was found in neighbour’s refrigerator

Thursday, June 19, 2008
Adewale Ajayi reports on the case of a six-year-old boy who was allegedly kidnapped by a neighbour with his corpse subsequently recovered in a refrigerator.

The hope of Mr and Mrs Afolabi of seeing their only child Wasiu grow to maturity was dashed recently, just a day to his birthday. The boy would have celebrated his sixth year of existence on May 26, 2008. Ignorant of the danger that lurked around her residence (number 20, Oshewa Street, Oriokuta, Ikorodu), Mrs Ganiat Afolabi had sent her child to the next building, No 18 Oshewa street, to buy a candle to allow them illuminate their apartment pending the time the boy’s father would return from work, and switch on the generator.

The time was around 6:30pm. Wasiu left for the next compound occupied by Mr and Mrs Fatai Folami, but was sent back by Mrs Folami to his mother to serve her part of the soup his mother had cooked. Wasiu’s mother said the boy was told to go and inform Mrs Folami that the soup was not sufficient even for the family. After waiting for a while, Wasiu’s mother became impatient around 7:00pm when the boy did not return to the house. Shedecided to trail him to Mrs Folami’s shop. At her neighbour’s shop, the response she got was shocking and made her to suspect something had gone wrong. Mrs Folami claimed Wasiu left her shop long ago and that she saw him off to the entrance of the gate of their compound. Mrs Folami, worried and disturbed, raised an alarm that attracted the neighbour- hood.

The neighbours quickly set up a search team which combed the nooks and crannies of the area to locate the missing boy. The parents of the boy decided to go spiritual over the matter. They sent for Muslim clerics who after saying prayers, assured the parents that the boy would be found though they never informed them if he would be found alive or dead. The entire residents of Oshewa Street were thrown into confusion and none of them went to sleep as the search continued till dawn. Apparently not comfortable with the development, the boy’s father decided to travel to Osogbo Osun state, early the next day to seek the help of more powerful clerics to make supplications over finding the boy while those in Lagos continued with the search for Wasiu.

At a point, one of the clerics invited told the parent that the location of the boy was between his father’s house and the next building . Around 12:30 pm the following day, Mrs Folami was alleged to have shouted from her compound: “Is this not the boy they are looking for?” Her voice was said to have drawn the attention of everybody, and they headed towards the direction she allegedly pointed at . Alas, the boy was found dead and packed inside a deep freezer, and blood was oozing from his nose. The corpse was carefully kept inside the freezer belonging to Mrs Folami (the neighbour). The moment the attention of the neighbourhood was drawn Mrs Folami and her family disappeared, and nobody knew of their whereabouts .

The enraged public, who had wanted to pour their anger on the suspect, started asking questions: How did the boy get into the freezer? Who killed him? Was he killed by the Folamis? For what purpose? Some were quick to arrive at the conclusion that the boy was killed for ritual purposes. The Afolabis and Folamis were said to be friends of long years standing, they were said to be trading in the sale of chemical products , and the friendship that existed had influenced the decision of the two families to build houses near each other. Wasiu’s mother said that the two families had maintained a good relationship, and that Mr Folami influenced her to change the school his late son was attending to the one his children were attending .

She said at a time the transport fare charged by the school authorities was increased arbitrarily and Mr Folami assured her not to worry, that he would be assisting the family by taking the boy to and from school along with his children in his car, and that he was doing so until the unexpected happened. Mrs Afolabi claimed that because of the friendship, she used to assist Mrs Folami in her business, particularly grinding of pepper, and earlier that day, before the whereabouts of her son became questionable, she had gone to assist her.

The incident was bizarre, and residents of Ori Okuta were perturbed over the incident, with many wondering who to trust again, if a friend of many years could do such a thing. They were worried about the safety of their children.

As a result of anger and anguish demonstrated by those in the neighbourhood, men of the Nigeria Police were drafted to the scene to maintain peace, and prevent them from vandalizing the suspects’ property. Due to anger that pervaded the area, the corpse of the boy was not removed during the day; it was removed around 11 p.m, when some members of the community had retired to bed. The Folamis were said to have reported to the police in Ikorodu, and were detained for some days, before being transferred to the Criminal Investigation Department Panti, while another member of the community was said to have been arrested over the issue as an accomplice.

Reacting to the incident, the Lagos state Police Command Public Relations officer, Mr Frank Mba, said the case was one the State Command was much interested in, because it happened in a community where everybody knew each other, and the command was much interested in it because a child was murdered and one could not continue to mortgage the future of the youths. He explained that the investigation was continuing and that some arrests had been made, and the State Criminal Investigation Department, Panti, Yaba had taken over the case from the Owutu police station that started the investigation .

Mr Mba said fingerprints had already been taken, but there were some information which the police had gathered concerning the matter, which it would not want to release to the public because it might prejudice the investigation the police were conducting. “The case is under investigation, I cannot tell you the level it is now, Panti took over the case from Owutu Police station, it is a murder case, the investigation is ongoing , it is a murder case. There are some information we can not release to the public now”, it may prejudice our investigation. "The command is very interested in the case because it happened in a community where everybody knows each other, and we cannot continue to mortgage the future of our youths”, he said.
