President Muhammadu Buhari has turned down a proposal to buy new cars for his use. He will stick to the vehicles he inherited from former President Goodluck Jonathan,The Nationhas learnt.The proposal from the Aso Rock bureaucracy is for Buhari to approve the purchase of five customised armoured Mercedes Benz S-600 (V222) cars at about N400 million.It was learnt that President Buhari rejected the proposal on Wednesday when he received briefings from the Permanent Secretary (State House), Mr. Nebolisa Emodi.The President has been receiving briefings from permanent secretaries since the beginning of the week on the activities of the ministries.He directed that the proposal, which was first made to ex-President Jonathan, be dropped.Jonathan had advised that the plan be left for Buhari to approve since it was made in the twilight of his administration and the cars would be due for delivery till after he might have left the office.Buhari, according to a sources, told thepermanent secretary that the cars he inherited from the Jonathan administration were good enough for him.“I don’t need new cars. Commissioners of Finance and Accountants General of the 36 states of the federation on Tuesday distanced themselves from claims by the former Minister of Finance, Ngozi Okonjo-Iweala, that they were part of the decision to withdraw and spend $2bn from Nigeria’s excess crude oil revenue accountlast December.Edo State governor, Adams Oshiomhole, and his Kaduna State counterpart, Nasir El Rufai, had, after the National Economic Council (NEC) meeting in Abuja on Tuesday last week, accused Mrs. Okonjo-Iweala of unilaterally approving the withdrawal of about $2.1 bn fromthe $4.1 bn left in the Excess Crude Account (ECA) last November “without authorization”.But in a swift reaction, the formerMinister had vehemently rejectedthe accusation, describing allegations linking her to the allegations as “false, malicious and totally without foundation”.Mrs. Okonjo-Iweala’s reaction, conveyed through a statement byher Media Adviser, Paul Nwabuikwu, said all expenditures from the ECA “were discussed at meetings of the Federation Accounts Allocation Committee (FAAC) attended by finance commissioners from the 36 states”.“It is curious that in their desperation to use the esteemed National Economic Council for political and personal vendetta, the persons behind these allegations acted as if the constitutionally recognized FAAC, a potent expression of Nigeria’s fiscal federalism, does not exist,” she said.But in a stern reaction on Tuesday in Abuja, members of the FAAC, under the aegis of the Forum of Commissioners of Finance, disowned the former minister, describing her claim as “misleading and far from the fact”.“It has come to our notice the statement credited to the former Coordinating Minister of the Economy and Honorable Minister of Finance, Dr. Ngozi Okonjo-Iweala, that the Federation Account Allocation Committee (FAAC) approved the withdrawal from Excess Crude (Foreign) Account the sum of Two Billion U.S. Dollar ($2,000,000,000.00),” the commissioners said.“This statement is far from the fact and is misleading,” the statement said.The FAAC meeting for November 2014 ended in confusion when the then Minister of State for Finance, Bashir Yuguda, could not explain how the balance in the ECA had dropped from $4.1 bn at the end of October to $3.1 bn.Prior to the October FAAC meeting, Mrs. Okonjo-Iweala had told reporters that the balance of the ECA stood at$4.11bn, while the country’s external reserves rose from$36.6bn in June to $39.48billion as at October 16.Regardless, the then Chairman ofthe Forum of State Commissioners of Finance and former Ebonyi State Commissioner of Finance, Timothy Odaah, had denied knowledge of any decision to withdraw from the account, insisting that none of its members was aware of the withdrawal.“No state knew how the $1 bn difference reported in the Excess Crude Account balance, between October and November, came about,” Mr. Odaah told reporters then. “The discrepancy has been noted for discussion at the next FAAC meeting. THE leadership of Nigeria Union ofTeachers (NUT), on Wednesday, warned state governors against possible diversion of the bailout funds approved by the Federal Government for the payment of backlog of workers’ salaries, including teachers in some states.Its national president, Comrade Michael Olukoya, while briefing newsmen in Abuja, said he had already directed the affected state wings of the union to closely monitor the disbursement of the funds, so that the “bailout does notdevelop wings.”He also told them that in the event of any delay in the disbursement ofthe funds, “the teachers in the state should declare a state of anarchy and exhibit unpleasant behaviours.”Olukoya, speaking at a programme commemorating NUT Founder’s Day, said “today, we observed with dismay that teachers of primary and secondaryschools in the country are being owed salaries for one to seven months in at least 18 states across the country.“This is in addition to non-payment or implementation of leave, transport grant and promotions, as well as non-payment of gratuity and pension to retired teachers in a number of states.”Olukoya, while commending President Muhammadu Buhari for approving bailout funds to ease the plight of the workers, also called on him to ensure that schools, particularly in the volatilenorthern states, were properly secured.He confirmed the death of 37 teachers in Tuesday’s bomb blast that hit Sabon-Gari, Zaria, in Kaduna State, saying several otherteachers who were victims of the latest bomb blast were in critical condition in various health centresin the state.He lamented that 272 teachers had lost their lives to the atrocitiesof the Boko Haram sect in Borno State alone, adding that over 19,000 teachers had been displaced in the North-East since insurgencies broke out in the country.Also, Nigerian workers, under the auspices of Joint National Public Service Negotiating Council (JNPSNC), on Wednesday, warnedthe state governors not to divert the fund released by the Federal Government as bailout to pay workers salaries.The JNPSNC gave the warning as it called on workers and their unions at the state levels to adequately monitor the disbursment of the fund and ensure that it was used for what it was meant for.Briefing newsmen in Abuja, national chairman of JNPSNC andpresident of Nigeria Civil Service Union (NCSU), Kiri Mohammed and the national secretary of the council and general secretary of the Medical and Health Workers Union of Nigeria, Marcus Omokhuale, commended President Buhari on the financial bailout. http://tribuneonlineng.com/divert-bailout-face-our-anger-nut-workers-warn-govs |
Governor Adams Oshiomhole of Edo State has accused the former Minister of Finance and Coordinating Minister of the Economy, Dr Ngozi Okonjo-Iweala, of toying with figures and being economical with the truth on the state of the economy inherited by President Muhammadu Buhari.Oshiomhole, who said the Federal Government is broke and would have been in worse shape than States if it had not resorted to borrowing to pay wages, added that the economy under Okonjo-Iweala as Finance Minister and Coordinating Minister of the economy was so mismanaged that waivers were granted to various organizations running into several hundreds of millions of naira.Speaking during an interview on a television network, on Wednesday, the Governor said: “with all due respect to the former Minister Okonjo-Iweala, she knows how to play around with statistics. I have made the point; she keeps opening part of the pages and not the entire book. The logic of transparency is that every minister must publish in full what is accruing to the federation account month to month and what is distributed to them. What she has beenpublishing is that this is what went to the Federal Government, this is what went to the state government and this is what goes to the local government.“What she never published simultaneously is what accrued during the period out of which this was distributed. So we can now know what was collected to what was distributed so we can know what is left in the excess crude account. You can see her changing the goal post. On the authority to spend, Okonjo-Iweala was a member of the National Economic Council. I was a member [of the NEC] and I am on record of asking her not to give us verbal reports on matters of federation account, give us written reports and that the power to spend is not vested in Commissioners.“Look at the constitution and tell me which sectiongives the Commissioner of Finance the power, all of them, they are unknown to ballot, they are not elected but the membership of NEC is clear, Governors chaired by the Vice President representing the President, the CBN and other relevant ministries.How will she avoid this level of accountability?“The decision to take money from the excess crude account, that power is vested in the National Economic Council. The NEC is an institution created in the constitution. What she is referring to is her own administrative arrangement. The $2 billion is her last sum because in her last report, she said we had$4.1 billion, she said so orally but it was capturedin the minutes only for her to come around again at the last minute to say “X” figure is left. We asked her, what did you pay for?”On States which owe salary arrears to their workers, Oshiomhole said: “Every employer of labor has an obligation, acontractual obligation to pay those who work. TheBible says a laborer is entitled to his wages. Once you have labored, ithas to be paid for and you don’t pay wages because you are rich andyou are able to afford it, you pay wages because the people have worked for it. It is not a gift from a kind-hearted employer,it is an obligation, it is a consequence for work.“I think what has happened is that at the peak of the oil boom, prices were high, people made projections about their expected expenditure and budget on the basis of those numbers. Down the line, there was a sharp drop and this sharp drop that people talk about is not just about a drop in terms of price of crude oil because prices have dropped below this level before.“What is new is the level of so-called crude oil theft. A situation in whichcertain persons, powerfulin the system, pretend not to know what was going on and simply excuse the huge lapses in terms of crude oil theft. So you have a double squeeze of drop in price and escalation inthe volume of alleged theft of crude. The combined effect of these is that the total inflow into the federation account dropped sharply.“This is also compounded by the fact that the Ministry of Finance and the Ministry of Petroleum Resources, the two of them working together, simply refused to transfer to the federation account a lot of the money that ought to have accrued. For example, over the past 4 to 5 years, the NLNG hadevery year made huge payment between $1.5 to $2 billion which ought to go to the federation account. This money was never transferred to the federation account, it was unilaterally expended by the Federal Government.“We were not even informed of the fact that this money was paid, and each time we ask[ed] the then Hon. Minister of Finance and Coordinating Minister of the Economy what was happening with the proceeds from the NLNG,no explanation was ever offered--whether in black and white, or in oral [statements]. There are several other federal agencies that made hugesums of money which were illegally and unilaterally spent by the Federal Government, without being allowed to flow into the federation account.“So when you draw up a budget on the basis of anticipated revenue and there is such a sharp drop in revenue arising from diversion and there is also [a] drop in price, obviously something will have to give.“The federal finances areeven worst hit. Over the past 9 months under the past government, [the] Federal Government could not pay salaries from her legitimate income. What she has been doing which States could not do; was to borrow, using the CBN through various instruments termed security, etc and basically drawing down the pension funds because they are the ones who have liquidity to patronize the bond market.“So if we were to be able to stop the Federal Government from borrowing to pay salaries, the Federal Government would have defaulted in payment of salaries much earlier than [the] States and the number of months the Federal Government would have been owing would be worse than the worst state in the federation.“Just look at the budget of the Federal Government over the past four years and you will see the level of deficit finances that was built into the budget. So in trying to understand the financial crisis, you shouldn’t limit yourself tothose who can pay. Eventhose who purport to pay, look at their source of funding [for] the payment. If you do, you will find out that the Federal Government frees itself to borrow quite recklessly, recklessin the sense that no serious manager goes month after month to borrow for the payment of salaries.“I speak on my honor that the Federal Government is just as broke and that they are borrowing using CBN instruments in trillions ofnaira to pay salaries.“Now part of the problemis talking about taxes and this can be proved inblack and white. The Federal Government illegally granted waivers to various organizations running into hundreds of billions of naira that ought to flow to the federation account.“Now those are taxes. When the Minister grantswaivers for you to bring cement into the country; grants waiver for you to bring vegetable oil into the country; grants waiver for you to bring vehicles into the country and when you look at thetotal sum, sometimes, even VAT are illegally waived. So how do you get taxes?“There are two kinds of taxes: Direct and Indirecttax. Personal Income Tax which is deducted from your pay before your net gets to you and indirect tax which is VAT,Royalties, import tax where you spend quality of time looking at your tariff policies designed toprotect your local industries and discourage importations.All of these are sources of funding of government.“We must understand that in other climes, government does not liveon rents from oil money. Governments worldwide are run on taxes. Now this last government is the worst in terms of granting unexplained sources of money in the name of waivers. Egbin thermal stationNigeria’s largest power generation plant, Egbin Power Plc, is for the first time in eight years generating above 1,000 megawatts of electricity.This follows continuous investment and upgrade activities on the plant by the Sahara Power Group and Korea Electric Power Corporation, Egbin Power explained in a statement on Wednesday.Eight years ago, the plant hit the 1,000MW mark for barely two hours and never attained it again until now, according to the company.Prior to the privatisation of the plant in November 2013, the Egbin plant average generation was below 500MW due to the dismal state of its six units. At its lowest point, only two of the six units were operational, according to the statement.The Chairman, Egbin Power Plc, Mr. Kola Adesina, was quoted as saying that the feat signposted the unfolding success of the privatisation process and the power sector reform in the country.Adesina attributed the achievement partly to the direct intervention of the Federal Government in its determination to resolve the power crisis, which had resulted in recent improvements in gas supply.“This is driving the increase in power supply in the nation and boosting socio-economic development. Prior to this, we had invested heavily and had the plant ready to generate powerat full capacity, but there was no gas to do so. This, is indeed, a good development for the power sector in Nigeria,” he said.The company’s Chief Executive Officer, Dallas Peavey, also said the transformation in Egbin commenced following its acquisition by Kepco Energy Resource Limited, in collaboration with its technical partners, Korea Electric Power Corporation.He said, “Through the injection of close to N50bn in new capital into Egbin post privatisation, the Sahara Power/KEPCO partnership has brought to the power plant an unprecedented level of innovativeness, professionalism, human capital development and continuing investment in new technology. A 42-year-old man, Joshua Apanisile, has been remanded in prison custody at Kirikiri after standing as surety for his wife, Kehinde, who jumped police bail in Idimu, Lagos State, western Nigeria.This followed his arraignment before aMagistrates’ court sitting in Ejigbo for perversion of justice over his wife’s escape.His wife, Kehinde, was involved in an alleged criminal matter and was arrested by the police at Area ‘M’ Command, Idimu, Lagos.Apanisile was contacted and he went to the command and stood as surety for her.Joshua signed the bail bond and promised to produce Kehinde any timethe police requested for her.The police released her to him based on the agreement they reached.However, Kehinde did the unthinkable after she was released from custody. She sensed that she would face trial and possibly go to prison for the alleged offence because of the seriousness of the crime.She packed her property from her husband’s house and moved out without informing her husband or any member of their family.Since then, she has been in hiding which has landed her husband in trouble and prison.P.M.NEWS gathered that when her husband contacted her on phone, she asked him to go to the police and sort himself out and switched off her phones.When police requested for Kehinde from her husband, he told the police that she has fled from home and he could not find her.The police arrested him and charged him to court for perversion of justice.When he was arraigned, he pleaded not guilty and the presiding Magistrate, Mr P.E. The Senior Special Assistant to the President on Media and Publicity, Mr Garba Shehu, says President Muhammadu Buhari as the APC leader, remains consistent in his belief that the National Assembly is independent and this would guide his approach to the leadership crisis in Senate. He said this during an interview on the Thursday morning (June25) edition of Sunrise Daily on Channels Television where he did a review of the meeting held between Nigerian state governors and the President .He revealed that the President “mostly listened to what they were saying” and “in fairness to them, the governors took responsibility for the way forward.“They advised the President to maintain his posture not to be seen to be meddling in the affairs of the National Assembly ‘stay above it and allow us to handle it’ and I think this is what you saw coming from the governors.”Many Nigerians have wondered if the President would remain unwilling to directly get involved with the matter should the efforts by the governors fail to yield results but Mr Garba Shehu believes this would be fatalistic.“As a leader, the President has given guidance… His own position is that if the eye troubles you, whatever medicine you’re going to apply, don’t put a pin. Nothing in many of our military personnel’s conducts has shown that that important institution has realised that the country is now under a democracy. And our reasons for sayingthis are legendary: an unidentified soldier in Kaduna State recently shot atruck driver, Abdul Saminu, who was conveying potatoes from Zaria to Kaduna for reportedly not yielding to his demand for N200 bribe. Saminu’s counter-offer of a bribe of N100 reportedly infuriated the trigger-happy soldier. Though the truck driver was lucky to have escaped with mere bulletwounds, it is high time these military men were lectured on civil-military relations.Also, residents of Omoyele Street in the Majidun area of Ikorodu, Lagos State, were reportedly dehumanised and dislodged by soldiers and officers of the Nigerian Navy sent there eight months ago to combat vandalisation of oil pipelines in the community. Apart from initial impounding of thousands of litres of petrol and arrest of culprits, the men in uniform reportedly seized about 20 houses on the street and closed shops under the guise of securing the area. Normalcy may elude the place for long except there is a quick official intervention.Two empirical cases of military brutality to the people of Majidun area will suffice: The first: Iyanu Chioma, a mother of three, gave a graphic picture of how her family members were compelled to relocate to Ogolonto areaafter the armed men ejected them fromtheir house: “This suffering is too much. Imagine my mother-in-law, my husband, my children and I living in one room. Feeding has been very difficult for us since we were sent out of our house in Omoyele. Those soldiers are now living in our house. My children cannot go to school again because there is no money. My husband is a commercial boat operator, while my mother-in-law had a shop, where she used to sell drinks. The military men closed the shop and also stopped my husband from operating on the river.”The second: Ola Omoyele painted a pathetic scenario of how they were dehumanised by the military men: “They told us to leave. I could only picka few of my property… The most annoying thing is that some elders on the street were also sent out. They should please allow us to move back to our houses.”The military’s reaction to the allegations by Colonel Mustapha Ankaof the 81 Division, was rather tepid: “Our officers are only there for anti-vandal operation. The residents are free to engage in lawful activities.”We condemn the conduct of the military in both situations. Quite a few other inhuman conducts, sometimes on the roads, have been unleashed on civilians and the earlier such is stopped, the better. The trigger-happy soldier in Kaduna must be fished out and duly punished for his criminal conduct. In Majidun, the military personnel were deployed to restore law and order and not to harass law-abiding citizens. Sadly, the fact that it takes months before the plight of the Majidun people was reported shows a failure on the part of civil society groups in the country. Most of them now see their platforms as a means of making cheap fortune.The occupation of others’ properties by soldiers without justifiable reason is illegal and this could not have been part of the brief given to the soldiers when they were drafted to Majidun. If the soldiers have reasons to believe that hoodlums and criminals still use the place as base, they should use all lawful means to flush them out. And, that, indeed, is what we expected the military authorities to say instead of trying to paint the picture that there is no truth in the allegations made by thedisplaced residents. Less than four weeks after his inauguration on May 29, Kaduna State Governor, Malam Nasir El-Rufa’i,may have begun the implementation of aspects of the promised “change” which he believes will restore what he has consistently described as the lost glory of Kaduna.Indeed, the All Progressives Congress (APC) journey to the Kaduna Government House was laced with theparty’s change slogan which El-Rufa’i had vowed to execute. Some three weeks on and a couple of reforms already introduced in governance, the opposition is screaming foul, accusingthe Governor of adopting and promoting extremist measures in the admnistration of the state. During his inauguration, El-Rufa’i had declared that, “I say to you today, my fellow citizens of Kaduna State, that the time has come for us to face up to our responsibilities as citizens.Mallam El- RufaiWe must take many difficult decisions.We have no choice but to postpone immediate gratification and sacrifice the fleeting comforts of today for a better future for our children. This is what change means.” Perhaps as a demonstration of his commitment to the programme, El-Rufa’i also announced his decision to donate half of his salary and allowances to oil the change initiative.Difficult decisionsFor El-Rufa’i, any efforts at “repairing” Kaduna must begin with the mopping up of funds from various sources which will include blocking all areas ofleakages to enable more money accrue to government for the implementation of programmes that will have direct impact on the people.Having sacrificed part of his legitimateincome along with that of the Deputy Governor, El-Rufa’i had proceeded to the House of Assembly, literally cap in hand, begging the lawmakers to also make contribution to the donor basket,by approving a cut in their salaries andallowances. “We appeal to all political office holders to embrace this exampleand attitude of sacrifice,” the Governor told the lawmakers even as he explained that, “the stark fact is that Kaduna state spends 80 per cent of its total revenues on its public servants and political office holders.”It is not known yet whether the lawmakers are ready to thread the same path as the Governor, but for a state where majority of the people swim in poverty and diseases, according to El-Rufa’i, with a ranking as the second highest in HIV prevalence in the country and only 36 per cent of pregnant women having thebenefit of being attended to by skilled birth attendants, there may indeed be a certain level of justification for El-Rufa’i’s craving for more funds.Still in the health sector alone, El-Rufa’i told participants at a health summit in Kaduna last Tuesday that, “current coverage of measles vaccination is 56 per cent, a dismal immunisation coverage for 12-23 months-old children and latest available data suggest that only a paltry two per cent of under-five years old children with malaria are treated with ACTs.”There may be extraneous factors outside funding, for the poor report card especially on the compliance level for the nationwide immunisation programme as some parents in the north still forbid their wards from receiving immunisation against the known child killer diseases. But reports indicate that the general statusof healthcare delivery for Kaduna stateis miles away from being healthy. “Ourgoal is to deliver for Kaduna State citizens, better health and longer life expectancy,” El-Rufa’i insists, explaining why a cut in his salary and allowances alone may not generate the desired amount of money to handle the issues.The development may not therefore be unconnected with his decision to also prune the number of ministries as one of the cost-saving measures. In one deft move, El-Rufa’i slashed the number of commissioners to 13, from 24 even as he scrapped the Ministry of Information. Perhaps, for political patronage considerations under previous administrations, each of the 23 local governments in the state had at least a commissioner.But according to government’s explanation, reduction in the number of ministries, “is intended to cut costs, spur efficiency and improve service delivery. El-Rufai has repeatedly stated that the Kaduna State government must direct more of its resources to delivering public services,and that such a move requires a reduction in the proportion consumed by government. The realignment of mandate has also resulted in the emergence of two new departments. The erstwhile Ministry of Lands, Survey and Country Planning is being moved to the Governor’s office as a department. Similarly, the former Ministry of Rural and Community Development becomes a department in the Deputy Governor’s office.”However, the opposition People’s Democratic Party (PDP) describes some of the actions of government so far as amazing. “With barely three weeks in the saddle, steps being taken by the APC government have become asource of worry for the generality of Kaduna State people as they pose a threat to the legacies of socio-politicaland economic stability bequeathed by the PDP,” the state PDP Publicity Secretary, Ibrahim Mansur, told Vanguard.Although the PDP’s position is certainly debatable what may turn out to be even more controversial is El-Rufa’i’s latest decision to equally ban the allocation of fertilizers to traditional rulers and to prominent politicians across the state.Describing the previous process of distribution of fertilizers to farmers as corruption-ridden, El-Rufa’i directed that henceforth, fertilizers should be sold directly to interested farmers fromdesignated sales points.Extremist measuresBut in spite of El-Rufa’i’s confessed intentions for embarking on some of these reforms, the PDP contends that the APC government in Kaduna lacks focus. According to Mansur, “the other day, the APC government unwittingly conveyed their unpreparedness to Kaduna people before the state lawmakers by raising unwarranted alarm that almost 80 per cent of the state’s total income is spent on wagesof public servants and political appointees, leaving a paltry 20 per cent for payment of contractors and provision of social services for the people. The PDP views the ruling party’s lamentations before members of Kaduna State House of Assembly and other related tendencies as the highest degree of unpreparedness. It isan unwitting confession that APC has always lied against the PDP which recorded landmark achievements in the state in the face of greater challenges. The party’s lamentations are equally a subterfuge to evade providing a ‘paradise on earth’ which they had promised Kaduna people during their campaigns.“Kaduna people are sufficiently informed about the antecedents of the top echelon of APC government in the state – a cesspool of political opportunist who have found themselves in power on the platform ofopportunism. The PDP is vindicated because since two weeks in the saddle, the APC has continued to take steps that point in the same extreme direction. Time shall continue to expose their unmitigated arrogance in victory, naivety and incompetence.”Whatever the rhetoric may be, as the Arewa Consultative Forum observed on Tuesday in Kaduna, “the change Nigerians voted for in the 2015 generalelections is not only change in government but also change in the way and manner the elected leaders provide adequate security and welfare for the people.”Although Kaduna may have had its fairdose of the Boko Haram insurgent activities, the area still has other formsof insecurity to contend with. They are often girls who do not bother about marriage when they were younger, but when it is too late for them, they become desperate to get hooked to Mr Available,” Babangida claimed.However, in the words of a corporate lawyer, Hajia Zainab Bayero, “A Big Girl must, first of all, be properly educated, either as a degree holder or a polytechnic graduate. She must be a successful career lady with good reputation and defendable integrity.”According to a fast food owner based in Lokoja but who was in Abuja on a quick business trip, Kayode Ogunsola, Big Girls are usually hit singles mostly in their mid-30s and early 40s. Among them are divorcees with some claim to marital and economic independence. The Chinese Defense Ministry has confirmed the latest testing of a hypersonic nuclear-capable delivery system.The hypersonic glide vehicle, dubbed the“Wu-14” by thePentagon, successfully passed its fourth testing on June 7, RT reported on Sunday. The life of opulence of state governors in Nigeria has no bearing, whatsoever, with their legitimate earnings, based on the approved ‘Remuneration Package for Political, Public and Judicial Office Holders’ prepared by the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) which became effective since July 1, 2009.Based on the package, a state governor earns annual salary of N11, 540,896.N 2, 223,705 is annual basic salary; and an annual leave allowance of N222,370.50. The entire N8.9 vehicle loan cannot buy some of the cars in the convoy.Accommodation, furniture are provided by the state government.The RMAFC package, meanwhile, doesnot set a limit to the amount of estacode (allowance in foreign currencies for foreign trips) governors can take from state coffers. It also fails to specify the amount to be collected as Duty Tour allowance for local trips.The provisions of the regulations simply said that estacode and Duty Tour Allowance would be provided upon request by governors. The states also bear the medical expenses of governors.Any governor who successfully completes his tenure receives N6,671,115 severance gratuity.A deputy governor receives annual salary of N10, 772, 296This is made up of annual basic salaryof N2,112,215; a vehicle loan of 8,448,860; and annual leave allowance of N 211,221.50. His accommodation and furniture are provided by the state government.Similarly, the state pays his medical bills, while, just like the governor, thereis no limit to the amount of foreign currencies he is to receive when embarking on foreign trips, nor limit to what he can spend on local tours.Each Secretary to State Government and Commissioner receives an salary of N10, 831, 522.This is made up of annual basic salaryof N 1,337,225; N4,011,675 for furniture; N133,722.50 leave allowance; and N 5,348,900 vehicle loan.They receive a separate severance gratuity of N 4,011,675; $ 600 and N 25, 000 per night for foreign and local trips, respectively.Chairmen of State Civil Service Commission, state Judicial Service Commission, Local Government Service Commission, State Independent Electoral Commission, Chairmen, and Chief of Staff to Governor receive similar pay.The accommodation of these public officers vary between 50 per cent , 60 per cent and 120 per cent of their annual basic salaries, depending on location of city or town.Local Government Chairmen, on their own, receive a total of N5,994,659. This consists of annual basic salary of N 908,312; N1,362, 468 for furniture ( once in four years); 90,831.20 as leave allowance and 3,633,248 vehicle loan.They receive severance gratuity of N2,724,936 at the end of a successful tenure.The Vice Chairmen receive a total of N5, 630, 169.60.
