When you hear the word Lagos, it isn't necessarily referring to Lagos state as a whole but specifically the Lagos islands which comprises of VI, Onikan, lagos island, ikoyi and the Apapa port terminals which is main source of economic development to the proximity of these Islands that eventually attracted development to other parts of the mainlands.

All these were possible due to international trades from the sea routes spearheaded by the imperial government of the18th century, not Tinubu or any other Yoruba elite.
