The Nigerian National Petroleum Corporation, NNPC, said it would embark on a comprehensive rehabilitation of the country’s three refineries located in Port Harcourt, Warri and Kaduna to achieve optimal capacity utilization in 2017. NNPC disclosed this in a statement signed by Mr Ndu Ughamadu, the Group General Manager, Group Public Affairs Division in Abuja on Tuesdays after the Annual General Meetings of the three refineries. The Chief Operating Officer, Refineries of the NNPC, Mr. Anibor Kragha, stated that the Corporation was determined to move away from the approach of quick fixes and undertake a comprehensive revamp of the plants. “The plan for next year is to get the comprehensive rehabilitation programme done. “The situation is like having three cars in your garage that have not been maintained for 15 to 20 years while you expect optimal performance from them. “Changing one fuel pump here, one compressor there is not helpful. What we are doing now is to step back and take a holistic approach and do a full rehabilitation of all the refineries.” he said He added that once the exercise was achieved, the refineries in due course would draw up a chart for routine Turn Around Maintenance (TAM) Programme as and when due. On the earlier plan to have other refineries co-located with the existing refineries, Kragha explained that though the plan was still on course, none of the projected co-location refineries would come on stream in 2017 based on existing timeline for assemblage of the plants. On the plan by Port Harcourt Refinery to commence the production of Aviation Turbine Fuel (ATK) for domestic consumption, the COO explained that the refinery was a few steps away from hitting the mark. ‘’We are very close; we have done tests with some of the key marketers. We have achieved all the parameters, we just want to be 110 percent certain,’’ he said. Earlier in his remark, Managing Director of the Kaduna Refining and Petrochemicals Company, Mr. Mukhtar Maiha, said KRPC was working towards a target of 75 per cent capacity utilization in the New Year based on projected supply of one cargo of crude oil per month. Also, the Managing Director of Warri Refining and Petrochemicals Company, Mr. Solomon Ladenegan, noted that despite the hostile operating environment fraught with incessant cases of pipeline pulverization and outright product theft, the refinery was looking forward to better days ahead. The Nigerian Army has handed over Maryam Ali Maiyanga, the rescued Chibok schoolgirl to officials of the Borno State government. Maryam was earlier today rescued by troops at raided Boko Haram camp in Pulka axis of Gwoza local government area of Borno state The commander of the Lafiya Dole counterinsurgency operation in Borno State, Lucky Irabor, a Major General, led a team of military officials to the government where the girl and her 10-month-old son were handed over the government officials. The state Attorney General and Commissioner for Justice received the girl on behalf of the state governor, Kashim Shettima, who had travelled out of the state for an official function in Abuja. The Attorney General expressed the appreciation of Governor Shettima, whom he said had sent in commendation to the military for doing the the country, the state and the people of Chibok proud. He added that due to the lack of flights in and out of Maiduguri on Saturdays, the girl would remained in the custody of the state government, pending the next available flight to Abuja. According to an eye witness report, A sex worker in Chinhamhora in Zimbabwe stabbed a client after a dispute during sex. Apparently the man had paid the prostitute but the argument started when she tried to push him off before he had come. The Nigerian Army announced today that it lost one of its top officers, Muhammad Abu Ali, a lieutenant colonel, during a Boko Haram attack on Friday. Ali who was an outstanding soldier until his death led one of the army’s fiercest-ever battles with Boko Haram, in February 2015, culminating in the recapture of Baga town in Borno state. According to Sani Usman, army spokesman, Ali was granted accelerated promotion from rank of major to lieutenant-colonel in September 2015, for his courageous performance in a series of the army’s engagements with Boko Haram. Usman added that four other soldiers were killed also killed, but that troops killed 14 of the insurgents who attacked a location of the army in Borno state. The attention of the Economic and Financial Crimes Commission has been drawn to a recorded audio conversation attached to a report with the caption, EFCC Detains Brother of Former Akwa Ibom State Governor Ibanga Akpabio, which appeared today, November 2, 2016 on the online news portal, Sahara reporters allegedly featuring two Akwa Ibom politicians, Ibanga Akpabio and a certain Osong. In the said audio recording, a voice purporting to be Akpabio could be heard dropping the names of some security chiefs including the acting Chairman of the Commission, Ibrahim Magu and boasting about the supposed EFCC boss’ willingness to help deal with his purported political adversaries in Akwa Ibom state, especially a certain Robinson Uwak. The Commission wishes to state that the claims in this tape especially as it affects Mr. Magu are patently false. The EFCC boss has never met Ibanga Akpabio all his life and could not have been party to any violent scheme to settle unknown political scores in Akwa Ibom State. Indeed, if Magu were Akpabio’s Man-Friday as he would have his ‘friend’ believe, he would not today be a suspect answering to charges of fraud before the Commission. Vietnamese authorities have seized 446 kilograms (981 pounds) of ivory illegally shipped from Nigeria after finding 3.5 tons at the same port last month, an official said Wednesday. The ivory seized Tuesday had been hidden in timber in a container at Cat Lai port in the southern commercial hub of Ho Chi Minh City, Customs official Le Dinh Loi said. Authorities seized 3.5 tons of ivory in three shipments smuggled from Africa at the same port last month.State media say 1 ton of ivory costs $1.8 million on the black market. Vietnam will host an international conference on illegal wildlife trade in Hanoi later this month that is expected to be attended by Britain's Prince William, a vocal critic of the trade. Elephant ivory is used as jewelry and home decorations in Vietnam, which bans hunting of its own dwindling population of elephants. The current Deputy Chairman of the People’s Democratic Party in Akwa Ibom state, Ibanga Akpabio, has been arrested by the Economic and Financial Crimes Commission in connection with fraud. Ibanga is the younger brother of Godswill Akpabio, a former Governor of Akwa Ibom state who is now a Senator of the Federal Republic of Nigeria. EFCC sources said the senior Akpabio is facing separate investigations over his mismanagement and embezzlement of Akwa Ibom state fund. Sources at the EFCC told Saharareporters that Mr. Ibanga was arrested and detained at the Zonal offices of the EFCC in Port Harcourt for defrauding a member of the Federal House of Representatives, Robinson Uwak. He is also being interrogated over allegations of fraud and money laundering according to EFCC operatives. Justice Jude Okeke of an FCT High Court in Maitama, Abuja on Wednesday, slammed a fine of N5 million on Airtel Nig. Ltd for violation of customer’s right to privacy. The plaintiff, Mr Emmanuel Anene on Dec. 21 filed a suit against Airtel for continue disturbances through unsolicited messages to his line. The judge held that the crucial issue that calls for determination here was whether or not that the plaintiff evidence made out a case to justify the claims in the reliefs he sought. “One of the reliefs sought an order of the court seeks for the award of damages. A plaintiff who seeks for a violation of right is to succeed on the strength of his case and not on the weakness or absence of the defence. “Though he can rely on the absence of the defence to support his case." He said the burden of proof could shift from party to party until the issue in contention is resolved. The court records showed that the plaintiff evidence of claims was served on the defendant and led evidence in the support of same. “The defendant who was afforded the opportunity failed to file statement of defence contradicting the plaintiff’s statement of claim or fails to lead evidence in challenge to the claims; it means he had admitted the facts. “Unless the court does not believe in the evidence or sees any reason in contrary in law it reserves a duty to act on such. “The defendant failed to place any evidence on the other scale of balance there is nothing against in which the plaintiff’s evidence can be weighed. Okeke held that the plaintiff complained about disturbances and distractions which he did solicit for, from the defendant but the defendant did not reply nor do anything about it. “The plaintiff having purchase the defendant telephone number a contractual relationship is satisfied, the defendant is in violation of the right to the plaintiff privacy. “The defendant, having received complaints from the plaintiff, but continued to disturb the plaintiff from quiet enjoyment of the line. “In every wrong there must be a remedy, to vindicate the plaintiff’s right which has been violated in the forth going circumstance by the defendant; the plaintiff shall be awarded damages based on the discretion of the court. “Against this background putting into consideration the obvious inconviencies, discomfort and the embarrassments the plaintiff had undeniably gone through. “The defendant has been directed to pay to the plaintiff damages not the N200 million the plaintiff asked for but N5 million only. The governor of the Nigerian state most devastated by Boko Haram's Islamic uprising is accusing some U.N. and international aid agencies of misusing funds meant for refugees. Borno Gov. Kashim Shettima claimed the UN has spent $50 million on unnecessary bulletproof cars. A spokeswoman for the U.N. Office for the Coordination of Humanitarian Affairs in Nigeria, Orla Fagan, said the vehicles were provided by donors, not funds for refugees. A UNICEF armored car saved the lives of several aid workers when Boko Haram attacked it with a rocket and sprayed it with gunfire in July."I was quite amazed that about $334 million was spent on Borno state but, mind you, out of that maybe $50 million was used to procure bulletproof vehicles," Shettima said. "If you give me something with one hand and you turn to collect it with another hand, why are you saying you have given me anything?" Shettima made the accusations at a meeting Friday with a director of the U.N. Population Fund. The Associated Press got a transcript on Monday. The governor made no mention of allegations, being investigated in the Senate, that Nigerian state agencies are stealing food aid in Maiduguri meant for refugees in camps where people are starving. Instead, Shettima said more than 500 U.N. workers had invaded Maiduguri, the Borno state capital, and that their presence and expenditures are "questionable" given their lack of impact on some of the 2 million refugees there. Fagan, the U.N. spokeswoman, said 200 international U.N. staff there "travel out every day to areas that have become recently accessible to the humanitarian community."
