Believers should go to Church to be fed on the word, to obtain revelation of the mysteries of the gospel and to fellowship with like-minded people. I know that modesty in attire might allow for less distractions in church, but IF this report is true, all these restrictions are tantamount to living in bondage!

Good you profess to be a born again and being spirit filled but I bet there are parts of your Bible you've not read yet. Try reading 1Tim 2 starting from verse 1 to12 .

1Tm:2:9: In like manner also, that women adorn themselves in modest apparel, with shamefacedness and sobriety; not with broided hair, or gold, or pearls, or costly array.

So if the GO gave such instruction, you can be sure it's Biblical as he wont give any of such without the backing of the word of God and mind you pastors bending the rules(so that their members wont live in bondage as you've implied) so that they wont offend their members or cause them to leave, have the issue between them and God because the position of the word of God is clear on this issue.
