You do not kill bomb or target civilians.

You cannot harm people in international recognized refugee camps. (Red cross, United Nations, Cannot systematically slaughter unarmed civilians.)

You mist definitely cannot strategically and systematically starve people and prevent relief items which is being supplies by foreign aids to get to them.

You can only prevent weapons from getting to these enemies and probably kill their solders although civilian may till be caught in cross fires as collateral damage.

Bit this was a genocide AWOLOWO wasn't targeting the soldiers of BIAFRA but a bunch of helpless women and children I mean common bro.
