•Anti-graft agency probes large scale bribery Alleged corruption in the 2015 general elections is back in the news following the arrest of the Resident Electoral Commissioner (REC) of the Independent National Electoral Commission( INEC) in Cross River State, Gesila Khan and four others by the Economic and Financial Crimes Commission( EFCC). The suspects are being held for a N650.9million 2015 poll bribery scandal, EFCC sources said last night. Sensitive election materials for the 2015 presidential and senatorial polls were also retrieved from the residences of some of the suspects as were many documents on financial and landed properties. Some of the documents are receipts of payments made into their accounts. The suspects allegedly committed the poll bribery fraud in Rivers, Akwa Ibom and Cross River states. There were indications that many INEC staff and Ad hoc workers benefitted from the bribe- for-poll results scandal. Khan, who was the REC in Rivers State during the last general election, allegedly pocked N185, 842,000 out of the bribe sum under probe by the EFCC. The other suspects and the bribe cash against their names are Fidelia Omoile (Electoral Officer in Isoko-South Local Government Area of Delta State)– N112,480,000; Uluochi Obi Brown ( INEC’s Administrative Secretary in Delta State)– N111,500,000; a former Deputy Director of INEC in Cross River state, Edem Okon Effanga —N241,127,000 and the Head of Voter Education in INEC in Akwa Ibom, Immaculata Asuquo–N214,127,000. According to investigation by our correspondent, all the suspects and their accomplices have made useful statements to EFCC. A top source said: ” During the preliminary grilling of Khan, she admitted that she went to a bank to identify one Peter Popnen (who is on the run) to collect N185, 842,000. “We have launched a manhunt for Popnen to ascertain how the deal was struck. As far Fideli Omoile, we discovered that her signature and driver’s license were allegedly used for some of the N112.48m transactions. “Regarding Uluochi, investigation confirmed that she had $75, 857 in her account with the Bank of America as at February. This indicated that she laundered some of the N111.5m poll bribery cash abroad. “In any case, EFCC is quizzing her on why she is operating a foreign account in violation of the Code of Conduct Act.” Another source in the commission said those who benefitted from the scandal appeared to be many. The source gave more details on the confessions of some of the suspects. “On his part, Effanga told interrogators that although he cashed the N241,127,000 at a branch of Fidelity Bank in Calabar, he only got $290,000 as his share. “But from his testimony, many INEC staff and Ad hoc workers benefitted from the loot. We are probing the sources of these slush funds which were deployed in some of these states to bribe INEC staff. Certainly, we are looking into many accounts which were used by some INEC staff.” Asked about Immaculata Asuquo, the source added: “She said she was directed by the REC in Akwa Ibom to go and identify Effanga in order to cash the N241,127,000.” As at press time, it was gathered that all the suspects had been granted bail but they could not fulfil the conditions. The Kogi State chapter of the All Progressives Congress (APC) has passed a vote of no confidence on the state governor, Yahaya Bello, accusing him of sidelining members of the state executive council and other organs of the party in the affairs of the state. The state executive council of the party met in Lokoja, the Kogi State capital on Monday, April 11 and part of the outcome of the meeting was to forward a letter to the national headquarters of the party detailing the many “sins” of Governor Bello. In a letter dated April 12, 2016, and addressed to the National Chairman of the APC, John Odigie-Oyegun and signed by all the 34 members of the state executive council, the Kogi APC accused Mr. Bello of sidelining members of the governing party and hobnobbing with members of the opposition Peoples Democratic Party. They accused Mr. Bello of failing to appoint even a single card-carrying member of the APC, saying “all the 45 appointments made so far by His Excellency Gov. Yahaya Bello are given to the PDP”. Members of the Kogi State House of Assembly are currently involved in leadership crisis with two members claiming the office of Speaker. The House of Representatives also recently passed a resolution to take over the affairs of the House after efforts to reconcile the state lawmakers failed. The APC exco accused Mr. Bello of being the source of the crisis in the House. Members of the executive council also passed a resolution in the meeting to say “from now henceforth, we will have nothing to do with the government of Yahaya Bello”. Part of their request to the national leadership of the party was that Mr. Bello should not be allowed to have a hand in producing the next ministerial nominee from the state to replace the late James Ocholi, who died recently in a road accident along Abuja/ Kaduna expressway. The party chieftains advised the national secretariat and the presidency to work with the state party leaders in appointing a replacement. When contacted, the Kogi state APC publicity secretary, Ghali Usman, confirmed the meeting and the decision taken. He said the only time the state exco met with Mr. Bello “was before his inauguration when he went to collect his certificate of return”. He however, added that “since then we have no idea of what is happening in the administration. “The governor asked us to submit all we need before his inauguration which we did in writing, but he has since ignored our list and continued to appoint PDP people”. The Exco members also accused Mr. Bello of working with the opposition PDP in the recent re-run elections in the state. “An APC governor who supported the PDP in the last re-run election making us to lose two senators, one House of Reps and two House of Assembly members, an APC governor who has not deemed it fit to appoint a single APC member in his cabinet and board, an APC Governor who openly relates with PDP Local Government Chairmen and leaders and abandon his party men is not our best dream project,” they said. Resistance to change In his reaction, Governor Bello said members of the party executive in the state were resisting the change he was bringing to the state. Speaking through his spokesperson, Kingsley Fanwo, on Saturday, Mr. Bello said his administration was “not unaware of some political chess play among members of the State executive committee of the party in the state.” He said the circumstances that brought the governor to office were “surely unusual. Therefore, unusual reactions are expected”. Mr. Fanwo said whatever might be going on within the state executive council “is surely a contagious effect from the politics of interest within the party leaders in the state. “We expect the state executive committee of the party to keep working with the leadership revolution that is reshaping the state to ensure rapid development,” he said. While insinuating that the running mate to late Abubakar Audu, James Faleke, is behind the party’s decision, Mr. Fanwo said both “Faleke and Governor Yahaya Bello are members of the change family and no one should allow himself to be caught in the political crossfire playing out in the state.” Mr. Faleke is presently at the state governorship election tribunal challenging the emergence of Mr. Bello as governor. Mr. Bello emerged as governor after inheriting the bulk of the votes scored by the late Mr. Audu and Mr. Faleke in the election held last year. Mr. Fanwo said Mr. Bello was committed to working effectively with the leadership of the party. He added that the governor appreciates the role of the leaders of the party in ensuring the resounding victory of the APC in the state. “Now that APC is in firm control of the state, it is foolhardy to think party leaders won’t bury their differences to deliver solid dividends to the Kogi people. “It is absolutely untrue, ignominious and unintelligent to insinuate that members of the State Executive Committee of APC are working at variance with the landmark progress of the APC government in the state. “The SEC of APC is aligning with the vox populi that has continued to hail the fairness, boldness and dynamism of the present administration in Kogi State. With the train of the New Direction already taking Kogi to new destinations of hope, the party must be very proud of the laudable programs and policies of the Yahaya Bello administration in the state. “We also urge those stoking the flame of discord from outside the state to believe in the judiciary and stop their war which has continued to fail. Udoma insists projects in budget
Senate to Presidency: send extra request
There seems to be no end to the bitter row
over the budget.
Budget and National Planning Minister Udo
Udoma yesterday said members of the
Federal Executive Council were still studying
the details to guide President Muhammadu
Buhari to sign it into law.
He also said the Lagos – Kano and Calabar –
Lagos rail lines are projects in the budget,
adding that a N60billion provision in the
counterpart funding to support the Chinese
financing of the projects.
He cleared Minister of Transportation Rotimi
Amaechi of any wrongdoing and stressed that
there was no going back on the two priority
projects.
But senators, after a “noisy” closed session,
said there should be no controversy over the
projects since the Presidency can send a
supplementary budget to accommodate them.
Udoma, in a statement through his Special
Adviser on Media, Mr. Akpandem James, said
the amended Ministry of Transportation
budget was accepted by the relevant
committees and that was the version
defended by the Minister of Transportation
and his team.
The statement said: “In view of the recent
controversies surrounding the 2016 budget, it
has become necessary to state the following
so as to set the facts straight: The details of
the 2016 budget were received by the
President on Thursday, April 7, 2016.
“Immediately this was received the President,
desirous of signing the document into law as
soon as possible, directed that copies should
be made available to heads of the various
Ministries, Departments and Agencies (MDAs)
of the Federal Government.
“Ministers were asked to go through the
details and give their reactions as it affects
their respective ministries so as to guide the
President and enable him sign the
Appropriation Bill into law.
“That process is still ongoing and no
statement has been issued by the Executive
on the matter, apart from the one by the
Honourable Minister of Information, Alhaji Lai
Mohamnmed, to confirm that details of the
budget are being examined. No final decision
has been taken by the President and no other
statement whatsoever has been issued on the
matter.”
The Executive will not go back on the Lagos –
Kano and the Calabar – Lagos rail line
projects, said Udoma, which were included in
the budget because they are dear to the
administration of President Muhammadu
Buhari.
He said the amended Ministry of
Transportation budget was accepted by the
relevant committees and that was the version
defended by the Minister and his team.
He added: “With reference to the specific
issue of the Calabar– Lagos rail project, we
will like to state that the two railway projects,
Lagos – Kano and the Calabar – Lagos, are
very important projects of the present
administration; and it was always the intention
of the Executive to have both projects
reflected in the budget submitted to the
National Assembly.
“However, it will be recalled that the Budget
Office made a number of errors in the initial
proposals of a number of ministries. These
errors were all corrected by the Ministry of
Budget and National Planning and the
corrected versions were submitted to the
relevant committees of the National
Assembly. This included that of the Ministry
of Transportation.
“The amended Ministry of Transportation
budget was accepted by the relevant
committees and that was the version
defended by the Minister of Transportation
and his team.
“It must be emphasised that the two rail
projects are part of those for which the
President is currently negotiating funding with
the Chinese government.
“The N60b provided in the budget for the
Lagos – Kano and Calabar – Lagos rail lines,
respectively, is counterpart funding, to support
the Chinese financing for the projects.
“These projects are part of the Strategic
Implementation Plan of the government which
was disclosed by the Minister of Budget and
National Planning at the National Economic
Council Retreat in March 2016, in the
presence of state governors.
“They were also mentioned by the Vice
President last week in Lagos at The Nation
Newspaper’s First National Economic Forum.
“It is hoped that with this clarification, the
raging controversy over the Calabar – Lagos

Osun State Governor, Mr. Rauf Aregbesola, has written to House of Assembly for approval to review the 2016 budget from N150.7 to N137.9. The Chairman, House Committee on Information and Strategy, Olatunbosun Oyintiloye said this in a statement made available to our correspondent in Osogbo on Monday. According to the statement, the Speaker of the House of Assembly, Najeem Salaam read the request for an approval at the plenary on Monday. The governor explained that he was seeking the approval of the house for the review of the budget due to the poor economic situation which had affected the projections of the state.
