With about 10 days to the much-awaited presidential election, General Muhammadu Buhari, the All Progressives Congress (APC) candidate, on Monday declared his covenant with the electorate, representing his pledge to Nigerians when he becomes the President at the end of May, and outlining how he intends to bring about change in the country.

It was preceded by a brief letter in which expressed his feelings as he traversed Nigeria during his electoral campaign, saying the reactions of Nigerians reflected their overwhelming desire for change.

“I know however, that what we require to revamp our economy and rebuild our country is our ability to galvanize all our citizens to believe once again in their government, in their country and especially, to believe in themselves,” he said, adding that that would happen only if the trust and belief that the people used to have in the government and in the Nigerian nation can be rebuilt.

“The leadership that I will provide will be built on this critical awareness. I intend to lead with integrity and honour and commit myself totally to everything that is of concern to our people: security, employment, health, education, good governance and others.”

With reference to corruption and governance, he stressed that no matter how vast the nation’s resources, they will only benefit a privileged few if they are not efficiently utilized, leaving the majority in poverty, and reiterated that if Nigeria does not kill corruption, corruption will kill Nigeria.

To that end, General Buhari pledged again to publicly declare his assets and liabilities and encourage his political appointees to do the same. The National Assembly will also see an early national anti-corruption Strategy.

He affirmed that the strategy of his government for tackling corruption will not only focus on punishment, but also provide incentives for disclosure and transparency, and pledged personal leadership in the war against corruption and also to hold all the people who work with him to account.

Towards increased transparency, he said he would work with the National Assembly for the immediate enactment of a Whistle Blower Act, and with its leadership to cut down the cost of governance.

“I have had the opportunity to serve my country in the military up to the highest level, as a Major General and as the Commander-in-Chief of the Armed Forces,” he said on the subject of insurgency and insecurity in the country. “In the course of my service, I had defended the territorial integrity of Nigeria. And if called upon to do so again, I shall rise to the occasion. As a father, I feel the pain of the victims of insurgency, kidnapping and violence whether they are the widows and orphans of military, paramilitary or civilians.”

General Buhari pledged to ensure that under his watch, no force, external or internal, will occupy even an inch of Nigerian soil.

“I will give all it takes to ensure that our girls kidnapped from Chibok are rescued and reunited with their families,” he said.

He also pledged a “Marshal Plan” on insurgency, terrorism, ethnic and religious violence, kidnapping and rural banditry; and ensure that never again will Nigerian children be slaughtered or kidnapped at will.

He further declared that he would boost the morale of Nigeria’s fighting forces and the generality of Nigerians “by leading from the front as the Commander-in-Chief and not hide in the comfort and security of Aso Rock,” a veiled reference to President Goodluck Jonathan, who until he began to seek re-election had avoided going to the troubled areas.

General Buhari noted that the Covenant, which is derived from the APC manifesto, outlines his agenda for Nigeria and provides a bird’s eye view of how his party intends to bring about the change that Nigeria needs and deserves.

My Covenant With Nigerians

Dear Compatriots,
In the past few months that I have traveled round this country on campaigns, I have experienced the sheer beauty of our diversity. From Port Harcourt to Kano, from Abeokuta to Gusau, I experienced first-hand the daily sufferings and struggles of our people. I also experienced the overwhelming desire of our people for change.
When I arrived in Port Harcourt on the 5th of January to start my campaigns, I was met by our teeming supporters, who stayed till late in the evening to welcome us. Among them were many young men and women, who in the few minutes that I shared with them at the airport, made me to reflect on what kind of future awaits them in our country.
The gestures of 90-year-old Hajia Fadimatu Mai Talle Tara from Kebbi State and 9-years-old Nicole Eniiyi Benson from Lagos State, who donated their life-savings to my campaign, reflect the overwhelming desire of our people for change. In their gestures, I perceived a longing for the days when honour, national pride and dignity of labour were the fundamental social principles that governed our country. As I encountered millions of our youths, who sometimes run for hours in front of my car and hanging precariously on our campaign vehicles at our state rallies, I also pondered the enormity of the task ahead. How do we give jobs to our youth? How do we reform our economy and make it work for every Nigerian?
I know however, that what we require to revamp our economy and rebuild our country is our ability to galvanize all our citizens to believe once again in their government, in their country and especially, to believe in themselves. This can only happen if we are able to rebuild the trust and belief that our people used to have in government, and indeed, in our nation. The leadership that I will provide will be built on this critical awareness. I intend to lead with integrity and honour and commit myself totally to everything that is of concern to our people: security, employment, health, education, good governance and others.

This Covenant is to outline my agenda for Nigeria and provide a bird’s eye view of how we intend to bring about the change that our country needs and deserves. This Covenant is derived from the manifesto of my party, the All Progressives Congress (APC). It however, represents my pledge to you all when I become your President.
I have no doubt that God being on our side, with the abiding support of all Nigerians, we shall all witness the great change that we desire and achieve the Nigeria of our dream.

Corruption and Governance
No matter how vast our resources, if they are not efficiently utilized, they will only benefit a privileged few, leaving the majority in poverty. I believe if Nigeria does not kill corruption; corruption will kill Nigeria.
I pledge to:
Publicly declare my assets and liabilities and encourage my political appointees to also publicly declare their assets and liabilities.
Affirm that our strategy for tackling corruption will not only focus on punishment. Rather, it will also provide incentives for disclosure and transparency.
Show personal leadership in the war against corruption and also hold all the people who work with me to account.
Inaugurate the National Council on Procurement as stipulated in the Procurement Act so that the Federal Executive Council, which has been turned to a weekly session of contract bazaar, will concentrate on its principal function of policy making.
Review and implement audit recommendations by Nigeria Extractive Industries Transparency Initiative (NEITI).
Work with the National Assembly towards the immediate enactment of a Whistle Blower Act.
Work with the National Assembly to strengthen ICPC and EFCC by guaranteeing institutional autonomy including financial and prosecutorial independence and security of tenure of officials.
Make the Financial Intelligence Unit (FIU) an autonomous and operational agency.
Encourage proactive disclosure of information by government institutions in the spirit of the Freedom of Information Act.
Ensure all MDAs regularly comply with their accountability responsibilities to Nigerians through the National Assembly.
Work with the leadership of the National Assembly to cut down the cost of governance.
Present a national anti-corruption Strategy.


Access to Justice and Respect for Fundamental Human Rights
One of the biggest challenges facing Nigeria is building a country that is fair to all of its citizens; a country in which all individuals feel and know that they are valued members of society with constitutionally guaranteed rights; a country that respects human dignity, promotes human development, fosters human equality and advances human freedom.

I pledge to:
Lead a government founded on values that promote and protect fundamental human rights and freedoms. I will promote the supremacy of the Constitution and the rule of law, affirm separation of the powers of government and support an independent judiciary.
Present a detailed strategy for protecting the fundamental rights and freedoms provided for in our Constitution. There will be emphasis on the rights of vulnerable persons including women, children and persons living with disabilities as well as access to justice and prisons reforms.

Insurgency and Insecurity
I have had the opportunity to serve my country in the military up to the highest level, as a Major General and as the Commander-in-Chief of the Armed Forces. In the course of my service, I had defended the territorial integrity of Nigeria. And if called upon to do so again, I shall rise to the occasion. Establish close working relationship with governors of the states affected by insurgency, with leaders of our neighbouring countries and with leaders around the world to cooperate in combating insurgency, oil theft, piracy and criminality.

Activate regular meetings of the National Police Council to ensure the discharge of its true constitutional roles in a transparent and accountable way.
Fight for you, and alongside you. We will fight together to defeat terrorism. But I will be honest with you about our challenges and I will bear the responsibilities of my charge. I will not lie to you or exaggerate our triumphs. My administration will be thoroughly transparent in every step of our daily struggle and together we will win the war.

Niger Delta
In many years of oil exploration, the Niger Delta has become perhaps, the world’s worst eco-system, a byword for environmental degradation, exploitation and diseases. I believe that protecting the livelihood of our people in the Niger Delta should transcend our interest its oil.
I pledge to:

Commit myself and my administration to the protection and regeneration of the environment in the Niger Delta and to ensure that oil companies comply with global best practices on environmental protection.

Sustain and streamline the human capital development in the Niger Delta, especially focusing on youth and women.
Reform investment in infrastructural development of the Niger Delta and ensure that the NDDC is held accountable to its mandate.

Diversity
Nigeria's greatest asset is her people. My commitment is to invest in our people and ensure that they have the opportunity to achieve their full potentials and enjoy the full benefits of their citizenship, regardless of their religion, region, ethnicity, gender or disability.
I pledge to:

Continually acknowledge our diversity and consciously promote equality and equity in all government businesses and activities.
Implement the National Gender Policy including 35% of appointive positions for women.
Work with the National Assembly to pass the National Disability Act and the Equal Opportunities Bill.

Health
We must give real meaning to the old saying that Health is Wealth. We must take all possible measures to ensure that our people stay healthy, but we must also ensure that when they fall ill, they can get help.

Healthcare in Nigeria is in crises. Too many people do not get any treatment. For those who do get treated, all too often, the care they receive is poor. Far too many die from easily treatable diseases and what should be routine treatment often end in death. Furthermore, Nigeria is set to miss our MDG targets. The statistics speak for themselves.
I pledge to:

Unveil a health sector review policy to ensure efficient and effective management of our health systems with focus on prevention.

Ensure that no Nigerian will have any reason to go outside the country for medical treatment.

Guarantee financial sustainability to the health sector and minimum basic health care for all.

Review occupational health laws and immediately commence enforcement of the provisions to reduce hazards in the work place.

Partner with State Governments and development partners to ensure all-round implementation of our primary health plans by expanding access to health insurance for rural communities.

Education
I believe that our education system must prepare our children for the responsibilities of citizenship and prepare our youths to contribute to the development of our country. Therefore, I shall focus on restoring the lost glory of our education by implementing reforms that will bring quality back into our schools and position our universities and polytechnics to provide market-relevant skills to our youths.
I pledge to:
Embark on a program of mass mobilisation to ensure that all children of school age, no matter where they may reside in our country, and no matter the social conditions of their parents, are in school. Working in co-operation with the State Governments, we shall make the required investments in infrastructure, learning materials, nutrition and children healthcare. To this end, UBEC Fund will be reviewed to ensure greater efficiency in utilization.

Provide on-the-job retraining opportunities for existing teachers at both the basic and secondary levels while providing the right incentives to keep teachers in the classrooms and attract bright young men and women to take up career in teaching.

Work with other levels of government and through relevant government agencies to allocate resources to schools while strengthening community participation in school management.
Implement a comprehensive review of the goal and content of our secondary education to ensure that it also serves the purpose of skills acquisition and fits purpose.

Set up Colleges of Skills and Enterprise to replace the old technical colleges. This will be done with direct participation from relevant industry and professional groups in the private sector. Based on local market demands, each of the colleges will focus on high job demand sectors of the economy such as agriculture, ICT, telecommunications, entertainment, construction, oil and gas and sports.

Establish special purpose fund for a Secondary School level education.
Improve the competitiveness of our universities and polytechnics and position them at the heart of the national productivity, innovation and enterprise.
Pursue a policy of non-discrimination between the universities and the polytechnics.

Agriculture
Oil has served our country, but it has also excluded majority of Nigerians from the mainstream of our economy. I am convinced that our guarantee for inclusive growth is agriculture.

I pledge to:
Make agriculture a major focus of the government and lay the institutional foundation to attract large-scale investments and capital to the sector.
Actively promote a well-coordinated and innovatively funded Youth in Commercial Agribusiness Programme.
Establish agricultural produce storage, pricing and marketing systems to ensure real commercial value and minimize waste.
Work with State Governments to launch Agricultural Support Programmes that will drive agricultural land development and mechanization.
Revamp, revitalize and improve on the national agricultural extension and rural support service system.
Lay the groundwork for a standardized market uptake and aggregation outlets for specific agricultural produce.
Revamp the key development banks (Bank of Agriculture, Bank of Industry and Nigeria Import & Export Bank) to fund inclusive agricultural value chain operations
Liberalise and expand agricultural and rural insurance system with premium subventions support to farmers
Revamp the agricultural cooperative system to drive rural agriculture and improve stakes for smallholder farmers.
Develop a system of small-scale irrigation systems to ensure all-year round farming.
Revamping key agriculture research institutions and deliver their outputs through effective network of extension services.

Management of the Economy for Shared Prosperity
All Nigerians deserve to benefit from our collective wealth. We promise not to leave any Nigerian behind in our determination to create, expand and ensure equitable and effective allocation of economic opportunities. No matter the amount of wealth we create, it would be meaningless unless it benefits the majority of our people.

Power
Our failure to ensure a stable supply of electricity has been an impediment to economic growth, productivity and national security.
I pledge to:
Address the gaps in power sector privatization to ensure it serves the needs of our people.
Explore and develop alternative sources of power such as small, medium and large hydro plants, wind, coal and solar and other forms of renewable energy to ensure efficient and affordable power supply.
Invest in technical skills development for efficient management of energy resources.

Sports and Culture
Sports and culture are important instruments for social cohesion, national integration and promotion of positive national image. They also provide a strong platform for youth development and the expression of our abundant creative talents.
I pledge to:
Invest and encourage investments in both small and large-scale sports facilities to enable mass participation in sports.
Ensure that participation in sports become a core component of our education at all levels.
Activate incentives for the private sector to invest in the development of high performance sports.
Culture
I pledge to:
Support real investments in the entertainment, arts and creative industries.
Strengthen the regulatory framework to protect and preserve our culture and creative industry and prevent it from the scourge of piracy.
Develop and strengthen the value link-chain of the culture industry to deepen the industry and provide jobs

Jonathan afraid Buhari will jail him — Obasanjo

Former President Olusegun Obasanjo on Saturday alleged that President Goodluck Jonathan had a grand plan to scuttle the coming elections for fear that if General Muhammadu Buhari(retd) of All Progressives Congress succeeds him, Buhari would send him to jail.

He said this at his Hilltop presidential residence in Abeokuta, Ogun State while talking with journalists. He said he broke his promise not to talk till after the elections because the elections were postponed.

Obasanjo spoke just as Nobel laureate and playwright, Prof. Wole Soyinka, warned President Goodluck Jonathan not to use security agencies to scuttle the current democratic dispensation.

Soyinka’s warning to Jonathan was contained in a letter he sent to one of our correspondents on Saturday.

In another letter that was made public on Saturday, former chairman of the National Population Commission, Chief Festus Odimegwu, called on Jonathan to ensure that the polls were free and fair.

Obasanjo, who just returned from foreign trips, said, “I believe the President’s fear is particularly motivated by whom he sees as his likely successor, that is, Gen. Muhammadu Buhari. I believe people would have been telling him that Buhari is a hard man; he will fight corruption and he (Jonathan) may end up in jail if not in the grave. I think people would have told him that sort of thing and he is not the only one afraid of Buhari.”

But Obasanjo said Buhari should have learnt his lessons and might not be contemplating sending people to jail to fight corruption.

“If he has not learnt his lessons, he would be probably the most unlearning human being. Now if he has learnt his lessons, he will know that you do not fight corruption by putting people in jail for 200 years. This was done by my predecessor in office, Gen. Abdulsalami Abubakar. He recovered over $750m from Abacha’s estate without putting anybody in jail and without harming or hurting anybody.

“When I took over, we recovered over $1.25bn from the same Abacha without hurting anybody and without harming anybody. What is rather unfortunate is the fact that our lawyer who is still alive, who was chasing this money all over the world, said to us that there was still well over $1bn to be recovered from the Abacha estate.”

On the allegation that Jonathan had a grand plan to scuttle the coming polls, Obasanjo likened Jonathan to the former president of Cote d’lvoire, Laurent Gbagbo, who shifted election dates until he believed the odds were in his favour.

Obasanjo said, “President Jonathan has a grand plan to ensure that he wins the election by hook or crook and if he loses, he scuttles it and brings chaos and confusion in the whole country.

“It looks to me that the President is trying to play (Laurent) Gbagbo. Gbagbo was the former President of Cote d’Ivoire and Gbagbo made sure he postponed the election in his country until he was sure he would win and then allowed the election to take place. He got an inconclusive election in the first ballot and I believe this is the sort of thing Nigeria may fall into if I am right in what I observed as the grand plan.

“Then in the run-off, Gbagbo lost with 8 per cent behind (Alassane) Quattara and then refused to hand over. All reasonable persuasion and pleading was rebuffed by him and he unleashed horror in that country until nemesis caught up with him. I believe that we may be seeing the repeat of Gbabgo or what I called Gbagbo saga here in Nigeria, I hope not.”

Obasanjo noted that the Chairman of the Independent National Electoral Commission, Prof. Attahiru Jega, must have been boxed to a corner by the powers that be, before announcing the postponement of the elections.

He recounted how world leaders confronted him over political developments in the country, saying, “I was away because I had a number of assignments abroad which took me to Morocco, Munich, Nairobi, London and New Delhi. Exactly a week today, when we were in Munich for what they called the Munich security conferences annual event, everyone in the security community was there.

“I refused to make any categorical statement on this issue because I wanted to come back home and learn what actually transpired and what was going on, and it turned out to be a forced decision on the INEC, because it was alleged that the security chiefs were unable to provide security and as a result, the Chairman of INEC had to postpone the elections, in accordance with the dictates of the so-called security chiefs.

“For me, that was a bad precedent for democracy in Nigeria. It meant it doesn’t matter what preparation or lack of preparation any electoral body could make in Nigeria, the final decision on whether election will take place on the day scheduled for it lies in the domains of the security, it is a sad day for democracy in Nigeria.”

He said he was worried that President Jonathan had said in his recent media chat that he knew nothing about the postponement of the elections.

“I want to believe that this was forced on them (security chiefs). I want to believe that whether it was forced on them or it was their initiative, it was bad, very bad. I hope we will never have a repeat performance of this in this country again.

“It was even made worse when the President in the media chat on the 11th of this month claimed not to have knowledge or not to have authorised it. I get worried, very worried that if the President of Nigeria is not in charge of security, maintenance of law and order and such a decision can be taken behind him, assuming that it is true, then the President must be reigning and not ruling.”

While puncturing a hole in the excuse of the Boko Haram insurgency as a reason for the postponement, Obasanjo said it remained to be seen how the war against Boko Haram which could not be won since 2009, could be won in six weeks.

Obasanjo also appealed to the two leading political parties, Peoples Democratic Party and the All Progressives Congress not to heat up the polity.

He said, “I have offered some warnings but let me also offer some appeals and the appeals for me will be for President Goodluck Jonathan. I appeal to him not to do anything to destroy the fledgling democracy that we are enjoying, democracy is not a destination. It is a process and the more we strengthened the process of democracy, the institutions and the factors, the better it is for us.”

In its reaction, the Presidency on Saturday said it was aware of a plot by Obasanjo and some unnamed persons within and outside the country to thwart the forthcoming general elections and foist an unconstitutional Interim National Government, which Obasanjo hopes to head, on the nation.

Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, said this in a statement made available to journalists in Abuja.

Abati said, “We find the false claims and allegations reportedly made against President Goodluck Jonathan by Chief Olusegun Obasanjo on Saturday in Abeokuta very odious and repugnant.

“As we have had cause to say before, it is most regrettable indeed that a man like Chief Obasanjo, who should know better, chooses to repeatedly, wantonly, and maliciously impugn the integrity of a sitting President of his country for the primary purpose of self-promotion.

“It is obvious from Chief Obasanjo’s serial vituperations against President Jonathan who is doing his best to positively transform Nigeria for the benefit of all of its people that he has willfully chosen to close his eyes to the present administration’s good works and intentions. For reasons best known to him, Chief Obasanjo has set his mind on regime change by fair or foul means.

“Otherwise, it would be completely senseless, irrational and out of place for Chief Obasanjo, who still claims to belong to the same party as the President, to accuse President Jonathan of plotting to win the rescheduled presidential elections by ‘hook or crook’ and planning to plunge the nation into crisis if he loses the election.

“For the record, President Jonathan has no such intention and will continue to give the greatest possible support to INEC and other relevant federal agencies to ensure that the rescheduled elections are successfully conducted.

“Chief Obasanjo’s plot with others within and outside the country to thwart the general elections and foist an unconstitutional Interim National Government, which he hopes to head, on the nation is well known to us, but by the Grace of God Almighty, his odious plan to return to power through the backdoor will fail woefully.”

Also, the Peoples Democratic Party Presidential Campaign Organisation said it was not true that Jonathan was planning to retain power at all cost.

Its Director of Media and Publicity, Mr. Femi Fani-Kayode, said this in a statement.

He said, “It is sad and unfortunate that President Olusegun Obasanjo, a father of the nation and a man that we all revere and have immense respect for, could have misread the situation so badly.

“It is simply not true that President Goodluck Jonathan wishes to remain in power at all costs and the suggestion that he has a hidden agenda or that he somehow imposed his will on INEC by getting them to postpone the elections is baseless and absurd.”

In a related development, Soyinka, in his letter titled, ‘Under-reading violence’, noted that the use of security operatives to intimidate the populace other than to protect them, is a “new low in the life of this nation,” adding that it is a serious threat to the future of democracy in Nigeria.

“It bodes ill even for the postponed elections. Is the postponement truly to ensure enfranchisement for the entire electorate or to fine-tune a new strategy for the absolute and total cooption of the uniformed services?” Soyinka asked.

The Nobel laureate also flayed the deployment of soldiers to the Lagos house of a chieftain of the major opposition party, the All Progressives Congress, Asiwaju Bola Tinubu.

The human rights activist reminded Jonathan of how security operatives allegedly prevented the then governor of Ekiti State, Kayode Fayemi, “from exercising his civil rights.”

Concluding his letter, Soyinka called on the President to lift the military siege on his political opponents before it is “too late.”

In the same vein, Odimegwu who ran into trouble with Jonathan’s government when he faulted the 2006 census, raised the alarm over the safety of Buhari, saying Jonathan, Nigerians should secure his safety to avoid a replication of what happened to the late business mogul, Chief MKO Abiola, following the controversies which trailed the June 12, 1993 Presidential election.

Odimegwu, a former chairman of Nigerian Breweries Plc, in a blunt article entitled, ‘The challenges before President Buhari’ which he e-mailed to SUNDAY PUNCH in Abuja, advanced seven reasons why Buhari would be a better choice for Nigeria.

According to him, Buhari is dreaded by many that have looted Nigeria dry, adding,”I am happy in this worthy company of free citizens of the world and institutions that endorses General Buhari and recommends him to all Nigerians.”

He said, “It is imaginable, given the annulment of June 12 under unclear circumstances, that this six weeks delay can have more supporters than are known. President Jonathan himself can lose control as during the trying time of the 1993 election crisis. It is imaginable that some vested interests may not want both President Jonathan and General Buhari and may work alone or in cooperation with others to impose a contrived and orchestrated interim government that is now gaining traction.

“On coups or coup baits that are being mentioned, worsened also by giving security agencies more roles over election matters than necessary. The forces that aborted June 12 could still be alive. General Buhari in many ways reminds one of MKO. Nigerians must shine their eyes beyond the ordinary and the conventional. Things seem to me now like the more one looks, the less one sees.”

He also warned that the Federal Government, as distinct from the ruling party, must take steps to secure the life of General Buhari “as these intrigues thicken.

“Nothing should happen to him. He may not be a saint. Even Mandela rightly said he was not. No one is. But he now personifies the new hope for Nigeria. Nigerians need him. Nigerians need change. What happened to Yar’Adua Senior, MKO and even Abacha must not happen to him.”

Is because Inec is working with APC to withhold Igbo people's PVC card and realse that of Yoruba peopl own . I can remember very well when one communication company called a friend of mine asking him his party ,believe me . as he said he is APC member they told him when and where to go and collect his PVC card. That's is the reason why lagos distribution is been very down and sllow . APC has currupt all the inec workers in the state. Jega must go.
Any INEC worker who does this should be arrested and prosecuted.

Ahead of the general elections, the Independent National Electoral Commission (INEC) on Friday said that out of the 68,833,476 million registered voters for the polls, as at March 12, it has distributed about 55,904,272 million permanent voter cards (PVCs), representing 81.22 percent.

According to a statement signed by the chief press secretary to the INEC chairman, Kayode Idowu, a breakdown of how the PVCs have been distributed in the states is as follows:

Abia - 1,396,172 registered voters, 1,177,520 have collected the PVCs, (84.34%)

Abuja FCT - 881,472 registered voters, 569,109 have collected the PVCs (64.56%)

Adamawa - 1,559,012 registered voters, 1,381,571 cards distributed (88.62 %)

Akwa Ibom - 1,680,759 registered, 1,587,566 PVCs distributed, (94.46%)

Anambra - 1,963,173 registered, 1,658,967 cards collected (84.50%)

Bauchi - 2,054,125 registered, 1,778,380 cards distributed, (86.58%)

Bayelsa - 610,373 registered voters, 546,372 collecting their PVCs, (89.51%)

Benue - 2,015,452 registered, 1,607,800 cards collected (79.77%)

Borno - 1,934,079 registered voters, 1,407,777 cards collected (72.795)

Cross River - 1,175,623 registered voters, 963,929 cards collected (81.99%)

Delta - 2,275,264 registered voters, 1,921,627 cards collected (84.46 %)

Ebonyi - 1,074,273 registered voters, 848,392 have collected their cards (78.97%)

Edo - 1,779,738 registered, 1,218,734 cards collected (68.48%)

Ekiti - 732,021 registered voters, 511,790 have collected their PVCs (69.91%)

Enugu - 1,429,221 registered voters, 1,223,606 have collected their PVCs (85.61%)

The current constitution in use is the 1999 constitution and not that used by the 2nd Republic.

(b) education up to Secondary School Certificate level; or

Do this and Nigeria will become a truly great country that we can all be proud of.

No developed democracy has a one-party state or reelects a government that performed poorly in the eyes of the electorate.

This is why i say Nigerian journalists are really poor and journalism is dead. How can this man say this nonsense in a press conference without getting any push back about his criticism of Jonathan and the anti-gay law in the first place. He has no moral ground to stand on for any of the issues he is making noise about because he opposed them all before. Sometimes, I wonder if he is secretly working for the APC because he is totally undermining the GEJ campaign and costing him votes because of his lack of credibility and sanity.
