It's a pity that governance at the state level has been reduced to this especially with respect to the 2nd term state governors.
For the 2nd term governors, I consider this to be proof of lack of capacity in management of financial resources.
For the first term governors, I might be more lenient, but this is obviously an indictment on their predecessor's managerial skills.
All in all the buck stops at the President's table and he should be careful to treat these requests with caution, so as not be seen to be to be rewarding incompetence.
If any bailout must be given at all, the Presidency must exact very strict conditions so that the bailout does not go the way of their statutory allocations.
In a democracy with separation of powers supposedly at the 3 tiers, I think it will not be a bad idea to request that the state governors cede the management of their state finances to the federal government in exchange for bailouts. These bailouts should not be free money, but loans on interests below commercial rates (say 7.5 to 10%) and restricted in what they can be used for with a tenure not more than 1 year for repayment after say a 2 month moratorium. It should be like an advance release of allocations. The Federal government collects the total sum with interests in a 12 months monthly deduction from the states' allocation at source.
Financial profligacy must not be rewarded.

seriously i was looking for Imo and Osun state,whom i thought may ve spent their entire one year budget on federal projects,may be that should ve explained why these incompetent governors were unable to pay workers their hard earned salaries.
Btw these governors are very corrupt,in states where states roads and projects are in their worst condition ever,they left their state project and started dabbling into federal government projects,that in itself its an indictment on the governors. Amaechi felt that by abondoning his state roads and trying to fix one or two federal government roads,that he would be sending a message to Rivers people that GEJ hates them and he the governor is doing what GEJ shld ve done for Rivers. Dirty politics!

As a Rivers man, I laff again and again. I don't hate Wike and I don't like him too. But by the time Wike is through with our state, Rivers state, Rivers people will understand who Wike really is. Particularly our brothers from the Riverine. They will all understand how not to play bad politics. The beginning of every new govt is always sweet. But by the time Wike settles down, not even Mama piss, Aka PEJ will be able to control Wike and his govt how much more the ordinary Kalabari or Okirika man on the street.Wike has learn a lot from Rotimi Amaechi politically particularly on playing it tough if need be. That was why it was so difficult to unseat Amaechi as governor. Amaechi boosted over and over that they can't impeach him or him leave one minute of his tenure behind for anybody which he actually achieved too.
