Your question here is a very simply one to answer, the book of Tobit is in the old testament before the earthly existence of Jesus Christ therefore salvation then is largely dependent on works and sacrifices of which alms giving is a part of it. There is absolutely nothing wrong with that passage
You saying it means one can buy salvation with money is your own misinterpretation because alms giving does not always deal with money.

Is the teaching of the apostles in the old or new testament?

The addition of 'born' to that verse by your friend, gave it a different meaning and made it difficult to explain.
Back to the real meaning.
That verse simply means that before Abraham Jesus existed. Note he did say born which can be termed earthly existence, so he was referring to his existence from the very beginning.

In the beginning was the word, the word was with God and the word was God.
14 And the word was made flesh and dwelt among us, and we beheld his glory,the glory as of the only begotten of the father, full of grace and truth.
Here, we discover that the 'word' was in the beginning and was only made flesh when he was to dwell among men. That is to say, when he was made flesh was not his begining

I had wanted you to stick to the old testament since the apocrypha is part of the old testament but since you've entered the new testament, I will still oblige you,

I know of Jesus using concoction to cure the blind.
I know of the Apostles' handkerchief curing the sick.
I know of Jesus casting demons into swine.
I know of paul raising the dead by lying on him.
I know of the apostle casting away fortune telling spirit from a girl in Jesus' name.

Does that not prove my point that God does not have just one method when performing miracle?
