Agency freezes $500m found in one account £600,000 wristwatch ‘seized from Diezani’ FACTS & figures $12.9b •The fresh arms cash fraud uncovered by EFCC investigators N2.6b •Cost of an MRI machine ‘seized from former Chief of Air Staff Adesola Amosu’ £600,000 •The worth of a wristwatch ‘seized from Mrs Alison-Madueke’ N2.3b •Part of the cash reportedly recovered from Amosu’s wife The Economic and Financial Crimes Commission (EFCC) has uncovered $12.9billion more arms deals fraud during the administration of ex-President Goodluck Jonathan, it was learnt yesterday. The development has brought arms funds, which were diverted to other uses, to $15billion as the initial probe covered only $2.1billion. As part of the ongoing investigation of the arms deals, the EFCC yesterday froze an account with $500million. The owner of the account was not immediately known. The anti-graft commission has seized houses from a former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke. Besides, a wrist watch worth £600,000 and jewelry in gold and diamond have been confiscated from Mrs Alison-Madueke, a source said. These details are contained in an update on the ongoing investigation of the arms deals by the Office of the National Security Adviser (ONSA) under the former NSA, Col. Sambo Dasuki (rtd). There are indications that many military officers may be questioned. A source, who spoke in confidence on the investigation, said: “From our findings so far, the amount involved in the arms deals was over $15billion. The $2.1billion which you have written so much about is just one transaction into an account in the First Bank of Nigeria in New York. “They moved the money into the FBN account from where they were disbursing and re- routing the cash. Our priority is to recover these funds but we will still prosecute the individuals and companies involved. “Most of these companies were incorporated by serving military officers and these officers were the sole signatories into the accounts of these companies. “All these suspects are not showing remorse, they think that they can go away with the fraud but we won’t allow them. “Yet when we interrogate them, you see them wearing pampers and cannot stand or walk in public for a long time. Then, you are tempted to ask why they have to steal all these funds meant for public projects. “The Trauma Centre at the National Hospital with a helipad was built with N1.8billion; you can imagine how many of such centres and schools these looted funds can provide.” The source also explained that the EFCC yesterday intercepted about $500million in an account and blocked it. The source added: “Just some few hours ago, our investigators today (Tuesday) blocked an account with about $500million. We are already looking at all clues on how the cash was wired. “What we have recovered in just one year is more than the total recovery by the EFCC since inception. There was huge looting which will affect the coming generation if the funds are not recovered.” The source gave insights into the probe of a former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke and businessman Jide Omokore. ”We have seized many houses belonging to Diezani and Omokore on Banana Island and other places. Also, a wristwatch of about £1.4million was seized from Omokore’s wife. “From the former minister, we have retrieved a choice wrist watch worth £600,000 and jewelry in gold and diamond. We will soon show Nigerians all these items for them to appreciate what we have done and to learn some lessons.” He explained that at the time the wrist watches were seized, the price tags were there. EFCC seizes N2.6b MRI machine from ex- Chief of Air Staff Amosu The Economic and Financial Crimes Commission (EFCC) has seized a N2.6billion Magnetic Resonance Imaging (MRI) machine from the Diagnostic Centre owned by a former Chief of Air Staff, Air Marshal Adesola Amosu. The anti-graft agency discovered that the MRI machine was bought with some of the funds meant for arms purchase. The investigators claimed that while Amosu’s Diagnostic Centre has MRI equipment, none of the Air Force clinics nationwide could boast of such a state-of-the-art equipment. Also, there were indications last night that a former Chief of Defence Staff, Air Chief Marshal Alex Badeh may automatically forfeit the controversial $1million(N318m) found in his house to the Federal Government. Badeh, through his lawyer, Samuel O. Zibri (SAN) disowned ownership of the money. According to EFCC investigation, some of the arms funds allegedly diverted by Amosu, were used to buy the MRI machine for the Diagnostic Centre. MRI is a non-invasive medical test that physicians use to diagnose and treat medical conditions. It was learnt that the centre might be confiscated by the government. A top source in the EFCC said: “After thorough investigations, we have seized a MRI equipment of about N2.6billion from Amosu’s Diagnostic Centre. We were able to trace the purchase of the machine to some of the diverted funds meant for procurement of arms. “We may also place the centre under temporary asset forfeiture pending the conclusion of the trial of the suspect. “All these assets are apart from the N2.3billion, houses, $140,000 and N381m recovered from Amosu’s wife.” Responding to a question, the source added: “The ex-Chief of Air Staff is still under investigation along with some military officers. We have not cleared him.” Former Chief of Defence Staff, Air Chief Marshal Badeh may automatically forfeit the controversial $1million(N318m) found in his house to the Federal Government. The EFCC source said: “We retrieved the cash from Badeh’s residence in Maitama District of Abuja and the operation was witnessed by his neighbours. “Now that he has denied having such, the cash will be automatically forfeited to the Federal Government.” Badeh, through his lawyer, Samuel O. Zibri (SAN) disowned claims that the money was recovered from his home. Zibri said: “Our attention has been drawn to a publication of March 7th 2016 to the effect that the sum of $1,000,000(One Million US Dollars) cash was recovered in the house of Air Chief Marshal A.S Badeh (Rtd). The said publication is not only malicious but wicked. “It is totally false and smacks of media campaign of calumny against the person of Air Marshal Alex. The National Assembly Service Commission has said there is no basis to withdraw the appointment of Mohammed Sani-Omolori as the new Acting Clerk of the National Assembly. The senate president, Bukola Saraki, had demanded a reversal of Mr. Sani- Omolori’s appointment , arguing that the appointment should have rather gone to the clerk to the Senate, Ben Efeturi. But in a letter to Mr. Saraki, copied to the Speaker of the House of Representatives, Yakubu Dogara, Adamu Fika, the Executive Chairman of the NASS commission said the decision to appoint Mr. Sani-Omolori was because Mr. Efeturi would proceed on terminal leave on August 2. He said that date would just be 12 days before the current Clerk, Salisu Maikasuwa, hands over to his successor. “This means that Mr. Efeturi is time barred for the acting appointment, hence the choice of Mr Sani-Omolori to act and ensure continuity in that very important public service office. “In arriving at the commission’s decision, the chairman did not use his casting vote, because eleven commissioners were in support while only one who voted no,” he said. He clarified that the rejection of Mr. Efeturi for the position was not due to the allegation that he (Efeturi) was not duly appointed as Deputy Clerk as contained in Mr. Saraki’s letter. On the issue of seniority, he noted that the duo were both appointed acting clerk on the same day, February 4, 2010, and were later appointed Substantive Clerks on March 25. However, he added that Mr. Omolori was made a Director on January 1, 2007, one year earlier than Mr. Efeturi, who was made a Director on January 1, 2008. “It should be noted that in the Nigeria public service, seniority is determined at the time of consideration for promotion and career progression chart leading to it. “Seniority has never and is never decided by the date of appointment to the service nor date of retirement from service or indeed the number of years spent in the service. “From the above analysis, denying Mr Mohammed Sani-Omolori appointment as Deputy Clerk to the National Assembly in 2014 was improper being that he was senior to Mr. Benedict Efeturi. “With the above explanations, the issue of misleading and misinforming your good self and the Honourable Speaker of the House of Representatives does not arise. “The commission properly evaluated the two officers and took into account their service records as a determining factor for the appointment of Acting Clerk to the National Assembly. “In light of all the foregoing, Your Excellency will agree that reversing the decision of the commission appointing Mr Mohammed Sani-Omolori as the Acting Clerk to the National Assembly cannot be tenable in the circumstances,” he said. The National Publicity Secretary of the Peoples Democratic Party, Olisa Metuh, on Tuesday slumped and was rushed to the National Hospital, Abuja. The incident occurred during the inauguration of the Yobe and Borno states caretaker committees at the Wadata Plaza party secretariat of the party located in the Wuse Zone 5 District of Abuja. A source close the to PDP chieftain said Mr. Metuh suddenly collapsed during the event, and was unable to move his body. “The incident happened in the full glare of all those who attended the programme including party members and journalist,” the source told PREMIUM TIMES. He also confirmed that Mr. Metuh is being treated at the Intensive Care Unit (ICU) of the National Hospital. Mr. Metuh has had a troubled time in the past few weeks, with his arrest by the Economic and Financial Crimes Commission which accused him of receiving N400million from funds released to former NSA, Sambo Dasuki, to buy arms from the military. The Economic and Financial Crimes Commission (EFCC) on Monday secured the conviction of a former member of the Kogi State House of Assembly and former Caretaker Chairman, Ogori/ Magongo Local Government Area of the state, Gabriel Daudu, for a N1.4 billion fraud. Mr. Daudu, who was first arraigned in April 2010, was prosecuted by the EFCC on a 208-count charge bordering on money laundering and misappropriation of public funds. Justice Inyang Ekwo, who tried the case at the Federal High Court in Lokoja, Kogi State, found him guilty of 77 counts and sentenced him to 154-year imprisonment. In his ruling, the trial judge held that the prosecution proved its case beyond every reasonable doubt, and therefore sentenced Mr. Daudu to two years on each of the 77 counts to run concurrently. Before the conviction of the politician, prosecuting counsel, Wahab Shittu, tendered various exhibits before the court and fielded 13 witnesses to prove the case against him. In the course of the trial, Justice Ekwo indicated that the trial might have to start afresh as the Chief Judge of the Federal High Court, Justice Ibrahim Auta, asked Justice P.M. Ayuba of the Lokoja Division of the court to take over the case. However, Mr. Shittu pleaded with Justice Auta to review the decision. The Chief Judge, thereafter, returned the case file to Justice Ekwo, who, Monday, found Mr. Daudu guilty of the 77 counts. The senator representing Bayelsa East senatorial district, Ben Murray-Bruce, on Wednesday said he would not accept any SUV from the Senate. He made this statement in a tweet while reacting to the decision of the Senate to buy 36 Sport Utility Vehicles for its members. He said, ” For the avoidance of doubt, I did not and will not accept any SUV. The only SUV, I, Ben Murray-Bruce will accept is a made in Nigeria car.” Some of his followers however reacted differently to the post. While some supported him, some attacked him. Thirty-two of the 34 active building sites in
Lagos being developed by Lekki Worldwide
Estate Limited have no development permits,
it was learnt yesterday.
Lekki Worldwide Estate Limited owns the
building under construction that collapsed in
Lekki on March 8, killing 35 people.
The company has 34 active building sites
spread across Lagos State in Eti-Osa, Ikeja
G.R.A, Ikoyi/Victoria Island and Banana
Island.
Preliminary investigations into the company’s
activities suggest that it was able to obtain
development permit for only two of the 34
sites.
An official, who pleaded not to be named
because he is not permitted to speak on the
matter, said the government’s investigations
have so far shown that most of the structures
were built with substandard materials and in
flagrant disregard of town planning laws and
regulations.
After the March incident, Governor Akinwunmi
Ambode fired some top officials of the State
Building Control Agency (LSBCA) for
negligence.
He also set up a committee to investigate the
building control and regulatory regime in the
state.
The source added that the state is determined
to pursue those behind “these acts that have
caused the loss of lives of innocent
Lagosians”.
He also indicated that the police are rounding
off investigations into the matter and will soon
send their report to the Directorate of Public
Prosecution (DPP) “for swift commencement
of prosecution”.
Last month, an Ebute Metta Chief
Magistrate’s Court granted the Managing
Director of Lekki Garden Homes, Robert
Nyong, bail on self-recognition, while Henry
Odofin, the contractor of the project, was
granted N10 million bail with two sureties.
Nyong, investigators discovered, is believed to
be fronting for a rich Southsouth politician,
who is a senator.
Investigations revealed a company that has
taken the art of flouting building controls and
regulations to an unacceptable level.
“Unknown to the public, the company may
have been cutting corners in the use of
materials of questionable quality and also
failing to obtain appropriate state development
permits.
“The question that has been asked is how this
relatively young company with its 34-year-old
