Investigators say no physical or technological evidence places Shukr inside Lebanon, reinforcing the assessment that he was drugged and taken to Israel—either by air or by sea—similar to the November 2024 abduction of Navy Captain Imad Amhaz.

Shukr is the brother of Hassan Shukr, a Hezbollah operative killed by the IDF in 1988. According to the report, Hassan was part of the Mustafa Dirani group involved in Ron Arad’s capture.
