In pursuance of the primary objective of saving our great nation from total collapse, I, Major-General Muhammadu Buhari of the Nigerian army have, after due consultation amongst the services of the armed forces, been formally invested with the authority of the Head of the Federal Military Government and the Commander-in-Chief of the armed forces of the Federal Republic of Nigeria. It is with humility and a deep sense of responsibility that I accept this challenge and call to national duty. As you must have heard in the previous announcement, the constitution of the Federal Republic of Nigeria (1979) has been suspended, except those sections of it which are exempted in the constitution. The change became necessary in order to put an end to the serious economic predicament and the crisis of confidence now afflicting our nation. Consequently, the Nigerian armed forces have constituted themselves into a Federal Military Government comprising of a Supreme Military Council, a National Council of States, a Federal Executive Council at the centre and State Executive Councils to be presided over by military governors in each of the states of the federation. Members of these councils will be announced soon. The last Federal Military Government drew up a programme with the aim of handing over political power to the civilians in 1979. This programme as you all know, was implemented to the letter. The 1979 constitution was promulgated. However, little did the military realise that the political leadership of the second republic will circumvent most of the checks and balances in the constitution and bring the present state of general insecurity. The premium on political power became so exceedingly high that political contestants regarded victory at elections as a matter of life and death struggle and were determined to capture or retain power by all means. It is true that there is a worldwide economic recession. However, in the case of Nigeria, its impact was aggravated by mismanagement. We believe the appropriate government agencies have good advice but the leadership disregarded their advice. The situation could have been avoided if the legislators were alive to their constitutional responsibilities. Instead, the legislators were preoccupied with determining their salary scales, fringe benefit and unnecessary foreign travels, et al, which took no account of the state of the economy and the welfare of the people they represented. As a result of our inability to cultivate financial discipline and prudent management of the economy, we have come to depend largely on internal and external borrowing to execute government projects with attendant domestic pressure and soaring external debts, thus aggravating the propensity of the outgoing civilian administration to mismanage our financial resources. Nigeria was already condemned perpetually with the twin problem of heavy budget deficits and weak balance of payments position, with the prospect of building a virile and viable economy. The last general election was anything but free and fair. The only political parties that could complain of election rigging are those parties that lacked the resources to rig. There is ample evidence that rigging and thuggery were relative to the resources available to the parties. This conclusively proved to us that the parties have not developed confidence in the presidential system of government on which the nation invested so much material and human resources. While corruption and indiscipline have been associated with our state of under-development, these two evils in our body politics have attained unprecedented height in the past few years. The corrupt, inept and insensitive leadership in the last four years has been the source of immorality and impropriety in our society. Since what happens in any society is largely a reflection of the leadership of that society, we deplore corruption in all its facets. This government will not tolerate kick-backs, inflation of contracts and over-invoicing of imports etc. Nor will it condone forgery, fraud, embezzlement, misuse and abuse of office and illegal dealings in foreign exchange and smuggling. Arson has been used to cover up fraudulent acts in public institutions. I am referring to the fire incidents that gutted the P&T buildings in Lagos, the Anambra State Broadcasting Corporation, the Republic Building at Marina, the Federal Ministry of Education, the Federal Capital Development Authority Accounts at Abuja and the NET Building. Most of these fire incidents occurred at a time when Nigerians were being apprehensive of the frequency of fraud scandals and the government incapacity to deal with them. Corruption has become so pervasive and intractable that a whole ministry has been created to stem it. Fellow Nigerians, this indeed is the moment of truth. My colleagues and I – the Supreme Military Council, must be frank enough to acknowledge the fact that at the moment, an accurate picture of the financial position is yet to be determined. We have no doubt that the situation is bad enough. In spite of all this, every effort will be made to ensure that the difficult and degrading conditions under which we are living are eliminated. Let no one however be deceived that workers who have not received their salaries in the past eight or so months will receive such salaries within today or tomorrow or that hospitals which have been without drugs for months will be provided with enough immediately. We are determined that with the help of God we shall do our best to settle genuine payments to which government is committed, including backlog of workers’ salaries after scrutiny. We are confident and we assure you that even in the face of the global recession, and the seemingly gloomy financial future, given prudent management of Nigeria’s existing financial resources and our determination to substantially reduce and eventually nail down rises in budgetary deficits and weak balance of payments position. The Federal Military Government will reappraise policies with a view to paying greater attention to the following areas: The economy will be given a new impetus and better sense of direction. Corrupt officials and their agents will be brought to book. In view of the drought that affected most parts of the country, the federal government will, with the available resources, import food stuffs to supplement the shortfalls suffered in the last harvest. Our foreign policy will both be dynamic and realistic. Africa will of course continue to be the centre piece of our foreign policy. The morale and combat readiness of the armed forces will be given high priority. Officers and men with high personal and professional integrity will have nothing to fear. The Chief Justice of Nigeria and all other holders of judiciary appointments within the federation can continue in their appointments and the judiciary shall continue to function under existing laws subject to such exceptions as may be decreed from time to time by the Federal Military Government. All holders of appointments in the civil service, the police and the National Security Organisation shall continue to exercise their functions in the normal way subject to changes that may be introduced by the Federal Military Government. All those chairmen and members of statutory corporations, parastatals and other executive departments are hereby relieved of their appointments with immediate effect. The Federal Military Government will maintain and strengthen existing diplomatic relations with other states and with international organisations and institutions such as the Organisation of African Unity, the United Nations and its organs, Organisation of Petroleum Exporting Countries, ECOWAS and the Commonwealth etc. The Federal Military Government will honour and respect all treaties and obligations entered into by the previous government and we hope that such nations and bodies will reciprocate this gesture by respecting our country’s territorial integrity and sovereignty. Fellow Nigerians, finally, we have dutifully intervened to save this nation from imminent collapse. We therefore expect all Nigerians, including those who participated directly or indirectly in bringing the nation to this present predicament, to cooperate with us. This generation of Nigerians, and indeed future generations, have no country other than Nigeria. We shall remain here and salvage it together. May God bless us all. Good morning. Justice Okon Abang of the Federal High court in Lagos has barred the Nigeria Police, the National Drug Law Enforcement Agency, the State Security Service, and the Nigerian Customs Service from arresting and extraditing to the United States wanted senator-elect, Buruji Kashamu for trial over drug related offences. Mr. Kashamu had filed a fundamental right suit against the Inspector General of Police, NDLEA, SSS, the Attorney General of the Federation and Minister of Justice, the Nigeria Customs, the Nigeria Immigration Service, and the Chairman of the NDLEA, Ahmadu Giade. Delivering his judgement, which started 9:20 am Wednesday morning in Lagos, Justice Abang said the court would not stop the police or NDLEA from its investigations or possible arrest and extradition of Mr. Kashamu but that that must be done within the ambiance of the extradition act. “The respondents cannot be perpetually restrained from arresting the applicants but can be restained from unlawful arrest of the applicant without compliance to the provision of the extradition act”. The judge also ruled that the Senator-elect be sworn in as senator of the Federal Repubic of Nigeria by the clerk of the National Assembly. Another judge, Ibrahim Buba of a Federal High Court in Lagos, had on Tuesday ordered personnel of the NDLEA out of Mr. Kashamu’s home. Mr. Kashamu had been under house arrest since Saturday morning when anti-narcotic agents secured his property. The NDLEA had said Mr. Kashamu was detained to ensure he appears in court to face extradition proceedings on Monday. So, how can he turn back and accuse me of corruption? Then he must be part of the corruption himself. At his birthday lecture, he said “He (Wike) has been saying that he will probe me, but everybody can remember that despite calls by people of this state to probe former Governor Peter Odili, I never did. If you continue probing what the former administrations have done, how will you perform? “This hall is a testimony of my actions in government and I can say boldly that I am a Christian, I have never killed in the course of my political life and I will not kill anybody in my life. Rather, I will drop my political ambition. “I have satisfaction over what I have done, especially five days ago when my children and I were discussing in the United Kingdom. We were gossiping their mother, my wife, Judith. One of my sons said: ‘Despite the problems we have in Nigeria, you are so honest and transparent.’ I asked why he said so and he responded that ‘from our relationship with you, you have always told us not to steal anybody’s property and it is important for all Nigerians be critical of that.’ “My eldest son also told me, ‘It is a good thing you are leaving government, but why hand over to Wike as governor?’ He said everybody knows my struggle and he was proud to have me as a father. For me, that is one of my greatest achievements as a father. “The fight is not over yet, the struggle continues. Wike is looking for us to come and join them in office but that will not happen. They even got injunction against the panel we set up to investigate deaths of innocent people during the presidential and governorship election in Rivers State. “He went ahead to hire people like Ateke Tom just because of elections. I can boldly say that when I became a governor, nobody died, but because of Wike’s ambition, people are dying every day. The Lord I worship assured Nigerians that God will save us from the Peoples Democratic Party, PDP, and I can say that God will deliver us and we will defeat Wike. Following his failure to honour the invitation of the Economic and Financial Crimes Commission (EFCC), the anti-graft agency has disclosed that it will, any moment from now, declare former Borno State governor Ali Modu Sheriff wanted over alleged misappropriation, embezzlement of funds and abuse of office while he was governor of the state between 2003 and 2011. The Commission’s spokesman, Mr Wilson Uwujaren, disclosed this yesterday during a press conference in Abuja. According to the anti-graft agency, Modu Sheriff had been summoned to appear before the Commission on Thursday, April 23, at 10am for questioning but he was yet to honour the invitation, hence the Commission is set to exercise one of its options, which is declaring him wanted. LEADERSHIP recalls that Sheriff was the governor of Borno State on the platform of the defunct All Nigeria Peoples Party (ANPP). It was alleged that part of the N300 billion his administration received from the Federation Account between during the period may not have been judiciously spent.efcc-logo-4_11 Uwujaren spoke while reacting to allegations made by one of its dismissed former officials, Juliet Ibekaku, that the Commission had not convicted any big name or ex-governor in the past eight years. The formers governors are Saminu Turaki (Jigawa), Joshua Dariye (Plateau), Orji Uzor Kalu (Abia), Chimaroke Nnamani (Enugu), Abubakar Audu (Kogi), Danjuma Goje (Gombe), Akwe Doma (Nasarawa), and Rev. Jolly Nyame (Taraba). According to the commission, the case against Ayodele Fayose has only been temporarily halted because of his re-election as Ekiti State governor. This was contained in a statement issued yesterday by EFCC’s spokesman Mr Wilson Uwujaren, entitled ‘EFCC Warns Dismissed Staff Against Misinformation.’ The Commission was reacting to what it described as the campaign of calumny launched against it by two of its former employees, Ms Juliet Ibekaku and Mr Michael Nzekwe. The anti-graft agency noted that “Ibekaku, a failed deputy governorship candidate of the All Progressives Congress in Enugu State, has been using her participation in APC policy events to fire broadsides at the EFCC. According to the Commission, she had last week, at an APC Policy Dialogue in Lagos, accused the EFCC of neither convicting former governors being prosecuted in courts nor recovering the public’s assets in their possession . “In the past seven or eight years since EFCC started, we’ve been hearing about governors who have been in the courts for the past eight years, no conviction, nothing! No assets recovered. And we are still (sic) back to square one. So, something has to change. And in my mind, what needs to change is the leadership. The second thing that needs to change is the staffing,” Ibekaku had stated. But faulting her claims, the EFCC said she was rather “galvanized by a burning, selfish desire to run down the EFCC because she was dismissed from the Commission for gross indiscipline.” The Commission also cited former state governors, DSP Alamieyeseigha of Bayelsa, Lucky Igbenedion of Edo and James Ibori of Delta, as examples of former governors who had been convicted and their assets confiscated by the courts. It noted that the case involving former governor of Enugu State, Chimaroke Nnamani, alongside his then aide Sunday Anyaogu and six firms linked to them, which has been in court since he was first arraigned in 2007, was ongoing. “EFCC in 2014 sought a separate trial of the companies and on May 19, 2015, the companies pleaded guilty to an amended 10-count charge. We await the court’s pronouncement on the fate of the assets,”Uwugaren noted. The EFCC also explained that the case of the former Abia State Governor Orji Uzo Kalu was “currently at the Supreme Court where he is challenging the competence of the charge after the Court of Appeal affirmed the trial court’s ruling that he has a case to answer.” It listed about 10 properties and 13 bank accounts belonging to the former Abia State governor it had seized and frozen. As for Turaki, former governor of Jigawa State, EFCC said it also froze the accounts of companies linked to him. For former Governor Dariye, he “was recently ordered to proceed to trial after the Supreme Court rejected his appeal against the Appeal Court affirmation of the competence of the Commission’s charges against him.” He listed nine properties recovered from the former Plateau governor. “The cases involving former Kogi State governor Abubakar Audu; former Gombe State governor Danjuma Goje; former Nasarawa State governor, Akwe Doma, former Taraba State governor, Rev. Jolly Nyame are progressing in courts; several witnesses have been called by the prosecution,” the commission stated. The Commission observed that, while the records apply to cases involving ex-governors only, they do not tell the whole story regarding the prosecution and conviction record of the commission, adding that it had recovered several billions of naira. “Between 2012 and 2014, the Commission recovered N65,320,669,350.35 (over N65.3bn). Also, the sum of $245, 952,030.13, and £693, 399 and 62,600 Euros were also recovered during the period,” it stated. Uwujaren expressed regret that Ibekaku was applauded by her audience, who mistook her intervention for altruism without knowing that what drove her was neither party nor national interest. He said, “Indeed, were her comments from someone who had no relationship with the Commission, one might have excused it for ignorance. But Ibekaku, who is also a lawyer, knows the achievements and efforts of the EFCC in the prosecution of Politically Exposed Persons (PEPs) and the quantum of assets that have been recovered by the EFCC but has chosen to play the ostrich. “But, these facts mean nothing to Ibekaku who, in the pursuit of her latter-day ambition, is willing to publicly repudiate the achievements of an organization which she was a prominent part of, and one on whose pedestal she stood to attain all the “glowing” personal achievements she has been parading in the media. “The obvious goal of Ibekaku is to hoodwink unsuspecting Nigerians by her posturing as an anti-corruption czar, what with her curriculum vitae that advertises her as a top official of the EFCC, where she spent about seven years of her recent adult working life. “Ibekaku has declared a media misinformation war on the Commission for simply telling Nigerians she was no longer in the service of the Commission, contrary to her posturing. “Let it be emphasized once again that in apportioning sanctions to Ms Ibekaku, along with her co-traveller, Michael Nzekwe, and nine others who were dismissed from the Commission, EFCC was guided by its Staff Regulations and extant Public Service Rules. “Ms Ibekaku is challenging her dismissal at the National Industrial Court and we call on her to allow the court rule on her application and not to engage in acts tantamount to self-help, which only highlights, among others, acts unbecoming of a public officer, the reason she was dismissed from EFCC in the first place: gross indiscipline.” Adamawa drags Fintiri to commission Former acting governor of Adamawa State, Umaru Fintiri, may soon be facing charges over allegations that he looted the state’s treasury to the tune of billions of naira in the short time he acted as governor. That follows a petition against the governor by the Adamawa State government which was lodged at the Economic and Financial Crimes Commission (EFCC). The state government is asking the anti-graft agency to assist it in recovering funds allegedly looted by the former acting governor of the state. Fintiri, a former speaker of the state House of Assembly, who acted as the state governor between July and October, 2014, following the impeachment of the then governor, Alhaji Murtala Nyako, and his deputy, Barr. Bala James Nggilari, was said to have spearheaded their removal to pave the way for himself to emerge as governor. According to the petition now before the EFCC, filed by the state government, Fintiri’s financial misdeeds and questionable expenditures are of monumental proportion. The petition, dated May 11, 2015 and signed by the secretary to the state government (SSG), Mr Ibrahim A. Welye, is entitled, ‘Petition Against Ahmadu Umaru Fintiri , Erstwhile Acting Governor Adamawa State for Embezzlement, Misappropriation and Diversion of Public Funds.’ Specifically, the Adamawa State government has accused the former acting governor of purchasing a tea plantation in neighbouring Taraba State from the Bank of Agriculture at the whopping sum of N650 million. Besides, it said it was in doubt as to how Fintiri could have spent over N20 billion within 86 days of his stint as the acting governor, as he had stated at a press conference. The state government wrote, “On October 8, 2014, Barrister Bala James Nggilari assumed office as the governor of the state and has since discovered massive acts of embezzlement, diversion and misappropriation of state funds perpetrated by Ahmadu Umaru Fintiri. “Faced with the fight against insurgency, the state government did not take action at that time. It is now expedient to do so.” It also accused Fintiri of appropriating money for contracts not executed, including projects purportedly executed in areas of the state that were then under the control of Boko Haram. “Fintiri, then acting governor of Adamawa State, claimed to have constructed bridges at Marraraba Garta and Kamale in Michika local government when the said local government was completely under the control of Boko Haram insurgents. He also claimed to have executed the Malamre-Yola road altogether valued at N2.8 billion.” The North East state currently recovering from the devastating effect of the Boko Haram sect has also accused Fintiri of fraudulently approved N75 million for the electrification of Kirchinga in Madagali local government which was then also in the hands of the insurgents. It further accused of the former acting governor of paying the sum of N257 million on September 26, 2014 purportedly for the renovation of the House of Assembly complex, an amount the state government said “was not only outrageous but phantom.” The state government also requested the anti-corruption agency to investigate the Speaker’s purchase of the multimillion naira farm using his company, Mayim Construction and Property Ltd. It further accused Fintiri of diverting the sum of N497 million earmarked for the construction of the Faculty of Law of the Adamawa State University (ADSU), after the foundation stone was laid. |

President-elect Muhammadu Buhari, victorious at the polls, opened up to Weekly Trust in an all-access interview, wherein he relaxed, revealing previously unknown sides to his personality against the backdrop of his Daura home. Excerpts: Weekly Trust: It’s about a week to the inauguration and we believe you are terribly busy, but you still had to come back home. What does Daura mean to you? Muhammadu Buhari: This is where I was born and raised. I have nieces, nephews, cousins, first and second generation and I have schoolmates here. I believe after the inauguration there will be a lot of work and maybe for several or many weeks, I may not be able to come here even if I wanted to. I have my farm, orchard and animals that are very dear to me, that I would like to say goodbye to. WT: You are talking of weeks, which suggests that every few weeks you will want to come home and reconnect with your roots? Buhari: Especially when Ramadan is a few weeks away, yes. Normally, while I was busy in Kaduna, I always visited Daura on the first week of Ramadan. I don’t spend Eid-el Fitr here but always come at the beginning and the end of Ramadan. I don’t think being the president would stop me from doing that. WT: You must have a routine when you come to Daura. We understand you have a sister you visit and obviously your orchard as well. Do you also go round and visit friends? Buhari: I used to, but recently it has become difficult. I sometimes wonder why children don’t sleep early enough these days. I normally want to go visiting before 9:00pm, but if I go children are still awake, and they keep on shouting my name. And by the time I come out from any of the houses, there is always a crowd – mostly children – outside shouting my name. I only visit a few places, my late brother’s house to visit one of his widows and of course, my sister and sometimes my sister-in-law and then I head home. WT: This suggests that there is a big weight on you, as you are popular at home and certainly in the rest of the country. Do you feel it is too much responsibility to be this popular? Buhari: I don’t know. I suspect it must have been earned over time, right from when I was in school. When I come on holidays, my colleagues used to come and stay, spend the evening up till midnight sometimes. Other than once in 1956 when I was in form six, I never spent my holidays outside my hometown. After I left school and because of my military career, I didn’t have time. I joined the army and I was commissioned in 1963. My first posting was to Abeokuta and from there I went to Zaria, came back for another course in Kaduna, then back to Zaria. I went back to Abeokuta, the 2nd Infantry Battalion, then I was posted to Lagos Garrison to be in charge of transport when I was still a lieutenant. From there I was posted to Apapa, then went back to the 2nd Battalion after the coup in January 1966. I then came back to Kaduna with the battalion I started with in Abeokuta. Then I fought the civil war, after which I went to Staff College in India, came back, got posted to Port Harcourt under General Theophilus Danjuma. I was then posted back to Lagos as Commander of Transport in Apapa. So it went on and on. But whenever I got time, I always came back home. WT: What is the longest time you have stayed in Daura, especially when you were Head of State and afterwards when you settled in Kaduna? Buhari: I don’t think I ever spent more than three weeks at a stretch in Daura. Even when I come, surprisingly, I go to Zinder in Niger Republic if I want some peace and quiet, because people don’t know me there. And sometimes I drive to Maiduguri, because then I wasn’t known there. Why are the NNPC filling stations not functioning? Why is the federal govt looking the other way when we are buying fuel over #200 naira per litre? This morning I bought fuel here in lagos #150 only for them to increase it to #220 within 1hr! Na waoo I was on line waiting for my turn when I saw one guy buying fuel with a BUCKET and all of a sudden..........in other news one litre of fuel cost more than a litre of PMS in Venezuela.

ABUJA – Former British Prime Minister, Mr. Tony Blair has asked the incoming Nigeria’s president, General Mohammadu Buhari to overhaul the Nigerian National Petroleum corporation, NNPC, saying it was one sure way of tackling corruption and saving more money for infrastructural development. Blair also asked the leadership of the All Progressives Congress, APC to switch from its opposition status and assume the posture of head of an organization, stressing that the days of persuasion and agitations were over. He further stated that Buhari and the APC must be true to their words at all times, saying that the action of the incoming government within the first 100 days in office would determine the kind of goodwill it would eventually have. Blair spoke at a two policy dialogue themed “Implementing Change: From Vision to Reality”, organized by the Policy, Research and Strategy Directorate of the APC Presidential Campaign Council in Abuja on Wednesday. Orgasms Can Relieve Pain During an orgasm, the body releases a hormone known as oxytocin. Semen May Have Antidepressant Properties Not only is human sperm full of protein and can be a powerful antioxidant, but women who have unprotected sex might be happier. A study conducted a few years ago by researchers at the Department of Psychology at the State University of New York at Albany found that female students who were having sex with condoms showed more symptoms of depression than those who had sex without. “These data are consistent with the possibility that semen may antagonize depressive symptoms and evidence which shows that the vagina absorbs a number of components of semen that can be detected in the bloodstream within a few hours of administration,” said researchers. Of course, this doesn’t mean that you unprotected sex is always the way to go — using a condom significantly lowers your risk for sexually transmitted infections like gonorrhea, HIV, chlamydia, and more. Always use protection with casual or new partners. In addition, the findings in the study are not necessarily relevant to all sexual relationships. Studies have also shown that multiple sexual partners, promiscuity and unprotected sex may also have a correlation to depression and lower self-esteem. 3. Sex Can Strengthen Your Cardiac Muscles Researchers at the British Royal University found that when they had examined a group of men leading sexually active live they had a much lower risk of having either heart attacks or strokes. Research has found that frequent ejaculations may lead to a lower risk of prostate cancer later in life.The Journal of the American Medical Association published a study which found that men who had 21 or more orgasms a month were 30 percent less likely to develop prostate cancer than those who has less than 10 per month. Prevent Future Incontinence During an orgasm the pubococcygeus muscle, or PC muscle, contracts during sex. This muscle also controls urine flow and aids during childbirth in women. As women age, this muscle gets weaker and can sometimes lead to urinary incontinence. Doing Kegel exercises will not only help in preventing bladder issues, it can also increase the pleasure from an orgasm. 9. It Can Make You Smarter Dr. Jens Forster at University of Amsterdam and Jacobs University Bremen found that people who merely thought about sex had better critical thinking skills than those who didn’t. One of Nigeria’s most outspoken pastors, Tunde Bakare, yesterday collapsed in Lagos while giving a lecture to a gathering of investors.A close associate of Mr. Bakare, who oversees the Latter Rain Ministries, told SaharaReporters that the pastor’s collapse owed to exhaustion. “Pastor Bakare has been making a whirlwind of lectures recently. He attended the graduation of one of his kids in the U.S. and has held several meetings in the last week,” the source disclosed. Our correspondent learned that Mr. Bakare became lightheaded and collapsed as he delivered the lecture during Capital Investors dinner at the Eko Hotel and Suites in Lagos. An eyewitness said there was a swelling on his forehead after he fell. Mr. Bakare was rushed to Reddington Hospital in Lagos. He was treated and discharged, and one source said he was now resting at home. Mr. Bakare is one of Nigeria’s most well known critics of bad governance as well as religious corruption. The full letter below: APC Kaduna State Transition Committee 13 Isa Kaita Road, Kaduna 15 May 2015 The Chairman Economic and Financial Crimes Commission Abuja Dear Sir, The attempt to misappropriate Sure-P Funds in Kaduna State I write to bring to your attention the elaborate steps being taken by the outgoing Kaduna State Government to legitimise the misappropriation of N2.744 billion Local Government Sure-P funds, and to request that you exercise your responsibility of deterring crime by preventing this last-minute looting of public assets. The Kaduna State House of Assembly declined to appropriate the Sure-P funds in the 2015 budget, and promptly removed them from the budgets submitted by the 23 local government councils. The state legislators further resolved that the fate of the funds be left to the incoming administration. The outgoing governor, Mukhtar Ramalan Yero, however has been putting the legislature under tremendous pressure to approve his utilisation of 50% of the Sure-P funds for a road project, while the 23 local government councils would share the balance. Coming from a government whose tenure expires in less than two weeks, the intensity of the lobby for the money indicates a certain desperation that is clearly not in the public interest. I wish to therefore request that you urgently investigate whether the Sure-P funds are still intact, or if they have been spent without appropriation thus necessitating a belated approval from the House of Assembly to provide a ‘legal’ means of retiring the funds. If, as it is widely believed in the state, the monies have already been spent, it is crucial to determine the projects, the contractors and the procurement processes that facilitated such a deliberate haemorrhaging of public funds. |

" Again the prophet has never shakke hand with a non-muharam even when they are given him ba'ay " It was narrated that ‘Aa’ishah the wife of the Prophet (peace and blessings of Allaah be upon him) said: “When the believing women migrated to the Messenger of Allaah (peace and blessings of Allaah be upon him), they would be tested in accordance with the words of Allaah (interpretation of the meaning): ‘O Prophet! When believing women come to you to give you the Bay‘ah (pledge), that they will not associate anything in worship with Allaah, that they will not steal, that they will not commit illegal sexual intercourse’ [al-Mumtahanah 60:12] ‘Aa’ishah said: Whoever among the believing women agreed to that had passed the test, and when the women agreed to that, the Messenger of Allaah (peace and blessings of Allaah be upon him) said to them: “Go, for you have given your oath of allegiance.’ No, by Allaah, the hand of the Messenger of Allaah (peace and blessings of Allaah be upon him) never touched the hand of any woman, rather they would give their oath of allegiance with words only.” And ‘Aa’ishah said: “By Allaah, the Messenger of Allaah (peace and blessings of Allaah be upon him) only took the oath of allegiance from the women in the manner prescribed by Allaah, and the hand of the Messenger of Allaah (peace and blessings of Allaah be upon him) never touched the hand of any woman. When he had taken their oath of allegiance he would say, ‘I have accepted your oath of allegiance verbally.’” (narrated by Muslim, 1866) With this few hadith and quran I think it's evident enough to see that it's wrong and immoral to shake hand with non-muharam, it's time for him to seek for forgiveness and change his attitude towards the religion that shaped him. And the Jews will not be pleased with you, nor the Christians until you follow their religion. Say; “Surely Allah's guidance, that is the (true) guidance”. Nigeria’s Defence Headquarters said Saturday that there was no cause for alarm over the reported retaking of Marte town in Borno by Boko Haram insurgents as steps were being taken to address the development. The DHQ said in a statement posted on its website on Saturday that “there has not been any static deployment of troops in Marte for quite sometimes’’. The statement said that was in line with the need to ensure more aggressive patrol of many threatened isolated communities while assault on forests and mountain hideouts of terrorists was ongoing. “Only occasional patrols and surveillance have been undertaken towards the area as the bulk of troops are engaged in the operation to clear the terrorists from all identified enclaves in the forest “Besides, Marte had been deserted by citizens most of whom had fled to other towns while others are in IDP camps located in Maiduguri and other places. “It is understandable that terrorists escaping from the offensive operations in Sambisa and other enclaves are looking for place of respite,’’ it said. According to the statement, they (terrorists) must have found Marte deserted and decided to harbour there. “Now that their presence is reported, the issue will definitely be addressed in a very short while. “There is really no cause for alarm in the way some reports are presenting this situation as if it is a meaningful resurgence of terrorists. “This will only fool the terrorists and their sympathisers into false celebration. No fewer than four million Muslim worshippers on Saturday converge on Bauchi to attend the 29th Annual Maulud of Sheikh Ibrahim Nyass tagged “Sheikh Week” NAN reports that the occasion, which took place at the IBB Square in Bauchi, featured discussions by various Islamic clergies and scholars on various topics . Utaz Ahmed Tijjani, Chairman, Contact and Protocol Committee, told NAN that the lectures would be documented by the Islamic sect, the Tijjaniya Movement, to serve as guide for the faithful. Tijjani said that some of the topics discussed,were chosen from Europe, Africa and Middle-East.
