With few weeks to the end of his first term in office, President Muhammadu Buhari has spent a total of 404 days (a year and 39 days) travelling to 33 countries on four continents in about four years of his first term in office, Saturday PUNCH can report.

The country he visited the most was the United Kingdom where he spent 217 days mostly on health grounds and meetings of Commonwealth Heads of State and Government.


His second most visited country was the United States where he spent a combined 41 non-consecutive days.

He met ex-President Barack Obama and President Donald Trump at different times and also attended the 70th, 71st, 72nd and 73rd sessions of the United Nations General Assembly.

France was the third most visited country with Buhari spending 14 non-consecutive days there. China came fourth with 13 days and Jordan occupied the fifth position with eight days.


Other countries the President visited during the over 46-month period under review included the United Arab Emirates (seven); Morocco (seven); Germany (seven); South Africa (seven); Saudi Arabia (six); India (five); Chad (five); Kenya (five); Turkey (five); Poland (five); and Malta (five).

Others were Senegal (four); Ethiopia (four); Mauritania (four); Netherlands (four); Togo (four); Republic of Benin (four); Côte d’Ivoire (three); Iran (three); Equatorial Guinea (three); Cameroon (two); Ghana (two); Niger (two); Gambia (two); Egypt (two); Qatar (two); Mali (one); and Sudan (one).


Incidentally, the President did not visit any country in South America.

Apart from medical reasons, the President was out of the country to seek security assistance, improve on the nation’s economy and trade, and seek support for his fight against corruption.

Findings showed that while the President was able to build an alliance with neighbouring countries to curb the activities of Boko Haram, his travels did not translate much to Foreign Direct Investment except in 2016.


Nigeria attracted $3.4bn in FDI in 2015 and saw a huge boost in 2016 with the nation getting $5.1bn.

However, in 2017, the nation’s FDI took a sharp decline, dropping to $3.5bn, and to $2.2bn in 2018. Ghana surpassed Nigeria in 2018 as it drew $3.3bn.

Breakdown of Buhari’s travels in 2015


Shortly after his inauguration, Buhari on June 3 and 4, 2015 travelled to the Republic of Niger and Chad Republic for consultations on how to tackle terrorism in the country and the region.

On June 7, 2015, he travelled to Germany to attend the G-7 summit and returned on June 9. He proceeded to South Africa on June 13, 2015 for the African Union Summit in continuation of talks on anti-terrorism fight and returned on June 16.



On July 19, 2015, the President embarked on a four-day official visit to the United States and after he returned on July 23, he proceeded to Cameroon for a two-day visit on July 29 and returned on July 30.

A former Governor of Delta State, Chief James Onanefe Ibori, has dragged the United Kingdom to the European Court of Human Rights in Strasbourg, France, in a bid to quash his conviction by a London court.

The attestation papers, filed in this respect, were received by the European court on April 16, 2019.


The foundation of Ibori’s appeal, according to the papers filed by his counsel, rests on his claim that Britain disobeyed its own laws all in a rush to get him convicted.

His counsel argued that “this application concerns an unusual provision of United Kingdom law: s17 of the Regulation of Investigatory Powers Act 2000 (‘RIPA’).

According to the former governor’s counsel, “it prohibits any reference, in any proceedings, to an intercepted communication or its contents- e.g. an intercepted phone call – in circumstances in which its origin as an intercepted communication is disclosed or could be inferred. The United Kingdom is virtually unique in having such a provision: intercepted communications are used routinely as evidence in court proceedings throughout Europe and the rest of the world.


Ibori’s counsel alleged that the “operation of Section 17 of RIPA, as applied in the highly unusual circumstances of his case, resulted in a violation of Ibori’s rights pursuant to Article 6 of ECHR”.

He further argued that this actually is the crux of the matter, because Britain’s failure to obey its own laws has rendered every other thing that followed, including his guilty plea later, defective.

Ibori went on appeal after pleading guilty. But his counsel said, in the appeal papers filed at the European Court of Human Rights, that Ibori had pleaded guilty to criminal offences but subsequently applied for permission to appeal his convictions in light of the disclosure of new material.


According to his counsel, it is this “new material” which surfaced later that Ibori is predicating this appeal on.

Ibori’s counsels said in the case filed at the EU Court of Human Rights that at one of the court’s sittings, “Ms Sasha WASS QC (‘SWQC’), who had previously been instructed to prosecute the applicant (Ibori), sent a note to the Court of Appeal (‘the Wass Note’).

The counsels argued that, “it was a highly unusual note because it provided information, which could easily identify the source of the new material on which the Applicant’s appeal was based. However, in a reverse twist, such disclosure is prohibited in all court proceedings by Section 17 of RIPA”.

In an effort to attempt to comply with Section 17 of RIPA for the remainder of the hearing, the Court of Appeal imposed ‘Ground Rules’ on the parties, which limited what the applicant’s counsel could refer to in his submissions.

The applicant submitted to the Court of Appeal – and submits in this application – that Section 17 of RIPA, combined with the ‘Ground Rules’, prevented him from properly developing his submissions before the Court of Appeal, adding that “as a result his appeal hearing was unfair.”

This development, it was learnt, is the major plank on which Ibori’s case rests.

The former governor appealed to the EU Court of Appeal because a London Appeal Court had refused to interrogate this submission and actually ruled that the issue of what is now known as “the Wass Note” was a no-go area.

He alleged that Britain denied him his rights to fair trial – which is recognised everywhere in the free world.

His appeal was based on the following issues: “That identified corrupt British Police Officers were responsible for the conduct of the case against him. That they deliberately withheld prosecution evidence, which had it been disclosed at the correct time would have prevented any guilty pleas being entered. That the prosecution failed to follow the legally required RIPA procedure as stipulated in British Law.”

He alleged that the Court of Appeal ruled against him and went further to refuse him leave to bring an appeal on the case they had just determined

The High Commission of Canada to Nigeria has faulted an online story claiming that the Canadian Government had petitioned President Muhammadu Buhari, asking him to release one million Nigerians for the Canadian government to fill six million job vacancies.

The High Commission, via its official Twitter handle @CanHCNigeria, warned, “If you see a story online about moving to Canada that seems too good to be true – shine your eyes well-well.”


The warning was in response to a story titled, “Canada’s Prime Minister begs Nigeria President for one million immigrants,” published by an online platform and re-published and wildly circulated on the social media.

The online publisher of the news which the High Commission of Canada to Nigeria has since declared completely fake, had alleged:

The Prime Minister of Canada, Justin Trudeau, has pleaded with Nigeria’s President Muhammadu Buhari, to allow one million Nigerians enter Canada under a new Employment and Migration Programme designed for immigrants.


According to Trudeau, immigrants from Nigeria have been a strong force in Canada’s growth in all sectors of its economy.

“We can’t undermine or overlook the contribution of immigrants in Canada’s development especially our brothers and sisters from Nigeria”, Trudeau said.

The PM added that, over the past three years, Canada has granted residency to all Nigerians who were illegally living in Canada and applied to remain.

The United States Embassy in Nigeria says contrary to popular beliefs, its visa officers are not always happy denying the visa applications of Nigerians.

The embassy subsequently asked Nigerians to tune into a live Facebook talk at 2 pm on Wednesday.

A Facebook post read in part, “Contrary to popular opinion, visa officers do not enjoy handing anyone the 214b refusal letter.

“Proof: Visa Officers will be live on Facebook to talk about some of the commonly misunderstood questions on the DS 160 and help you improve your next application.”

However, over 200 Nigerians disagreed in the comment section of the embassy’s Facebook page.

Adaobi Emmanuella Njoku wrote, “Contrary to what you just posted, I think and believe they actually do enjoy it because they act like they know it all and still end up giving visas to people without genuine intentions.

“I can’t wait for Wednesday to come because I have already prepared my questions. They will explain to me how it is possible to deny a person visa three times with three different reasons at different times when the form was filled exactly the same and for the same purpose: for a medical trip to help save one’s child. I can’t wait for Wednesday.”

Menuba Esther Amaka also wrote, “Why is the application fee non-refundable? That’s what is bordering me.”

Another Facebook user, Akufai Valentine Jonah, recalled how he was denied a visa despite obtaining a scholarship in 2013.

He also expressed disapproval with the way the consular officer spoke to him.

Jonah wrote, “I had a terrible experience in 2013. I got a scholarship to attend a conference in Denver but was denied a visa. I was not angry because I was denied a visa. I was angry with the manner of the disrespect from the consular officer.

“Imagine giving one that refusal letter and you are told ‘off you go’ without any tangible explanation, after reading the letter, it states that I don’t have strong ties to my country either through being married, neither do I have a job and back then I used to work with an NGO and it was clearly stated in my application. I have forgotten the third excuse.

“I just laughed and left, I know people who are single then and are still single today that have got US visas. I know people who have no job but have got a US visa, I know people who had zero travel records but were granted US visa. Since that episode, I have never ever applied for a US visa because I don’t have any business there for now.”



The PUNCH had reported last year how the US denies hundreds of Nigerians visas on a daily basis and how the embassy generates N57m from Nigerians.

I agree with this statement. Buhari doesn't have a targeted approach specific to almajari. He just seems cool funding education in general and doing school feeding.

Those almajari schools were handed over to the state. They didnt criticize the project or reject the handover. The issue is now the practice of almajari isnt regulated. These kids are pretty much orphans unless you believe the Imam is their guardian. States need to pull there own weight on issue. The almajari phenomenon is a Nigerian creation.

I still believe that with the right support from well meaning Nigerians Jonathan would have overcome the bad people that surrounded him than pushing him away completely. Many of them already left the PDP at a time and joined the apc.
He played into our hands by saying looting is not corruption
