With legislative bodies like the Senate and the house of rep , it is up to Senators and Reps themselves to choose their leader . Not you and me . The North is thus banking on its greater number to simply win influential positions . The thinking is that a Northern candidate will win when all candidates slug it out thanks to their majority in the lower house .
