All this admin work should have been done back in the office after the declaration since they already know the winner. They just seem to be transferring figures from one paper to the next but we don't need to see this.

If Buhari has won 21 states then that means he won over 50% of the votes in those state. He won 25% of the votes in another 2 states, therefore, he has exceed the 2/3 requirement.

In addition to winning the majority of the votes, the winner must win 25% of the votes in 24 states (i.e. 2/3 of 36 states). Buhari won the popular votes and achieved 25% of votes in 26 states, therefore, he is elected President and Commander-in-Chief
