In Nigeria I can buy 2 bikes at less than$1000 each, give them out to hired riders who their district association can vouch for. They deliver money to me everyday while making money everyday as well. I see a lot of them around. They eat well and drink almost every evening. Before a year runs out these hired riders can purchase their own bikes.

The very serious ones among them are building houses and giving their kids the kind of education they never got. The system has a very direct impact on local economies.

But like the South Africans are saying, their own society might be seriously different from the rest of subsaharan Africa.

We were like Ghana before our modern 2010 constitution.Kenya parliament now makes the budget. Treasury submit their budget proposal almost six months..to parliament budget committee..same with judiciary, independent commission like teachers, police..it parliament committee that kill many proposal...long before actually budget is read in June..then approved..with minor changes.Your parliament role in budget is therefore very limited to approving or minor ammendments.Your treasury is too powerful and almost every three years without fail imf have to come for three years period to fix their mess.Modern constitutional order requires balance of power.Judiciary cannot submit budget proposal to executive.Neither should independent bodies.

Basically whenever we find ourself in a difficult situation like Kenya is currently in, where debt and wages end up taking more than 100% of revenue, we can redeem part of our Stabilization fund to support debt payment for stability.

The only way for gov to pay debt is through tax collection...then fiscal discpline...these laughable desperation like gold barter or sovereign wealth that is near empty...are waste of time and money.IMF is coming to drill sense into your country economics.Cut budget.Improve tax collections.Borrowing is no longer a problem for Ghana because you've kicked yourself out of any debt market for at least two decades. Your gov survival now rest on serious reforms on tax collections and living frugally as you repair your debt situation.

The above seems to be the equivalent of a CA in South Africa.

yes..it supposed to professional course but in Kenya it taken as vocational skill...many CPA in our time were 20 yr olds.So it's not considered special...maybe CFAs are hard to get..but CPAs are offered in backstreet

Check KASNEB website for requirements.. before we joined university..we either did CPAs or imis.. international diploma on information systems...CPAs in Kenya is standalone .. mostly done during our time before university...there was long wait time due to strikes of 1990s.Ruto fixed that wait time in 2010 and now kids go straight to university...our time we waited for two years for hostel beds. Most people did CPAs...and we're CPA certified in first year at uni
