A delay in financing from multilateral lenders could leave Africa’s biggest economy and top oil producer, battered by low crude prices, unable to fully finance a record 10.8 trillion naira ($28.35 billion) budget.

The central bank has said Nigeria’s balance of payments gap this year will be $14 billion.

The World Bank, which has said Nigeria could be heading toward its greatest fiscal crisis in 40 years, had aimed to bring the loan to its board for approval this month, but the sources said negotiations over what Nigeria will do to secure it were incomplete.

“They are not convinced about the reforms,” a source close to the government said. All three sources declined to be named due to the sensitivity of the negotiations. The source added that the currency was the core issue.

World Bank loans are often contingent upon reforms. It has not outlined any demands, but said previously that it was “recommending” a more unified, flexible exchange rate. Fuel subsidies and electricity tariffs are also being discussed.

Another banking source said the loan could now not be approved until October.

Nigeria’s finance ministry directed queries to the World Bank. In a statement, the lender said discussions were at an advanced stage, but confirmed that it had not presented the loan to its board.

“Of particular importance are the steps the government is taking to marshal the needed fiscal resources for a pro-poor response to the crisis and undertake the reforms that will help ensure a robust recovery,” the statement said.

Nigeria’s policy of supporting the naira has become more costly since the oil price slide, as it relies on oil for 90% of its foreign exchange. It has devalued the naira twice this year, but the sources said that was not enough for the World Bank, which wanted fuller reform of the naira policy.

Nigeria also said it had eliminated fuel subsidies through a “floating” price cap, but two of the sources said the World Bank felt the mechanism was not sufficiently transparent.

'Once Upon a Virus': China mocks U.S. coronavirus response in Lego-like animation



SHANGHAI – China has published a short animation titled “Once Upon a Virus” mocking the U.S. response to the new coronavirus using Lego-like figures to represent the two countries.

Washington and Beijing are locked in a war of words over the origins of the disease, which emerged in the Chinese city of Wuhan and has grown into a global pandemic.




U.S. President Donald Trump said on Thursday he was confident the coronavirus may have originated in a Chinese virology lab, but declined to describe the evidence.

In the animation posted online by China’s official Xinhua News Agency, red curtains open to reveal a stage featuring Lego-like figures in the form of a terracotta warrior wearing a face mask and the Statue of Liberty.

“We discovered a new virus,” says the warrior.

“So what?” replies the Statue of Liberty. “It’s only a flu.”

As the warrior issues warnings about the virus and counts off the grim milestones in China’s outbreak, the Statue of Liberty replies dismissively with echoes of Trump’s news conferences in which he played down the severity of the illness.

“Are you listening to yourselves?” asks the warrior as the statue begins to turn red with fever and gets hooked up to an intravenous drip.

“We are always correct, even though we contradict ourselves,” the statue replies.

“That’s what I love about you Americans, your consistency,” says the warrior.

The United States and other countries have accused China of misleading the world about the severity of the outbreak, and there are growing calls for an international inquiry into the origins of the virus.

In an interview, Trump said he believes China’s handling of the coronavirus pandemic is proof that Beijing “will do anything they can” to make him lose his re-election bid in November.

Lego’s press office wrote in an emailed statement on Saturday: “We weren’t involved in making the animation in any way.”

No amount is too much for rent. Comfort can never be too expensive. I don't know what kind of apartment you are staying in for 300k in yaba to give any advise. But you should be mindful of the fact that Nigeria is a rough place and anything can happen at anytime so you want to build a good buffer in savings and investment and that could mean cutting down on comfort now.
