If you need 10,000 to import car, you fill the NCX form online at the comfort of your house, you then choose any bank branch you’re comfortable with, you don’t even need to have an account with the bank, you then walk to the bank and collect your cash without issue or you can make payment directly to your seller account in whatever country he is from.
