The federal government is planning to borrow $750 million on behalf of states to stimulate local economies in Nigeria.

Minister of Finance, Budget and National Planning, Mrs. Zainab Ahmed, made this disclosure in Abuja on Friday at the inauguration ceremony of the Federal Steering Committees of the Nigeria COVID-19 Action Recovery and Economic Stimulus (N-CARES).

According to the Finance Minister, the Nigerian Government “is in the process of accessing a World Bank loan of $750 million on behalf of the states to stimulate the local economy and support vulnerable household consumption”.

In going to borrow the money, the federal government is considering the causes and consequences of civil unrest and COVID-19 in the country.

Zainab Ahmed stated that: “the consequences will be too high if we ignore the root cause of rising civil unrest in our country. We must, therefore, fashion out ways of ensuring that post Covid-19 is not injurious to the Nigerian people and the economy.”

The Finance Minister noted that “the federal government has created several windows of interventions as captured in the Economic Sustainability Plan (ESP) to, among other things, respond robustly and appropriately to the challenges posed by the COVID-19 pandemic, identify fiscal measures to enhance oil and non-oil government revenues and reduce non-essential spending”.

Speaking on the need for proper implementation, Ahmed stated that “to ensure that the implementation of the N-CARES is in line with the federal government priorities as outlined in the ESP, the Federal Steering Committee, made up of ministers and permanent secretaries as well as a Technical Committee, made up of directors of key ministries, departments and agencies (MDAs) has to be in place”.

According to her, the government has carefully selected the “members of the Federal Steering and Technical Committees because of the important role your MDAs play in the recovery of the Nigerian economy as well as the fulfilment of lifting 100 million people out of poverty.”

On the expediency of the inauguration of the committee, the Finance Minister said, “the inauguration of the committees “is expedient given the nature of this emergency intervention; Nigeria as the biggest economy in Africa cannot afford to remain in recession; the survival of over 200 million population is germane to all we do and we must address the concerns of the majority of our populace”.

Members of the Federal Steering Committee will provide an overall policy direction for the implementation of this programme and advise Mr. President appropriately, while the Federal Technical Committee will be responsible for the programme oversight, overall guidance, support, coordination, strategic direction, review and approval of the annual work programme as well as budget for the Federal CARES Support Unit (FCSU).

The members of the Steering Committee of the Nigeria CARES Programme, are: Minister of State, Budget and National Planning (BNP) FMFBNP- Chairman; Minister of State-Federal Ministry of Agriculture and Rural Development (FMARD); Minister of State-Federal Ministry of Industry, Trade and Investment (FMITI); Minister of State-Federal Ministry of Labour and Employment (FMLE); Minister of State-Federal Ministry of Environment (FMEnv); Minister of State-Federal Ministry of Education (FME); Permanent Secretary, Budget & National Planning (BNP); Permanent Secretary, Federal Ministry of Finance (BNP); Permanent Secretary, Ministry of Humanitarian Affairs (MHDMSD); Permanent Secretary, Federal Ministry of Water Resources (FMWR); Executive Director NGF Secretariat; Chairman Federal CARES Technical Team (FMFBNP) – Secretariat.

CrimeThugs Linked To Senator Ubah Attack Capital Oil Workers Demanding Unpaid Salary by saintbillion(op): 2:15pm On Nov 10, 2020
Workers of Capital Oil and Gas Industries Limited, who convened at Sanya Truck Park in Lagos to deliberate on their unpaid four-year salaries and unremitted pension of over 10 years, have been attacked by thugs linked to the Chief Executive Officer of the company, Senator Ifeanyi Ubah.

The thugs were led by one Onyeka Ifemenam, a Nigeria Union of Petroleum and Natural Gas Workers official (Capital Oil VIO).

It was learnt that Ifemenam had earlier had a discussion with one of the workers, Akujobi Ozoemena Barnaby, on October 5, 2020, and said he was instructed by Ubah to warn the workers to end the agitations against him or will be attacked.

Two officials of the Campaign for Democratic and Workers’ Rights, Chinedu Bosah and Rufus Olusesan, who were part of the meeting, were brutally beaten by the thugs.

Mr Uzoma Njoku and other workers, who were severely attacked by the armed thugs, sustained different degrees of injuries and are presently undergoing treatment in the hospital.

The thugs, who descended ruthlessly on the workers, stole smartphones and other belongings of the workers and even went further to confiscate their vital documents.

When some of the workers rushed to FESTAC Police Station to lodge complaints during the attack, the policemen on duty refused to intervene.

It took the intervention of some military men attached to OP MESA to rescue the workers, who were kidnapped and tortured for over one hour by the hoodlums.

Some of the workers alleged that Ifeanyi Ubah and the management stopped paying their salaries since 2016 and before then it was paid in bits, leaving a backlog at every point in time.

“He does not pay by payslip, he transfers money into workers’ bank accounts without itemising the breakdown of the salary/allowance components.

“The company has refused to document workers’ employment contract and refused to issue employment letters to most of the workers in violation of Section 7 of the Labour Act and stopped workers from joining the union,” of the attacked workers said.

The workers, it was learnt, had earlier approached the senator officially to enter into a negotiation but he didn’t respond.

However, CDWR has called on the police to investigate the attack on the workers and bring the perpetrators to book.

The West African Examinations Council (WAEC) has approached the Nigerian Postal Agency (NIPOST) for a partnership that will enhance delivery of certificates to candidates in all nooks and crannies of the country.


WAEC’s Head of Nigerian National Office (HNO), Mr Patrick Areghan, presented the request during his visit to the Postmaster-General Dr Ismail Adewusi on Thursday.


Areghan said the examination body was also interested in exploring NIPOST logistics such as using its locked up vans to deliver WAEC documents nationwide.


He said the certificate delivery service will ease the process for those who have sat for WAEC examinations in the past and are yet to collect their certificates. The body wants such people to be able to apply for their certificates and have them delivered to their doorsteps anywhere in the country through NIPOST services.


Areghan emphasised that the collaboration will be particularly helpful in Cross River State where its office was recently burnt by hoodlums during the #endSARS protest in Calabar.


Responding, the Postmaster-General and NIPOST Chief Executive Officer Dr. Ismail Adewusi welcomed the partnership proposal. He said several opportunities are being thrown up by NIPOST which WAEC and other organizations can explore for better service delivery.





He also commended the council for its achievements and hailed Areghan for his strides since his appointment as the HNO.
Adewusi emphasized the support of NIPOST to the education of the Nigerian child.
He said: “NIPOST has a lot of abundant opportunities to leverage on for the organization to deliver on its mandate.”


He assured the council of NIPOST’s support while also requesting it to sell its examination registration PINs at all NIPOST’s offices nationwide.


To work out the partnership details, a joint six-man ad hoc committee was set up immediately.

Garba Shehu, Senior Special Assistant to President Muhammadu Buhari, has said that all Nigerians and celebrities, who promoted protests against police brutality in the country must face the law.

The Central Bank of Nigeria had recently frozen the account of some protest organisers in a bid to stop further protests from occurring.

The Nigeria Immigration Service also seized the travel passport of Modupe Odele, preventing her from leaving the country for providing legal aid to arrested protesters.

The Nigerian Government irked by the protests had in October hired thugs to hijack the demonstration, plunging the nation into chaos in a bid to blame it on peaceful #EndSARS protesters.

While speaking on why the CBN froze the account of the protesters, Shehu while speaking on Channels Television’s Sunday Politics said, “This country has only one President and has only one constitution. President Muhammadu Buhari is responsible for his government. The buck stops on his table.

“We are a country governed by law. There is a constitution —under section 33— that clearly defines the rights of citizens to freely protest in a peaceful way but where a peaceful protest turns into riot, violence and looting, there is a law and order duty to be performed.

“Everyone witnessed the massive looting of public and private properties particularly in Lagos, Calabar, Plateau, Taraba and some other states, even the FCT.

“Now, the laws of the country must be allowed to decide, to rule on wrongdoing on the part of anybody.

“I am not particular about any celebrity or promoter but this country has been harmed enormously and people should be prepared to account for what they did."

Unknown hoodlums on Saturday, looted about 15 shops at Agbeni Ologede market in Ibadan, Oyo State capital before setting them ablaze.
The incident which occurred at about 6:00 am on Saturday, November 7, was said to have caused panic at the market and its environment as a result of exchange of fire between the personnel of Operation burst and the hoodlums
The Deputy Director of Oyo State Fire Service, Moshood Adewuyi, who confirmed the incident, disclosed that trucks taken to the scene to put out the fire were attacked by the hoodlums, while the firefighters on the peace-keeping assignment were stoned.
He added that the timely intervention of the officers and men of the operation burst later brought normalcy to the area, noting that only 10 shops were identified to have been razed while others were burnt beyond recognition.
According to Oyo Affairs correspondent, two persons have been arrested in connection with the incident.
