Let me give you a breakdown of how it went down.
1. Igbos were killed en mass in a pogrom across Northern Nigeria.
2. Survivors excaped to the East.
3. There was mass anger in the East.
4. The Eastern Regional House of Assembly met and had series of meetings.
5. Based on popular demand by the masses, they pressured Ojukwu to declare Biafra since Igbos/Eastern minorities we're no longer safe in Nigeria.
6. Ojukwu asked soldiers and policemen who were not indigenous to the East to leave and he stopped payment of royalties to the federal government.
7. Ojukwu then declared Biafra.
8. The then Ghanaian president I think Kwame Nkrumah invited both top Nigerian and Biafran diplomats along with the respective heads of state to Aburi on discussions about how to stop the unfolding crises.
9. In Aburi, Ojukwu and Gowon reached agreement on how to deescalate tensions peacefully.
10. On returning to Nigeria, Gowon met with other Northerners, mainly Hausa/Fulani who were acting on Britain's advice and they told Gowon not to honour the Aburi agreement.
11. Ojukwu and top ranking Igbos/Eastern minorities insisted that the agreement must be honoured. That was when the phrase "On Aburi we stand" became massively popular.
12. Gowon declared 12 states and followed it up with what he called a police action to round up the Biafrans within days.
13. Ojukwu scrambled some soldiers towards its Northern borders with Nigeria to defend its territory.
14. Nigerian troops arrived a place called Garkem, I think it should be around Ogoja in present day Cross River where they fired the first shots on Biafrans signalling the start of the war.
