Autos / Agreement Signed For The Arming Of US Drones In Niger by Sipcyp(m): 3:06am On Dec 02, 2017
Niger and the United States have signed an agreement authorizing the arming of US drones deployed in the country, announced the New York Times. The Americans had been pushing for the drones for several years, but it was Tongo Tongo's ambush, in which four members of the special forces had died on 4 October, which helped unblock the situation. Officially 800 American soldiers are deployed on the ground, but their number could thus increase, Niger becoming the second country of Africa from where the Americans will be able to launch attacks with its drones after Djibouti.

In recent days, the Nigerian authorities agreed, it was missing a signature. It is now done. The Pentagon will be able to arm its drones in Niger.

Today they are based in Niamey, but the Americans are building a more discreet base in the North, in Agadez. It is expected to be operational in 2018, but work has been delayed.

The US military usually employs between three and six drones from Niamey Airport, as needed. Essentially Reaper, but Predator has also been seen in regional exercises.

Foreign Affairs / Alabama: Trump Reaffirms Support For Candidate Accused Of Sexual Assault by Sipcyp(m): 7:45am On Nov 27, 2017
In the United States, the election of an Alabama senator on December 12 is crucial. If the Democrats win, the Republicans will only have one more vote in the Senate. And if the Republican Roy Moore wins, it will be the electoral absolution of a candidate openly accused of pedophile acts about forty years ago, and dropped by his party because of that. Since his Florida golf course, President Donald Trump has reiterated his support for the Republican candidate this Sunday.

While Donald Trump had the weekend to avoid the press, he himself chose to display controversial support to Roy Moore.

The subject is, however, very difficult, since the candidate for the post of Senator of Alabama is accused of pedophilia.

In his early tweets, Trump was careful not to name him, rather attacking his Democratic opponent who would be "  weak on crime, weak on the border, bad for our army, our great veterans, and for the right to the port of arms and who wants to raise taxes up to heaven."

Politics / [chronicle] Slave Market In Libya: Malaise In Nigeria by Sipcyp(m): 8:07am On Nov 26, 2017
Among African migrants who suffer martyrdom in Libya, Nigerians are legion. Indeed, even the continent's leading economic power fails to deter candidates for illegal emigration.

"I was sold. On the road that led here, I was sold. One of the most horrifying testimonies of the CNN team investigating the slave markets in Libya is undoubtedly that of Victory, a 21-year-old Nigerian from the south of the most populous country in Africa.

Victory had sixteen months of ordeal between his departure from southern Nigeria and his detention in Libya. The ex-Nigerian slave finally escaped his Libyan jailers. But he is now being held in a camp in Libya pending his return to his home country.

Of course, Victory is angry when he talks about torture during his detention, beatings and electric shocks. " Most of those who were with us lost their lives, " he says.

But where his voice breaks is when Victory evokes the homecoming. " What concerns me is not the food and the water that we are given here. I lost a lot of money. My mother lost a lot too, "Victory confesses.
To obtain his release, he had to pay one million naira, or nearly.....

This is the concern in the United States for poor families benefiting from a health insurance program, called CHIP, threatened with extinction. CHIP has been providing health coverage for nearly twenty years for nine million children from low-income households in the United States. But this year, the US Congress has failed to agree on the vote on its budget whose resources will be exhausted by the end of the year in twelve states.
Some states have already begun to warn families: by December 31, they may well lose their health coverage. In question, the failure of Congress to reach an agreement in late September on the renewal of the 18 billion dollars needed to finance the CHIP program.
From routine consultation to vaccinations to cancer treatment, this program guarantees access to paediatric care for nine million children and 370,000 pregnant women from low-income families who are too poor to take out private health insurance. The United States.

Foreign Affairs / [chronicle] Nigeria: Kanu, The Man Who Dreams Of Resurrecting Biafra by Sipcyp(m): 4:05am On Oct 28, 2017
The founder of Radio Biafra, Nnamdi Kanu, put the cause of secession on the agenda when it seemed to belong to a distant past.
Fifty years after the declaration of independence of Biafra, the cause of the secessionists seemed to be well and truly buried. All Nigeria's spotlight was on the Islamist Boko Haram sect terrorizing the north of the country. Biafra was a distant memory until Nnamdi Kanu, an Igbo (majority ethnic group in the south-east) of Great Britain, appeared. A country where he had completed his studies started in Nigeria.

Kanu, 50, worked in London in the real estate industry and, apart from his family, no one was worried about his fate or his vision of the world. He came out of anonymity by founding in 2009 Radio Biafra. During the day, he worked to survive in one of the most expensive cities in the world. At night, he defended the independence cause on the airwaves. Of course, he knew he could not have done such a fight in his homeland where he was immediately arrested. For half a century, Biafra has remained a taboo subject. His supporters avoid talking about it in public so as not to get in trouble with Nigeria's political police.

Invited to an Igbo Congress in California in 2013, Nnamdi Kanu said, "What we are missing are weapons and bullets. If we fail to create Biafra, everyone will have to die". Two years later, during a stay in Abuja, the federal capital, he was arrested by the DSS (Department State Service), the Nigerian security services. Kanu is thrown in jail. He will spend eighteen months without being judged. On the eve of the fiftieth anniversary of Biafra's declaration of independence, he was released at the end of April on bail by the authorities. The secessionist then decides to return to live in the house of his parents who is in Umahia, the last capital of Biafra. According to Kanu, the family home is attacked at the end of September by the Nigerian army. Several Kanu supporters were reported to have died during the assault, according to secessionists. Since then, Kanu has disappeared. On October 25, Kanu's trial and his supporters opened in Igbo country, but the secessionist leader did not resurface. The federal regime accuses him of running away, while his supporters ask the army to prove he is still alive.

Romance / Italy: 24 Years In Prison For Transmitting AIDS To Dozens Of Women by Sipcyp(m): 3:11am On Oct 28, 2017
The Rome Assize Court on Friday (October 27th) found a man guilty of transmitting the AIDS virus to 32 people while he knew himself infected. This is the first time a judgment of this type has been delivered in Italy. The public prosecutor was asking for a prison sentence for life. The defendant was finally sentenced to 24 years in detention.

At the verdict, he did not react. Valentino Talluto, 33, an accountant by profession, has the reassuring aspect of the good boy whose stepmothers love. He does not smoke, does not drink, but he flirts. From students to mothers. For years, he has accumulated sexual encounters, gently, according to his partners, and many attentions: flowers, gifts. And some hacks too.

Foreign Affairs / Presidential Election In Kenya Tensions In Four Counties by Sipcyp(m): 12:18am On Oct 28, 2017
A new turnaround in Kenya. After the election of Thursday, October 26 and the strong disturbances, the vote in 4 counties of the west of the country had been postponed to Saturday. Finally, the Electoral Commission has just postponed this vote sine die again. The president of the IEBC says he made this decision for security reasons.

It is a Wafula Chebukati very worried for the life of its agents who announced the news. The President of the Electoral Commission postponed the vote without even being able to give a new date. He explained that representatives of the IEBC had been kidnapped, tortured, their houses robbed, looted. "  Others were driven from their homes and forced to take refuge in police stations,  " said Wafula Chebukati, who therefore chose caution after another day of tension.

Some of our agents have been abducted and tortured. Sometimes their homes have been robbed and looted. Others were hunted and violently prevented from filing a complaint with the police. Finally, some had to take refuge in police stations. In several cases, additional security forces have been assigned to protect our employees, without preventing the violence. As a Commission, our job is to provide the necessary infrastructure to vote. But when it comes to our employees, when their lives are in danger, it worries us a lot. We decided to postpone the election tomorrow to another date to be determined.

Foreign Affairs / Emmanuel Macron Unveils His Safety Plan — sipcyp News Alive by Sipcyp(m): 10:59pm On Oct 18, 2017
..... Throughout his speech, Emmanuel Macron insisted on the need to meet the expectations of the French and to ensure the primary mission of the State: to protect them. The daily security police, which he wants to put in place, also meets this ambition.” The doctrine that underlies the daily security police is to put the service of the citizen at the heart of the profession of gendarmes and policemen” explained the president.

According to Emmanuel Macron, it is not a question of returning to the police of proximity “with static police stations in the district ” nor of going “to play soccer with the young people“, but to exercise a policeman’s profession “which reinforces and reassures, but which also recalls the rules of life in society whenever necessary“. The police are thus called to re-establish with the local actors ” forms of actions renovated to be much more effective in relation to the nature of the threat“.....

Foreign Affairs / Israeli Army Closes Palestinian Production Companies by Sipcyp(m): 10:16pm On Oct 18, 2017
Several raids by the Israeli army took place on the night of 17-18 October, in cities in the West Bank, Ramallah, Hebron, Bethlehem, and Nablus. Eight companies, all in the media sector, were targeted. In the eyes of Israel, they offered their services to Hamas television channels. A major operation as the Islamist movement – considered as terrorist by the Israeli government – has begun a rapprochement with the Palestinian Authority.

For the past week, the Israeli authorities have sought to show their firmness towards Hamas. The Islamist movement must begin negotiations with Fatah of President Mahmoud Abbas to form a government of national unity. And Israel hammers that in its eyes, the movement remains a terrorist organization.

Religion / When Russia Tries To Restrict The Use Of Social Networks By Its Soldiers by Sipcyp(m): 1:25pm On Oct 16, 2017
Russian soldiers will have to be very careful about what they post on social networks. The Russian Ministry of Defense is considering taking very severe measures against military personnel who would be too careless on the Internet.
These measures are in fact targeting all the soldiers could put online, on social networks: photos of course, but also all the information that would be likely to locate them, or to locate the Russian units.

At the root of these restrictions is a fear: seeing Russian soldiers reveal valuable information on the Internet without even realizing it. Information about where they are, what they are doing, and what equipment they have.

Foreign Affairs / Germany: Social Democrats In Front Of Merkel CDU In Lower Saxony by Sipcyp(m): 2:21am On Oct 16, 2017
The Social Democratic Party (SPD) led a by-election in Lower Saxony on Sunday (October 15th). An electoral setback for Angela Merkel. This regional election in Lower Saxony, three weeks after the September 24 legislative elections, was highly anticipated. After the mediocre scoring by Angela Merkel’s CDU and the historic failure of the Social Democrats, each of the two major parties hoped that the regional ballot would be a positive sign for regaining color and reducing criticism of the leadership.
Finally an election evening without having to comment a new defeat. For the Social Democrats, far behind in the polls a few weeks ago, the victory in their stronghold of Lower Saxony almost resembles a resurrection after several bitter defeats this year. The most recent three weeks ago in the legislative elections.

This victory will undoubtedly allow the president of the party, Martin Schulz, to establish his position and to hope for a more re-election at the head of the SPD at the December congress.

Foreign Affairs / After Six Months Of Chaos, Can Trump Save His Presidency? by Sipcyp(m): 7:54pm On Jul 19, 2017
Confusion, errors, and scandals ruined the first six months of Donald Trump at the White House. Unless a change of method, the 45th American president could ruin the continuation of his presidency.
Most US presidents have experienced crises early in their mandates.
For Bill Clinton, in 1993, it was the Whitewater real estate affair. Barack Obama, in 2010, took five months to contain a huge oil spill in the Gulf of Mexico and even more time to revive the economy.
But few presidents have accumulated as many crises as Donald Trump since January 20.
“Being surrounded by scandals from the first day, having no great law passed, being unpopular, suffering defections from Republicans … None of this is a good thing,” says Julian Zelizer, history professor At Princeton University.

Foreign Affairs / How The Trump And Macron Declarations Changed The Middle East by Sipcyp(m): 11:17am On Jun 27, 2017
The situation in the Middle East is evolving and the latest statements in several European newspapers of President Macron not hesitating to make his aggiornamento on the policy conducted under the five-year terms of Nicolas Sarkozy and Francois Hollande show that the “realpolitik” is in the process of taking the step in the Middle East where finally the real enemy is no longer Bashar El Assad nor the Russians but clearly Daesh and radical groups linked to Al Qaeda.
Emmanuel Macron firmly recalled that even if he kept some disagreements with Vladimir Putin particularly on the Ukrainian file, it was essential to establish an alliance with Russia to fight Daesh and Islamist terrorism.

The first consequence has been the decrease in the drying up of the funding of the jihadists on the ground in Syria.

Had not his party, the All Progressives Congress, chosen the broom as a symbol? We were going to see what we were going to see. A spring cleaning was announced as soon as possible. The armed soldier went to clean the stables of Augias. During his first incursion into power from 1983 to 1984, General Buhari led the "war against indiscipline". He came to power through a coup d'etat. Officials arriving late at the office were sentenced to frog frogs in public. The Nigerians who did not respect the lines were whipped
