An extremely dedicated dog has continued to show its loyalty, keeping watch on its owner's grave six years after he passed away.

Capitan, a German shepherd, reportedly ran away from home after its owner, Miguel Guzman, died in 2006. A week later, the Guzman family found the dog sitting by his grave in central Argentina.

Miguel Guzman adopted Capitan in 2005 as a gift for his teenage son, Damian. And for the past six years, Capitan has continued to stand guard at Miguel's grave. The family says the dog rarely leaves the site.

"We searched for him, but he had vanished," widow Veronica Guzman told LaVoz.com. "We thought he must have got run over and died.

'The following Sunday we went to the cemetery, and Damian recognized his pet. Capitan came up to us, barking and wailing as if he were crying."

Adding to the unusual circumstances, Veronica says the family never brought Capitan to the cemetery before he was discovered there.

"It is a mystery how he managed to find the place," she said.


Cemetery director Hector Baccega says he and his staff have begun feeding and taking care of Capitan.

"He turned up here one day, all on his own, and started wandering all around the cemetery until he eventually found the tomb of his master," Baccega said.

"During the day he sometimes has a walk around the cemetery, but always rushes back to the grave. And every day, at six o'clock sharp, he lies down on top of the grave, stays there all night."

But the Guzman family hasn't abandoned Capitan. Damian says the family has tried to bring Capitan home several times but that he always returns to the cemetery on his own.

"I think he's going to be there until he dies, too. He's looking after my dad," he said.

Director-General of the National Youth Service Corps, Brig.Gen. Nnamdi Okore-Affia, has alleged that some of the inspectors of the scheme extort money from corps members.

Okore-Affia blamed the development for acts of indiscipline among corps members.

The NYSC chief stated this at the opening ceremony of the 2012 Inspectors Development Programme organised for inspectors in the South at the NYSC Permanent Orientation Camp, Sagamu, Ogun State on Wednesday.

Okore-Affia, who was represented at the event by the Director, Corps Welfare and Inspection, Mr. Emmanuel Obi, also said many of the inspectors had performed poorly.

He said, “As field officers who constitute the engine room of the operations of the scheme in the states, you are expected to be above board and act as role models and dependable mentors to the corps members. It is however regrettable that the attitude of many of you leave so much to be desired.

“Reports from the recent nationwide inspection and corps members’ forum indicated that some of you engage in acts capable of bringing the scheme into disrepute.

“Unwholesome practices such as delegating your responsibilities to corps members, non-residence in the communities where your workplaces are located, thereby leading to irregular attendance and poor supervision of corps members not only detract from the noble objectives of the scheme but negatively affect her corporate image.”

The army chief added, “The NYSC inspectors are today confronted with a plethora of national, state, community and corps members-related challenges, hence, they need to be adequately trained to competently handle issues and solve problems within the expected time frame.

“The scheme is being confronted with a lot of challenges ranging from astronomical increase in corps population, insecurity, corps rejection, inadequate camp facilities and dwindling welfare provision for corps members due to inadequate funding. With these enormous challenges the scheme needs to review its operations and evolve strategies that will reposition it for efficient and effective execution of its mandate.

“Therefore, managing the scheme at this particular time requires staff with dynamism, competence, requisite skills and ability to cope with the identified challenges and other demands of youth management for national development. It is in view of this that management has resolved to give adequate attention to staff training and development.”

A former Head of State and the national leader of Congress for Progressive Change (CPC), General Muhammadu Buhari (rtd.), has dismissed the call by South South leaders that it is Goodluck Jonathan in 2015 or no one else.

“I don’t take the decision of South-south leaders seriously. The South-South people said it is Jonathan or nothing; I know they are members of the Peoples Democratic Party, let them vote for him,” Buhari said.

He added that “In a free and fair election, let us see if they can give him the ticket against other geo-political zones. Let them give him the primary ticket first. Let them vote for him when 2015 comes and let us see if he would win.”

Buhari said this in Kaduna when the party’s governorship candidate for the October 20 election in Ondo State, Soji Ehinlanwo received him.

While lamenting the delay in prosecution of those indicted in the pension probe, subsidy and other scams, Buhari maintained that “this can only happen in Nigeria”

He said “Why are those officials not prosecuted to retrieve the stolen money? It is only in Nigeria that fraud of this magnitude takes place and this incompetent government is doing nothing about it.”

The Nigerian Association of Chambers of Commerce, Industry Mines and Agriculture (NACCIMA) has said that no fewer than 800 companies in Nigeria closed shop between 2009 and 2011 due to harsh operating business environment. Dr Herbert Ajayi, President of NACCIMA, gave the figure on Tuesday in Asaba in a paper he presented at a zonal workshop on economic diversification organised by the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC).

Ajayi said that more than half of the “surviving” firms had been classified as ``ailing’’, a situation, he said, posed a great threat to the survival of the manufacturing industry.

He added that capacity utilisation in industries hovered around 30 per cent and 45 per cent on the average, with 100 per cent overhead costs.

He blamed the continued decline in the manufacturing sectors on ``political and economic factors’’, citing poor infrastructure and epileptic power supply as key impediments to the industry.

The industrialist gave other reasons for the woes in the sector as incessant increase in the price of petroleum products used by industries, multiple taxation, unabated smuggling and inadequate access to finance, both local and abroad.

According to him, widespread insecurity and the inability of government agencies in the ports to meet its 24-hour target for cargo clearance have contributed to the dwindling fortunes in the manufacturing sector.

The NACCIMA president, whose speech was delivered by Mrs Mary Iyasere, Vice President of the association, described current government policies to revive the manufacturing industry as inadequate.

``Government policies have been directed towards revitalising the ailing manufacturing sector.

``For instance, in May 2010, the government announced a 1.3 billion-dollar fund to help banks extend credit to the manufacturing sector following the decline in available finance after the global economic crisis had set in.

``Notwithstanding this positive development arising from the reform process, the Nigerian economy, especially the manufacturing sector is still confronted by serious challenges, structural imbalance and lack of diversification.

``The current government policies targeted at the real sector (manufacturing) are also inadequate and preventing the manufacturing industry from flourishing,'' he said.

On the way forward, Ajayi stressed the need for the organised private sector to support government's efforts aimed at revitalising the sector through the much-canvassed Public Private Partnership.

He also called for more transparency in the ongoing government-led privatisation exercise of public enterprises.

Quoting statistics from the Bureau of Public Enterprises (BPE), the government privatisation agency, he said between 1999 and 2011, a total of 121 firms were privatised or commercialised, with about N250 billion realised from their sale.

``It was also reported that 81 of the privatised firms were operating at about 66 per cent and 41 at 34 per cent performance level,'' he added.

The NACCIMA president, however, observed that the figures were in stark contrast to the position of the Senate ad-hoc Committee on Privatisation, which posited that 80 per cent of the firms were not performing.

In addition, he said Nigeria could borrow from the lessons of the economic policies of the “Asian Tigers” -- Hong Kong, South Korea, Singapore and Taiwan -- to boost the manufacturing sector.

He, however, warned that Nigeria must exercise ``caution'' in trying to imitate the Asian policies.

He explained that government needed to consider the peculiarities of the nation’s economy and marry it with those of Asia in areas “where policies are applicable rather than wholesale adoption”.

``This is because the casualty between growth and industrialisation could prove to be a costly mistake as seen in other countries, in pushing for rapid industrialisation,’’ Ajayi stated.

The Economic and Financial Crimes Commission (EFCC) on Monday indicted financial institutions in Nigeria over what the sleaze busting agency described as unprecedented sharp practices.


Ibrahim Lamorde, who revealed this to newsmen in Abuja added that, the development was worrisome. “EFCC is getting increasingly disturbed with activities of Nigerian banks. To say the least, our banks are still knee-deep in some unprofessional conducts.”


The anti-sleaze agency boss stated further that, activities of some of the banks were already impacting negatively to the nation’s economy. “Unless they sit-up, EFCC would have no other option than close in on them. No one among them is into banking business; all they are doing is cutting corners to make illegitimate money. But their time is up and we would get them.”


Lamorde lamented that Banks in the country were still into money laundering and other financial crimes, “some of them round-trip foreign exchange, thereby depriving the country of the much needed foreign exchange. They do not sell foreign exchange to those that would make use of it instead they prefer dealing with Bureau d Change operators.”


The EFCC boss said, the agency has concluded arrangement to invade some of the identified banks and bring them to book very soon. According to him, “the operation would start very soon and we would take them unaware, because they are short-changing the economy.”


It was also gathered that most of the high profile cases in the country that are still pending in courts, are one way or the other suffering one frustration or the other from the banks. “They would do everything possible to frustrate investigation, using some lawyers. But we would soon move against them.”


Lamorde said the nation economy and her currency would have done better is banks were truly into genuine banking business.

The National Planning Minister, Shamsudeen Usman, has said that the proposed N5000 note is not for mass circulation.

He said the N5,000 note was meant for banks and heavy cash users.



The minister said his after the meeting of the Economic Management Team (EMT) presided over by President Goodluck Jonathan.

It was during this same meeting that the Federal Government formally endorsed the introduction of the note despite the criticism that has greeted its introduction.

The Chairman of Stanbic IBTC Bank and a member of the Economic Management Team, Peterside Atedo on Tuesday said that he supports the move by the Central Bank of Nigeria (CBN) to introduce the N5000 note in the country.

Speaking to journalists after this week’s Economic Management Team’s meeting presided over by President Goodluck Jonathan in Abuja, Mr Peterside said “Last year Nigeria spend N47 billion printing these small notes.”

The renowned banker said if the country was printing bigger notes “you will print a fewer number of the notes and you will make a phenomenal saving.

“If I was the one in charge, I will print N10, 000 notes,” he declared.

Reacting to questions on the relationship between inflation and printing of higher denominations, Mr Peterside said printing higher currency does not result in inflation.

“There is no inflationary impact,”” he said. He describes as “Voodoo economics” the argument by some critics that the introduction of the proposed N5000 note will result in inflation in the Nigerian economy.

Meanwhile, Business mogul and another member of the Economic Management Team, Aliko Dangote said “the introduction of the N5000 really has nothing to do with inflation as people have been saying.”

He said the CBN has explained and convinced the Federal government on the need to print the N5000 notes.

“Actually it is just to protect the currency. It is not going to cause any inflation. The cost of printing the N5000 is not different from that of printing the other currencies.

The Federal Government has announced its plans to make this year’s Independence Day celebration a low-key event following security challenges facing the country.

Addressing a news conference in Abuja, Minister of Interior Comrade Abba Morro said that the administration believes that proper foundation should be laid before any celebration.

He said President Goodluck Jonathan’s agenda has taken off, describing it as an athletic race which should not be celebrated until he wins.

“The world today is troubled; there are cries of infrastructure decay in Nigeria and insecurity. Rather than commit money into celebration, we will rather use it for the development of the country, it will be too immature to embark on flamboyant activities while there are large number of unemployed youths in the country,” he said.

Morro also used the medium to unveil programs lined up for the event. Insisting that the low key celebration will begin with a presidential retreat for civil society organizations on September 6 and National Award on September 17.

The sea ice in the Arctic Ocean has melted to its smallest point ever in a milestone that may show that worst-case forecasts on climate change are coming true, US scientists said.

The extent of ice observed on Sunday broke a record set in 2007 and will likely melt further with several weeks of summer still to come, according to data from the National Snow and Ice Data Center and the NASA space agency.

The government-backed ice center, based at the University of Colorado at Boulder, said in a statement that the decline in summer Arctic sea ice "is considered a strong signal of long-term climate warming."

The sea ice fell to 4.10 million square kilometers (1.58 million square miles), some 70,000 square kilometers (27,000 square miles) less than the earlier record charted on September 18, 2007, the center said.

Scientists said the record was all the more striking as 2007 had near perfect climate patterns for melting ice, but that the weather this year was unremarkable other than a storm in early August.

Michael E. Mann, a lead author of a major UN report in 2001 on climate change, said the latest data reflected that scientists who were criticized as alarmists may have shown "perhaps too great a degree of reticence."

"I think, unfortunately, this is an example that points more to the worst-case scenario side of things," said Mann, director of the Earth System Science Center at Penn State University.

"There are a number of areas where in fact climate change seems to be proceeding faster and with a greater magnitude than what the models predicted," Mann told AFP.

"The sea ice decline is perhaps the most profound of those cautionary tales because the models have basically predicted that we shouldn't see what we're seeing now for several decades," he added.

Arctic ice is considered vital for the planet as it reflects heat from the sun back into space, helping keep down the planet's temperatures.

The Arctic region is now losing about 155,000 square kilometers (60,000 square miles) of ice annually, the equivalent of a US state every two years, said Walt Meier, a scientist at the National Snow and Ice Data Center.

"It used to be the Arctic ice cover was a kind of big block of ice. It would melt a little bit from the edges but it was pretty solid," Meier told reporters on a conference call.

"Now it's like crushed ice," he said. "At least parts of the Arctic have become like a giant slushie, and that's a lot easier to melt and melt more quickly."

The planet has charted a slew of record temperatures in recent years, with 13 of the warmest years ever taking place in the past decade and a half, along with extreme weather ranging from severe wildfires in North America to major flooding in Asia.

"These figures are not the result of some freak of nature but the effects of man-made global warming caused by our reliance on dirty fossil fuels," he said in a statement.

Shaye Wolf of the Center for Biological Diversity pressure group called the record ice melt "a profound -- and profoundly depressing -- moment in the history of our planet."

The melt has rapidly changed the politics and economics of the Arctic region, with shipping companies increasingly eager to save time by sailing through the once-forbidding waters.

Data released Monday by the Washington-based Center for Global Development found that nations including China, India and the United States were reducing the intensity of their carbon emissions but that the effort was overwhelmed by the surge in power consumption in developing nations.
