First confirm IF MTN has 4G LTE connection in your area.

Secondly, text 4G to 131 to know if your SIM is a 4G SIM.

If MTN do not have 4G LTE in your area, you can't get it. I suspect that your Nokia 3.1 Plus have both band 7 and band 20 which is good.

If you get a prompt that your device is 4G enabled but your SIM is not, then you need to upgrade your SIM to a 4g SIM to get 4g LTE connection.
