It is the fault of the government that failed to make provision for effective waste collection and disposal. The government should take a cue from the management of magodo estates that seems to be keeping on top of it,keeping filth and mosquitoes at bay round the year. A man is overwhelmed by filth is the one that has lost the will to live.

It is really disturbing. It doesn't seem like there is any kind of legitimate government in Nigeria, especially at the grassroots.
