Vice President Yemi Osinbajo on Thursday enjoined faith-based organisations in the country to shun rumours that the administration of President Muhammadu Buhari was moving to Islamise Nigeria. He told religious leaders after receiving the Lifetime Achievement Award of the Student Christian Movement of Nigeria (SCM) in his office, that they should dwell on facts.Before the election in 2015, Prof. Osinbajo spoke out that the All Progressives Congress (APC) was not secretly plotting to Islamise Nigeria if it won the election. He again reaffirmed that stand stressing that the rumour making the rounds about plans to make Islam the official religion of Nigeria were unfounded as the country “can’s be Islamised”. Osinbajo emphasised that it was impossible to Islamise the country given the 1999 Constitution that forbids state religion. He urged religious bodies to channel their energies towards proffering solutions to the numerous challenges facing the country. The vice president also challenged Nigerian youths to wake up from slumber and take advantage of abundant opportunities in ICT, agriculture and other sectors. While noting that the opportunities were far much more now than they were in the past, Osinbajo harped on the need for young people to take responsibility for their future and be creative. He also emphasised the importance of using the internet to acquire knowledge as well as learning a second language to boost their global competitiveness. Expressing appreciation to SCM for the honour, the vice president solicited the organisation’s assistance in disseminating factual information about the Federal Government’s policies and programmes. Earlier, the National President of SCM, Rev, Eric Ighalo, commended the government for its social interventions such as the N-Power initiative and the conditional transfer scheme. Ighalo expressed the willingness of the body to partner with government in several areas including serving as government ambassadors in their constituencies. The SCM national president said that the award was conferred on the vice president in recognition of his integrity and outstanding leadership he had demonstrated over the years. The Nigeria Labour Congress (NLC) says it will collaborate with the Federal Government to stop out-sourcing of jobs in the telecom sector, among others. Mr Ayuba Wabba, the NLC President, said this in a statement made available to the News Agency of Nigeria (NAN) on Monday in Abuja.“In this New Year, we shall work with the relevant arms and agencies of government to checkmate and halt the practices of multinational corporations especially in the Telecommunication, and Oil and Gas Sectors. He said they contribute to the economic crisis in the country by their new habit of out-scouring of jobs Nigerians can do to new destinations in Asia, especially Dubai and India,’’ he said. He said there were reports that Ericsson Nigeria, local subsidiary of the Global Telecommunication Solution Provider, had disengaged all Nigerian staff in its Network Operating Centres and transferred its operation to India. Wabba noted that Ericsson Nigeria had in the last few years managed the MTN Network from among its Nigerian staff. “Now, in the name of off-shoring, Indian workers are being brought to understudy their Nigerian counterparts, and thereafter these jobs monitoring MTN and other Telecommunication Networks are then transferred to India. “These have huge implications for our national security, in addition to the fact that jobs that Nigerians are competent in are being moved out of the country. “As the unfolding cyber controversy between the USA and Russia is unfolding, with the network operating centres moved out of the country we can be easily be shut out from the rest of the world without our being able to do anything about it,’’ Wabba said. However, the labour leader said the experience over Boko Haram and the SIM registration controversy with MTN clearly illustrated the inherent danger to Nigerian’s national security interest of the move by these multinationals. He said that HUAWEI, a telecommunication giant, was responsible for managing about 75 per cent of network operating centres such as Etisalat, Airtel, part of GLO and part of MTN network operating centres in Nigeria. “They have also commenced the knowledge transfer from Nigerian engineers to their Indian counterparts preparatory to also moving their operations to India. “We will work with the relevant committees of the National Assembly, ministries and agencies to protect our national interest. “We will be leading national campaigns against these practices in the Telecom and Oil and Gas sectors in this New Year,’’ he assured. Wabba said that the affected multinationals must be made to understand that they would not be allowed uninhibited access to making millions of dollars off Nigeria as a nation without contributing to creating jobs. He said that there must be costs to every multinational decision to take the livelihood of Nigerian workers to other shores. “We need the understanding, support and cooperation of government and its agencies in this fight to keep these jobs in the country,’’ he said. Dark clouds lie overcast in The Gambia as the deadline for its long serving leader, Yahya Jammeh, to quit gets nearer. There is so far no sign that he plans to go any where on 19 January as he appears to be digging in. The latest action by his government was the closure of two private radio stations, Teranga FM Radio and Hilltop Radio, based in Banjul. The closure came amidst an escalating political crisis caused by President Yahya Jammeh’s refusal to accept his election defeat, by real estate businessman Adama Barrow. Jammeh, who seized power in a 1994 coup, initially conceded defeat to Barrow but then called for fresh elections, drawing condemnation from local opponents and foreign powers. The veteran leader’s refusal to step down has opened up the possibility of a military intervention by West African forces after the ECOWAS body said it was putting military forces on alert. Jammeh called that a “declaration of war”. Teranga FM and Hilltop Radio were closed on Sunday, said Emil Touray, head of the Gambia Press Union. Teranga’s headquarters were shut down by a police officer and four members of the National Intelligence Agency, he said. A government spokesman said he could not confirm the closures. Touray said he had no further details. It was not immediately clear why the two stations were targeted by Jammeh, under whose 22-year authoritarian rule the media has come under regular attack, rights campaigners say. Teranga FM, popular for its review of newspapers in the Wolof and Mandinka languages, has been closed four times in recent years. The station’s managing director Alagie Ceesay was arrested in July, 2015, and charged with sedition. He was hospitalized twice in early 2016 while still in detention, Amnesty International said, and later fled to neighbouring Senegal. “It is a slap in the face of the country’s democratic process,” said Touray. “People will not have access to information in this critical period of our history.” Barrow’s election victory was seen as a surprising triumph for democracy in Gambia, which gained independence from Britain in 1965 but has since had only two presidents. But the elation seen on the streets of Banjul in the days after Barrow’s victory was quickly extinguished by Jammeh’s defiant stance. The Buhari administration has done it again, by fulfilling another campaign promise to the poor, vulnerable Nigerians. On the heels of the payment of N30,000 stipend to graduates employed under the N-Power programme and N1.2 million micro credit scheme, the Buhari administration has now started the payment of N5, 000 monthly stipends to the poorest and the most vulnerable in the country.This is being done, according to a statement from Vice President Yemi Osinbajo’s office, through the Conditional Cash Transfer (CCT) of its Social Investment Programmes, SIP. Under the CCT, one million Nigerians would receive N5000 monthly payments as a form of social safety net for the poorest and most vulnerable as budgeted for in the 2016 Budget. In the first batch that commenced last week, nine states would be covered, and many of the beneficiaries have already reported receiving their first payments by Friday last week, December 30, 2016. Funds for the commencement of the payments in four states were released last week to the Nigeria Inter-Bank Settlement System (NIBSS) – the platform that hosts and validates payments for all government’s social intervention programmes. Funds for another set of five states to complete the first batch of nine states would follow soon. Though the sequence for the payment of the money would be operationally managed by NIBSS, beneficiaries in Borno, Kwara and Bauchi States have started receiving the money. The other states in the first batch to commence the CCT payments are Cross River, Niger, Kogi, Oyo, Ogun and Ekiti States. The nine pilot states were chosen because they have an existing Social Register that successfully identified the most vulnerable and poorest Nigerians through a tried and tested community based targeting (CBT) method working with the World Bank. However other states have already begun developing their Social Registers and would be included in subsequent phases of the CCT implementation. Beneficiaries of the Conditional Cash Transfer of the Federal Government would be mined from the Social Register, initially developed by eight States through a direct engagement with the World Bank. Those states are featured in the first batch, with the added inclusion of Borno States where a validated list of IDPS were compiled in addition to the Social Register which is expected to go round the country. Working with the World Bank, the CBT process has now been adopted for developing the Social Register in the other States around the country, for transparency, objectivity and credibility in the selection of the poorest and most vulnerable beneficiaries for the programme. The Federal Government will actually commence community mobilization for the creation of the Register in more States soon, to expand the scope and reach of the CCT across the country. Meanwhile, Plateau, Jigawa, Adamawa, Anambra, Benue, Enugu, Katsina and Taraba States have so far complied with the stipulated framework provided, and are set for the community based targeting method for the development of their Social Register within their jurisdictions. These States are to be followed by Delta, Gombe, Kaduna, Kano, Imo and Ogun States. Once the community mobilization, identification and selection processes are completed, the information garnered from the poorest households would be entered onto the Social Register in the states and the National Register at NIBSS, after which the cash transfers would be disbursed to the beneficiaries. All the funds approved for the Federal Government’s Social Investment Programmes, SIP, are domiciled with the Ministry of Budget and National Planning. In addition, the payment information and processes for all beneficiaries of the Federal Government’s SIP are hosted at NIBSS, as the Consolidated Beneficiary Register, to ensure and fortify efforts at authentication and verification, as well as for effective and efficient programme management. With the commencement of the CCT, the Buhari administration is now implementing four of the Federal Government’s SIP. Besides the CCT, the N-Power Volunteer Corps designed to hire half a million unemployed graduates which has now engaged 200,000, and the National Homegrown School Feeding Programme now running in three states, the Buhari administration has also kicked-off the Government Enterprise and Empowerment Programme, (GEEP). Under GEEP, soft loans ranging from N10,000 to 100,000 have been designed for artisans, traders, market women among others. Already, thousands of cooperatives, market women associations, farmers and enterprising youths, have been identified and registered for the purpose, on an ongoing basis, and the disbursement of the soft loans through the Bank of Industry have started since Nov 25, 2016. At the last count, for the first phase, beneficiaries have been drawn from the Federal Capital Territory, FCT, Abia, Adamawa, Bauchi, Delta, Imo, Kwara, Kano, Katsina, Lagos, Osun, Oyo, Ogun and Kogi States. However, disbursements were halted and deferred until after the festive season. Vetting and approval of beneficiaries are now being continued through the month, with the expectation and plan that by month-end disbursements would have been made to 33,000 beneficiaries. Regarding the 200,000 beneficiaries of the N-Power programme, close to 50% of the graduates, have now been physically verified, and started receiving their monthly stipends of N30,000 last week. A second batch of 300,000 unemployed graduates are expected to be selected early this year to make up the half a million target set by the Buhari administration. The verified graduates are now being deployed to work as assistant teachers in schools, as community health aides and as agricultural extension workers, in more than 20 States of the Federation. These States include; Abia, Adamawa, Bauchi, Anambra, Benue, Cross Rivers, Borno, Gombe, Edo, Jigawa, Katsina, Plateau, Kogi, Osun, Rivers, Zamfara, Niger, Sokoto, Ogun and Taraba. Government has also started the implementation of the National Home-grown School Feeding programme designed to feed 5.5 million school children for 200 school days in the first phase of the programme. Although the initial design was to feed pupils in 18 States, funding challenges had affected an earlier take-off. But the programme has now commenced in Osun, Kaduna and Anambra States. More states are expected to join this new year. In the new year, it is the plan of the Federal Government to scale up the implementation of the SIP to touch the lives of millions of Nigerians in fulfillment of it’s promises and in furtherance of its Change agenda. I felicitate with the people of Kaduna State as we welcome a new year. We invoke the blessings of the Almighty on all our people, that harmony will prevail in our land and that the apostles of violence and division will be shamed. We have high hopes for 2017; that it will be a year of peace and growth for our state, and our country, Nigeria. For us in Kaduna State, 2016 was a year of attainments and challenges. We made tangible progress in implementing our governance agenda. Much has been done, but much more remains to accomplish. Through it all, we have confronted our difficulties with the same decisiveness that has produced results across sectors. We have imposed discipline on the finances of our state, increased IGR and ensured that we pass our budget well before a new calendar year. We demonstrated our credentials as a state that is open for business. The quality of attendance and participation at the Kaduna Economic and Investment Summit (KADInvest), held in April 2016, testified that the private sector recognises our commitment to promoting investments and job-creation. The Olam and Vicampro investments in the agricultural sector are some of the concrete outcomes of this investment drive. In each of our five priority areas, we made advances in the interest of our people. After the first phase of school rehabilitation, we decided that the needs of today and the medium-term require that we embark of a comprehensive reconstruction of schools, and this is captured in the 2017 Budget. Our partner, GE Healthcare, has launched the biggest ever refit of hospitals in Kaduna State. This scheme is equipping 255 primary health centres and 23 general hospitals with facilities to improve maternal and infant care, and to offer safer surgery. Our infrastructure upgrade programme is delivering better township roads, including the dualisation of major roads. The long-delayed Zaria Water project is nearing completion. In 2016, we delivered affordable fertilizer for our farmers without entangling the government in subsidy. Our government also upheld its decision not to spend public funds on pilgrimage. The policy and legal architecture to support a new approach to governance was completed. Legislation for a new tax code, public finance management and procurement have been passed and new agencies created to manage a new electronic land registry, and to manage all government facilities. Amidst these successes, we have experienced security challenges in parts of southern Kaduna. We regret and condemn the loss of lives and property, and the disruption of social order that have been sadly witnessed in those areas. We welcome the assistance of the Federal Government in deploying additional security assets to the area. Through all these, we have been guided by the immensity of our oath of office, rather than the media headlines. The human toll that our compatriots in southern Kaduna have been seized upon as an occasion for much irresponsible commentary and intense efforts to fan division. I wish to assure all the people of Kaduna State that we will continue to do our best to uphold security and to promote peace and harmony. That duty also imposes on us an obligation to vigorously uphold the rule of law, punish hate speech and incitement. I call on all the people of Kaduna State to ensure that we march into 2017 together, upholding harmony and a common humanity and jointly pursuing those policies and programmes that can best enhance the progress and live chances of our people. Let us resist the urge to demonise the other or attribute the worst to people whose religion or language differs from ours. Let us keep hope alive and work together to make 2017 a better year for all. God bless Kaduna State. God bless the Federal Republic of Nigeria. The Economic and Financial Crimes Commission (EFCC) has debunked that its Acting Chairman, Mr Ibrahim Magu, has been removed from office. A national newspaper, the Guardian, on Saturday reported that President Muhammadu Buhari removed Magu.“Not true”, spokesman of the commission, Mr Wilson Uwujaren, said in response to an SMS enquiry by the News Agency of Nigeria (NAN) in Abuja on Saturday morning. The rumour of Magu’s removal has also hit the social media and some traditional media websites in the early hours of Saturday. Quoting anonymous sources, The Guardian said that Ibrahim Magu, may have finally been removed from office. It said a source said Magu’s redeployment back to Nigerian Police Force (NPF) was to pave way for a fresh person to be presented by President Muhammadu Buhari as the nominee to head the anti-graft agency before the Senate. It said it gathered that to make the situation look like a routine exercise, some senior Police officers would be re-deployed by the Police hierarchy to resume as conventional Police officers. It was equally reliably gathered yesterday that the Attorney General of the Federation (AGF) and Minister of Justice, Abubakar Malami, has already issued a leter to Magu on the development and directed that he hands over to the Director of Operations in the Commission. Magu’s nomination was recently rejected by the Senate following allegation of graft levelled against him by the Department of State Security Service (DSS). The Senate had rejected the nomination of Mr Ibrahim Magu as Substantive Chairman of the Economic and Financial Crimes Commission (EFCC). The Chairman of Senate Committee on Media and Public Affairs, Sen. Sabi Abdullahi, disclosed this to journalists in Abuja. Abdullahi said that the rejection of Magu’s nomination was based on security reports available to the senate. According to him, President Muhammadu Buhari will be communicated accordingly. “The Senate wishes to inform the general public that based on security reports available to the senate, it cannot proceed and confirm the nomination of Ibrahim Magu as the Executive Chairman of EFCC. “Accordingly, the Senate hereby rejects the said nomination and has returned it to Mr President for further action,’’ he said. The News Agency of Nigeria (NAN) reports that nomination of other members of the commission sent for confirmation was also not confirmed at plenary. The committee chairman declined further comments on the screening of the nominees. The Senate had at the resumption of plenary gone into a two hour executive session with Magu but the meeting ended in a deadlock. NAN recalls that the Presidency had in July written the Senate, seeking the screening and confirmation of Magu as Substantive Chairman of EFCC. Buhari appointed Magu Acting Chairman of the commission after the removal of Mr Ibrahim Lamorde on Nov. 9, 2015. Nigerian National Petroleum Corporation (NNPC) has won the 2016 Phillips Consulting/Web Jurists award for best website and overall social media. NNPC defeated all the other federal parastatal agencies in Nigeria to emerge the winner, Mr. Ndu Ughamadu, the spokesman of NNPC said on Friday in a statement.The honour was jointly awarded by Web Jurists, a website rating outfit, in conjunction with Phillips Consulting, a renowned business and management consulting company. Reacting to the honour, NNPC Group Managing Director, Dr. Maikanti Baru, said it was a testimony to the Corporation’s investment in Information and Communications Technology (ICT) over the years. He said that it also testified to NNPC’s commitment to openness, transparency and accountability in its business dealings in recent times. “Our website as well as other social media platforms have become veritable media where we make public NNPC’s monthly operational and financial reports among others, which underscore our commitment to probity”, Dr Baru stated. He expressed his appreciation to the award organisers. He added that NNPC’s doors were open to meaningful engagement with stakeholders in line with its 12 Business Focus Areas (BUFA) principle of Professionalism and Accountability. The Leader of the House of Representatives, Femi Gbajabiamila has expressed the readiness of the House of Representatives Special Committee on Constitution Amendment to grant autonomy to Local Governments in Nigeria in the ongoing amendment to the 1999 constitution. In a statement released by his Media Assistant, Olanrewaju Smart on Friday , Gbajabiamila while responding to questions from representatives of Community Development Associations at an interactive session in his constituency bare his mind on national issues." We are working on the autonomy for local government in fact we passed it in the 7th Assembly but President Jonathan did not sign it. We are working on it again and there will be autonomy for local government. I know most of the Governors do not want it, not because they don't like it but truly if we look at true federalism there are only two tiers of government, local government is part of the state government but because it has been abused here in Nigeria that is why everyone seems to be in support of local government autonomy" Gbajabiamila in his address also sought for the patience of his constituents on the state of the economy. "Recession is affecting the top to the bottom, this government is doing its best. This recession is actually because Nigeria is no longer making money as it ought to . The oil came down from $100 to about $30 when this Government came in. Imagine you are a farmer and the head of the House with five children and you make 10,000 per month then all of a sudden a natural disaster occurred in your farm and you start making 2,000 Naira monthly. It means your family will have to adjust. Most importantly for us in government to cut excesses." " The House Leader after highlighting his achievements in the House of Representatives promised to attract more federal presence to his constituency in 2017 and ensure that solar facilities he installed in the constituency work properly for the good of the constituency. He also pledged to weigh in on the pending needs of members of his community through an academic scholarship for one student from each of the 43 Community Development Associations in the constituency.
