Usually clean politicians are not wealthy, even the wealthy ones are sponsored.

How many of us are willing to contribute out of the little we have to Activists that can make the country great. It is like sowing seeds that will later bear fruits. In our country, it's the other way round, people are waiting for politicians to pay them to vote.

You can still take their money and vote for Activist, instead.

Equip the military, especially the special forces with sophisticated weapons and updated training in antiterrorism tactics. This shouldn't take more than 3 to 6months. Then send them into forests to flush out the terrorists.
