The Department of State Security (DSS) has released a statement today stating that a suspected recruiter of ISIS, and others, have been arrested in Nigeria. Read the full statement signed by the DSS official, Tony Okpuiyo after the cut... DSS Arrests ISIS Recruiter and Other Terrorists -Planned Terrorists Attacks in States Aborted In line with the Service statutory mandate to decisively and continually provide actionable intelligence as well as act to degrade persons and groups that threaten internal security in the Country, the Service initiated series of tactical operations, involving raids and enforcement actions against identified criminal and extremist kingpins and syndicates across the country. These recent operations have significantly degraded the key extremist groups and kidnapping gangs, terrorizing innocent citizens in the Country, particularly in the South-West, North-West and Middle-Belt regions of the Federation. On 17th January, 2016, one Abdussalam Enesi YUNUSA, a recruiter for the Islamic State of Iraq and Syria (ISIS) was arrested in Kano. His arrest was sequel to available intelligence which indicated his terrorist antecedents and covert drive to indoctrinate and recruit susceptible youths in the country. Prior to his arrest, YUNUSA had completed arrangements to embark on a journey to join an ISIS terrorist training camp in Libya, with other Nigerians whom he recruited for the ‘Islamic State’. These recruits include the trio of one Muhammed RABI’U, Yahaya Momoh JIMOH and Zainab SUNDAY (f). YUNUSA is a 400 level undergraduate student of the Federal University of Technology, Minna, Niger State, where he was studying for a degree in Information and Media Technology. He was subsequently radicalized and became a member of an extremist cell, comprising of one IBRAHIM (fnu) and Abubakar LIGALI, whom he revealed are currently undergoing terrorist training in Libya. He listed one AMINU (fnu) and Ibrahim JIHADI (Nigeriene), as other ISIS agents operating in Nigeria and the West African sub-region. The cell was being funded by one Abu-sa’ad Al Sudani, a media expert with the extremist group using Western Union money transfers to fund the terrorist cell agenda. On 17th January, 2016, in Daura township of Daura LGA, Katsina State, another budding extremist cell affiliated to ISIS, was intercepted by the Service. One Ibrahim Mohammed DAURA, Zaharadeen SALISU and five other elements of the proscribed extremist group, Ansaru, were arrested by the Service. This group was discovered in an active stage, as its members were already co-ordinating themselves for attacks in Katsina and Kano States. In the same vein, on 22nd January, 2016, one Obansa SALAMI, Ejide TIJANI aka Abu Uwaise II, Mohammed RABIU aka Ubida II, Zainab MOHAMMED and Abdulqadir Salisu AHMAD were arrested in Kano by this Service, while migrating to Libya, with their immediate families including infants, in a bid to join ISIS. This group was apprehended after painstaking monitoring of its network and plans. On 29th January, 2016, the Service arrested Mohammed Aliyu NDAKO in Kwara State. NDAKO is a seventeen (17) year old undergraduate student of a tertiary institution in the State. He was arrested sequel to credible intelligence on his plans with one Abdulkadir Salisu AHMAD a.k.a Daddy Tall, another student in Kano State, to carry out coordinated lone-wolf attacks on selected populated targets in Nigeria preferably worship centres or recreation venues. Suspect had hitherto been communicating with foreign extremist elements, while sourcing online terrorist training and support. Within the window of these tactical operations, between the month of December 2015 and February 2016, the Service, busted the network of syndicated kidnap gangs spanning different regions in the country, especially Kebbi, Zamfara, Niger, Nasarawa, FCT, Oyo and Osun States. Foremost in this line, was the arrest of a gang of five (5) kidnappers, Abubakar HASSAN, Usman MUSA, Usman ADAMU and Idrisa Babangida AHMADU at Ife junction, Osun State, on 3rd February, 2016. On 5th February, 2016, the fifth member of the gang, Saidu ISYAKU was arrested at Ojo area, Oyo State. These kidnappers, Six (6) AK 47 rifles, five (5) magazines and about one thousand rounds of ammunition were recovered. This gang has been active in the South West axis of the country and were at advanced stages of kidnapping high value targets for huge ransom, before they were intercepted. Another breakthrough in the fight against kidnapping was the killing of Abubakar MOHAMMED (aka BUBA), and an unidentified member of his group, on 8th February, 2016 close to Jebba Medical Centre, Jebba, Kwara State by security operatives as they tried to escape during a shootout with security operatives. MOHAMMED was a notorious kidnap kingpin known for his brutality and various acts of lawlessness. It is disheartening that this criminal and his men had terrorized, to no end, residents of the South West zone. He was also linked to the kidnap of the elder statesman, Chief Olu Falae, in Ondo State. In the wake of deliberate vandalism of oil pipelines by criminal elements in the South-South region, the Service arrested one Nengi Samuel IKIBA aka Kockman Abula, a notorious pipeline vandal on 27th January, 2016, in Bayelsa State. IKIBA confessed to vandalizing several pipelines in the State, including the 24” Agoda/Brass Oil pipeline at Idema community in Ogbia LGA of Bayelsa State. The modest success of the Service in its support to the Federal Government to achieve its desired economic objectives and stability may also be noted. To this effect, the DSS have arrested a group of fraudsters who had concluded plans to hack the Government Integrated Financial Management Information System (GIFMIS) domiciled in the Office of the Accountant General of the Federation in order to steal Four Billion, Five Hundred Million Naira (N4.5b) from the Treasury Single Account (TSA). The gang was led by one Sunny OKOH, a hacker who worked in collaboration with the trio of Uwem Udo EKPO, a Chief Program Analyst in the OAGF, Maxwell EKENE, a retired security operative and Dozie EGWU, based in Malaysia and who is now at large. The suspected fraudsters intended to use a software they had sourced and codes released to them by EKPO to hack Government accounts in the Central Bank of Nigeria (CBN) and defraud the Government of this huge sum. It is instructive to note that a credibility problem would have arisen over the TSA policy if these hackers had succeeded in their plan and thus lend credence to the critics of the policy that it ought not to have been introduced and implemented. For the avoidance of doubt, the suspects have been handed over to the EFCC for further investigations and prosecution. It is pertinent to state that these successes were recorded as a result of proactive and credible intelligence offered by members of the public, sister security agencies and other stakeholders. This Service wish to state that it will continue to deploy every means necessary within its statutory mandate, and armbit of the law to ensure the security and safety of all law-abiding residents and citizens wherever they reside. It is also germane to urge all and sundry to be extra-vigilant, as well as report any suspicious persons/groups or activities to relevant security agencies, for the sustenance of relative peace in the country. In the wake of reports on the hijacked merchant ship which was linked to the Indigenous People of Biafra, IPOB, the group has however accused the All Progressives Congress, APC, led Federal Government of plotting indefinite incarceration of its detained leader and Director of Radio Biafra, Mr. Nnamdi Kanu and other IPOB detainees with its recent linking of the group with the alleged seizure and threat to blow up a merchant ship. IPOB Media and and Publicity Officer, Mr Emma Powerful said that President Muhammadu Buhari led government of APC has been looking for more reasons to continue the incarceration of their leader and other IPOB detainees without genuine reason, and now has resorted to making wild allegations of ship-hijacking, linking IPOB and other Biafra agitating groups. “IPOB has uncovered another plan to continue to incarcerate our leader, Mr Nnamdi Kanu, and other detained IPOB members. The recent plot last week linked IPOB and other Biafra agitating groups to the alleged seizure and threat to blow up a merchant ship which the military has denied . This has made nonsense of the Buhari-led APC government allegation against IPOB as a lie and one coming from a deceitful and dishonest government. “We found that accusation an insult and a plot to continue to incarcerate our leader Mr. Kanu who is still in high spirit, inspite of the wicked treatment, intimidation, harassment and denials to damper his spirit. We wonder why the government of APC will busy it self in hatching plans to nail innocent agitators. “This shows the inconstistency for which the APC and its government is known for or why will anybody, group or government be linking IPOB with seizure of ship in another country? The embattled ex-Niger Delta militant leader, Government Ekpemupolo, alias Tompolo, has asked with Justice Ibrahim Buba of a Federal High Court in Lagos to set aside the warrant of arrest issued against him. Justice Buba had on January 14 issued a bench warrant against Tompolo and ordered his arrest for failing to honour a court summons dated January 12 in respect of a 40-count of alleged N34bn fraud levelled against him and nine others by the Economic and Financial Crimes Commission. On January 14, while all his co-accused persons were in court with their lawyers, Tompolo was absent and was not represented by any lawyer. The EFCC prosecutor, Festus Keyamo, had then applied under Section 131 of the Administration of Criminal Justice Act 2015 for an order to arrest Tompolo and bring him to court to answer the charges against him. While granting the order, Justice Buba had said there was a proof that the EFCC had served the summons and the charge sheet on Tompolo by pasting them on the wall of his residence at No. 1, Chief Agbanu DDPA Extension, Warri, Delta State. The judge ordered that Tompolo should be arrested and produced in court on February 8 to answer the charges. But Tompolo has filed an application through his lawyers, Mr. Tayo Oyetibo (SAN) and Ebun-Olu Adegboruwa, seeking an order of the court to set aside the warrant of arrest issued against him, on the claim that the EFCC did not serve him with the summons and the charge sheet. In the application, Tompolo described as fictitious the address known as No.1, Chief Agbanu DDPA Extention, Warri, Delta State, where the EFCC said it pasted the summons and the charge sheet. “In the history or geography of Warri or its environs no such street name is known,” Tompolo claimed. His lawyers also argued that the application filed by the EFCC to obtain the order for substituted service was incompetent because it did not bear the seal of the legal practitioner who signed it. In an affidavit filed in support of the application, one, Nsikan Udo, who was the deponent, claimed that Tompolo’s resided at No. 13 Chief Agbamu Close, DDPA Extension, Warri (Effurun), Delta State and not No. 1, Chief Agbamu DDPA Extension, Warri, Delta State where the summons and the charge sheet were pasted by the EFCC. The deponent claimed that as of January 11 when the EFCC went to paste the court papers, Tompolo was at “a premises known as No. 1 Chief Agbamu Lane DDPA Extension, Warri (Effurun), Delta State throughout the week beginning from 11th January 2016.” “The gate of the premises known as No. 1 Chief Agbamu Close, DDPA Extension, Warri (Effurun), Delta is black in colour and is not perforated nor does it have a see-through, reddish/brown gate with iron bars shown in Exhibit GE4,” Udo claimed. Tompolo is therefore seeking, among others, “an order setting aside the warrant for the arrest of the 1st accused person/applicant (Government Ekpemupolo, alias Tompolo) issued by this court on 14th January 2016 pursuant to the purported service of the summons and the criminal charge instituted in this case on the applicant.” Adegboruwa, in a statement, however, said his client was prepared to willingly come to court to answer any charges preferred against him. He also said the Inspector General of Police, the Chief of Army Staff and the Navy had been notified of Tompolo’s application, “so that overzealous persons do not take advantage of the court process to attempt to trample on his legal rights.” In the charge against Tompolo and others, the EFCC accused them of conspiring to divert various sums running into over N34bn, stolen from the Nigerian Maritime Administration and Safety Agency to their personal use. Charged alongside Tompolo is the immediate past Director General of NIMASA, Patrick Akpobolokemi; one Kime Engozu, Rex Elem, Gregory Mbonu and Capt. Warredi Enisuoh. They were charged along with four companies – Global West Vessel Specialist Limited, Odimiri Electrical Limited, Boloboere Property and Estate Limited and Destre Consult Limited. The EFCC said they acted contrary to Section 18 (a) of the Money Laundering (Prohibition) (Amendment) Act, 2012 and were liable to punishment under Section 15 (3) of the same Act. Having seen Cristiano Ronaldo win the Ballon d'Or awards for 2013 and 2014, Lionel Messi will be hoping to stop him from lifting the trophy he had earned the four previous years again. The only one that got away was the Spanish Super Cup, but their contributions have been decisive in all of the competitions which they have played in. Messi can even boast having scored at least one goal in every tournament played in 2015. The popular catfish sold in various bars, restaurants, and used to prepare some of Nigeria's most popular delicacies like catfish pepper soup and the likes may not be good for your health. [caption]image[/caption] It has been discovered that the omega 6 fatty acids in catfish can increase your risk of getting blood clots, arthritis, inflammatory bowel disease and some cancers? Though doctors say fish is a better and healthier option than meat, they quickly add that not all types of fish are good for the heart. Nutritionists say that catfish is loaded with bad fat and high cholesterol that encourage clotting of the blood, a condition whereby blood flow is impeded. This may lead to cardiac arrest, thrombosis and, in some cases, heart attacks. A cardiologist, Dr. Jane Anisulowo, says that farm or home-grown catfish is the worst example in this regard, as it contains more fatty hormones than the ones harvested from natural water. Anisulowo says, “Fish is better than meat, no doubt. It digests easily and it contains proteins. However, catfish is not really a good option, especially the ones they sell these days, which are cultivated with hormonal feeds that are filled with steroids and other fattening chemicals just to make them profitable. These chemicals are cancerous in nature. “Also, they contain so much oil that you can almost taste it. Fish, generally, contains oil, but catfish has oil in its skin. That is what makes it so oily and unhealthy. “It also contains a lot of poly unsaturated fat that does not only make you fat but also settles in the blood stream. That is very dangerous because when blood fails to get to an organ, it fails and suffers paralysis.” A study conducted by the National Institute of Health in 2012, using over 1000 species of the fish in different water shows that catfish contains a high amount of unfavourable omega-6 fat that causes inflammation in the body. According to the researchers, three-ounce portion of catfish contains the same amount of bad fats found in red meat. This is not to say that one should give up eating the fish as catfish contains some nutrients such as Omega3 fatty acids that are good for the body. Anisulowo says, “If you can get the one from the river, which is rare in most cities, then you may eat it twice a month. But if the only one you can get is the one that is being reared by farmers, you don’t have to eat at all, or just eat it when it is partially smoked. In that way, some of the fats would have been lost in the process. Better still, there are some other species of fish that are oily but they contain good fats and are more nutritious.” Below are some other fish species that you can add to your diet: Mackerel They are popularly known as Titus fish. The oily meat found on mackerel is its main health benefit. The fish oil, which is also known as omega-3 fatty acid, can be so beneficial that it is used as a supplement. It lowers triglycerides. High levels of triglycerides in the body have been linked to heart disease and stroke. The most common causes of a high triglyceride level are obesity and poorly maintained diabetes, mainly stemming from an inactive lifestyle. Some researchers have found out that omega-3 fatty acid is even more effective in reducing heart attacks than some commonly-prescribed drugs. Mackerel and other fish rich in omega-3 fatty acids are good for the blood. They help to boost blood circulation and lower blood pressure. Tilapia Tilapia is a high-quality fish. It has proteins and contains all the essential amino acids your body requires from food diet to help to build proteins. One portion of tilapia cooked using dry heat contains about 26 grammes of protein. The Institute of Medicine recommends that adult men consume at least 56 grammes of protein, adult women consume at least 46 grammes and pregnant and nursing women consume 71 grammes of protein each day. Eating tilapia can help you to achieve that. It may help in weight control. Tilapia is naturally low in fat, and only contains about 128 calories in each portion. According to a study published in a 2006 edition of “The Journal of Heart and Lung Transplantation”, subjects who consumed eight grammes of tilapia each week showed an improved body weight. The Nigeria military men of 28 Task Force Brigade on December 4th, arrested another Boko Haram terrorist suspect, Abdullahi Abubakar Sadiq, believed to be the terrorists Chief Cameraman and suspect number 58 on the list of 100 suspected Boko Haram terrorists wanted list. He was arrested at Uba town, Askira/Uba Local Government Area of Borno State. The troops also arrested two other suspected Boko Haram terrorists along with two other terrorists at at Rumirgo and Kilakasa. This was revealed in a press statement released today, November 5, and signed by the Acting Director Army Public Relations,Col. Sani Kukasheka Usman. The statement reads... "In yet another unprecedented achievement, vigilant troops of 28 Task Force Brigade today arrested another Boko Haram terrorist suspect, Abdullahi Abubakar Sadiq, believed that be the terrorists Chief Cameraman and suspect number 58 on the list of 100 suspected Boko Haram terrorists wanted list. The Independent National Electoral Commission. (INEC) has said there will be no going back on the planned Kogi State governorship supplementary election scheduled for December 5. As a mark of its preparedness, the commission said it had prepared its supplementary budget for the election. The commission’s Deputy Director of Voters Education and Publicity, Mr. Nick Dazang, stated this in an interview with our correspondent in Abuja on Saturday. He said the commission was not ready to either shift or postpone the scheduled election, Dazang said, “We are prepared for the election and we are not thinking of either postponing it or cancelling it. In fact, we have prepared a supplementary budget for the election. “The budget is for the conduct of the election and it will cover expenses such as accommodation, allowance and other logistics for the election.” He said the budget was already submitted to the commission’s chairman, Prof. Mahmood Yakubu. On when the All Progressives Congress would submit the name of its governorship candidate, he said the commission had yet to give the party a deadline. But he said the commission would not give the party a deadline for now. “We are not talking about deadline for now, but we expect the party to submit the name of its candidate by December 1,” he added. The South East Revival Group (SERG) has urged the Federal Government to tread cautiously in handling the current clamour for self-determination by a cross section of people of the South-East, pressing for the actualization of the Republic of Biafra. The group also demanded the immediate and unconditional release of the Director of Radio Biafra, Nnamdi Kalu,who was arrested in Lagos by the Department of State Service (DSS) when he returned to Nigeria from the United Kingdom in October. According to an SERG’ statement by its National Coordinator, Chief Willy Ezugwu, it is imperative that the Federal Government acts fast before it becomes too late describing the Biafra agitation as intellectually- driven. The statement regretted that some persons close to government tend to dismiss the agitation as the handiwork of hoodlums and paid touts even when it is apparent that those protesting are genuine stakeholders in the Igbo nation’s quest for self determination. Sheen said he learned about the diagnosis roughly 4 years ago. “It’s a hard three letters to absorb.” Asked whether he had transmitted HIV to anyone since his diagnosis, Sheen said: “Impossible.” and also said he was “not entirely” aware of how he contracted the virus. Sheen claimed that people who knew his status had extorted money from him to keep his status secret. He revealed he had paid people millions to keep quiet about his illness up to now. He said he would stop paying now that his HIV status is public. “I release myself from this prison today. What people forget is that is money they are taking from my children. I've got five kids and a granddaughter," he said. The actor said it was true one prostitute came over to his house, saw his HIV medication and threatened to expose him if he didn't cough up cash. He was asked if he was still paying some of these people, he said: "Not after today I'm not. I've released myself from my prison today." He said one incident of extortion took place when a prostitute took a picture of his antiretroviral medication and threatened to sell it. Today Show host Matt Lauer asked Sheen why he continued to bring people including prostitutes to his home even though they were threatening him. Sheen said it was because he was depressed. He said that the period in March 2011 when he appeared on television and online making absurd claims and going on long tirades was not tied to his HIV status. “I wish I could blame it on that - that was more roid rage,” he said. The actor’s health status has been an open secret in Hollywood in recent weeks, since the showbusiness website Radar Online published a report that said a Hollywood “megastar” was HIV positive. The report did not name Sheen, but contained enough clues to ensure he was quickly identified as the most likely subject of the story. According to Mzamzi Online news, a Zimbabwean woman gave birth to this strange looking baby in a Harare Hospital on Nov. 14. The woman reportedly delivered after 10 months pregnancy. Parirenyatwa Doctors were shocked to see the baby. "I’ve never seen such a thing in my life here at Parirenyatwa as doctors we know and believe that when a woman is giving birth, the head comes first and the legs last. The Polish priest, Krzysztof Charamsa fired by the Vatican Krzysztof after he publicly announced that he was gay, has said he feels liberated and better a gay than a priest. He further said he was planning to write a book on his experience. The Polish priest made waves last month when he announced his homosexuality — and said he had a Spanish boyfriend — on the eve of a bishops’ synod on the family at the Vatican. Charamsa was sacked from his post working for the Vatican office for protecting Catholic doctrine, and the 43-year-old is now unemployed. “I now feel better gay and more of a priest than before,” he told AFP at a hotel in the heart of Barcelona, where he now lives in the gay district. Smiling, he said he felt “liberated” and “at peace”, but still had a lot to say about the Church, which he accuses of persecuting homosexuals. “It’s not like the Islamic State (group) that hounds homosexuals by killing them. The Catholic Church doesn’t actually kill people, but it kills them psychologically,” he said. “It kills them with its backward stance, with its reject, contempt and constant preaching against homosexuals.” Sporting a black suit and blue shirt, Charamsa detailed his “New manifesto for gay liberation”, which he plans to hand over to the Vatican in the hope of changing the Church’s stance on homosexuality. “A form of new Ten Commandments to apply in this field”, it asks the Vatican to discard Church documents that are hostile towards homosexuals, such as Benedict XVI’s 2005 edict banning bishops from ordaining homosexuals into the priesthood. As such, the manifesto calls on the Vatican to allow gays to become priests, and also to revise its interpretation of Biblical texts on this issue. The Police in Delta on Friday used teargas to disperse dozens of pro-Biafra agitators who staged a protest rally in Asaba. The protesters said they were in solidarity with the Indigenous People of Biafra (IPOB). Some members of the group were arrested for blocking the Asaba-Benin expressway. They chanted songs calling for the unconditional release of Nnamdi Kanu, the leader of (IPOB) and director of radio Biafra. However, a police source said that the arrested members were later released following “an order from above”. Members of the group had poured into the Asaba-Benin expressway, blocking a large portion of the ever-busy road, from Summit Junction to Coker Junction axis in Asaba. The group held up vehicular movement on the road for hours, forcing many transporters to make a U-turn, diverting into Asaba main town, thereby causing a major gridlock. However, police patrol teams from the Delta Police Command confronted the protesters, using tear gas to disperse them. One of the protesters, Mr. Uche Obiakor, said that the police intervention in the rally was injustice to the group, saying that members of IPOB were on a peaceful rally. “What the police did today is a great injustice to the Biafra people because we are not armed neither did we attack anybody. “We are just on a peaceful protest for the unconditional release of our leader, Nnamdi Kanu. “We want Nnamdi Kanu to be set free, and all charges against him dropped unconditionally,“ he said. The spokesperson of the state Police Command, DSP Charles Muka, confirmed the incident on phone . He, however, declined to comment on the arrest and subsequent release of the IPOB members. “What I can tell you is that the police are on top of the situation. President Muhammadu Buhari Delivers Outstanding Speech At The UN Assembly President Muhammadu Buhari delivered an outstanding and impressive speech which attracted lots of positive impression at the 70th United Nations General Assembly in New York. Below is the full speech. President of the General Assembly, Secretary–General Your Excellencies Heads of State and Governments Distinguished Delegates Ladies and Gentlemen, 1. I would like, Mr. President, on behalf of the Government and people of Nigeria, to congratulate you and your country on your election to preside over the 70th session of the U.N. General Assembly. 2. May I also express appreciation to your predecessor, Mr. Sam Kahamba Kutesa and the Secretary General Mr. Ban Ki-moon both of whom worked tirelessly to ensure proper articulation of the post-2015 Development Agenda and to maintain the focus and commitment to the ideals of the United Nations. I thank Mr. Ban Ki-moon for his recent visit to Nigeria when we held very useful discussions. Mr. President, 3. Fifty-five (55) years ago almost to the day, my great predecessor, Nigeria’s first Prime Minister, Alhaji Abubakar Tafawa Balewa stood on this forum to declare Nigeria’s desire to develop and maintain friendly relations with all countries. He also assured the world of our country’s commitment to uphold the principles upon which the United Nations was founded. 4. Mr. President, my country, Nigeria, has lived by this conviction, even when judgement went against us in territorial disputes with our neighbours. We respected those judgements and abided by them as a mark of respect for the rule of law and the charter of this organization. Nigeria’s record in the U.N. peacekeeping is second to none. I myself as a young officer in the Nigerian Army did tours of duty in Congo and the Lebanon. 5. Nigeria has contributed to U.N. peacekeeping efforts in Ethiopia, Liberia, Sierra Leone and Darfur. Furthermore, we are proud of our contributions to other activities of the U.N. including the Peace Building Commission, the Human Rights Council and security sector reform. Mr. President, 6. We are gratified to note that most countries have pledged commitment to the post-2015 Development Agenda and the Sustainable Development Goals (SDGs) with their means of implementation. The successor frameworks of the MDGs have come, Mr. President, with lofty aspirations and if I may say so, heroic assumptions! Nonetheless, they target development cooperation by the international community up to the year 2020. And they deserve universal support. 7. This is because the SDGs mirror the hopes and aspirations of much of the world. 8. I should stress that for the newly adopted SDGs to be truly global, they must be practical. In this regard, the SDGs’ core objectives of poverty eradication and reducing inequalities must be met within the framework of a revitalized global partnership support by concrete policies and actions as outlined in the Addis Ababa Action Agenda. 9. Luckily, these two core objectives of the SDGs are precisely at the centre of Nigeria’s new Administration’s agenda. It must be emphasized, Mr. President, that Foreign Direct Investment supplemented where suitable by Official Development Assistance as outlined in the Addis Ababa Agenda are necessary, though not sufficient, conditions for accelerated development in countries that are trying to catch up. 10. In this connexion, I would like to appeal to industrialized countries to redeem their pledge of earmarking 0.7% (nought point seven percent) of their GDP to development assistance. With the sole exception of the UK, all concerned countries have, I am told to meet the UN requirement. But, Mr. President, with SDGs we have the opportunity to improve the lives of people not just in the developing world but in all nations. 11. The Secretary General himself has grouped the SDGs into what he calls six “essential elements” namely: • Dignity • Prosperity • Justice • Partnership • Planet • People As a prerequisite to these and as we look at history and remember the terrible events that gave rise to the birth of the United Nations in 1945, I would like to propose a seventh: • PEACE 12. Peace, Mr. President, is close to the hearts of Nigerians, as we are in the front line in the war on terror. Boko Haram’s war against the people of Nigeria, Chad, Niger and Cameroon may not attract as much worldwide attention as the wars in the Middle East but the suffering is just as great and the human cost is equally high. 13. This is a war about values between progress and chaos; between democracy and the rule of law. Boko Haram celebrates violence against the weak and the innocent and deplorably, they hide behind their perverted interpretation of Islam. Boko Haram is as far away from Islam as any one can think of. 14. Many of my colleagues attending this forum would want to know how our new government intends to tackle the huge problems the government has inherited. Friends of Nigeria and foreign investor partners will be encouraged to know that the new Government is attacking the problems we inherited head-on. 15. We intend to tackle inequalities arising from massive unemployment and previous government policies favouring a few people to the detriment of the many. We intend to emphasize quality technological education for development and lay foundation for comprehensive care of the aged, the disadvantaged and the infirm. But for now terrorism is the immediate problem. 16. Accordingly, Mr. President, Members of the General Assembly, the new Nigerian Government which I have the honour to head, moved with dispatch to put in a bold and robust strategy to defeat Boko Haram. Nigeria and her neighbours Cameroon, Chad and Niger plus Benin are working together to face this common threat within the regional framework of the Lake Chad Basin Commission. We have established a multinational joint task force to confront, degrade and defeat Boko Haram. 17. We have driven them away from many of their strongholds, killed or captured many of their operatives or commanders and freed several hundreds of hostages. 18. Mr. President, one of our major aims is to rescue the Chibok girls alive and unharmed. We are working round the clock to ensure their safety and eventual reunion with their families. Chibok girls are constantly on our minds and in our plans. 19. Mr. President, terrorism is by no means the major or the only evil threatening and undermining the wellbeing of societies around the world. • Corruption • Cross border financial crimes • Cyber crimes • Human trafficking • Spread of communicable diseases • Climate change • Proliferation of weapons are all major challenges of the 21st century which the international community must tackle collectively. Let me reaffirm Nigerian government’s unwavering commitment to fight corruption and illicit financial flows. By any consideration, corruption and cross border financial crimes are impediments to development, economic growth, and the realization of the wellbeing of citizens across the globe. 20. Nigeria is ready and willing to partner with international agencies and individual countries on a bilateral basis to confront crimes and corruption. In particular, I call upon the global community to urgently redouble efforts towards strengthening the mechanisms for dismantling safe havens for proceeds of corruption and ensuring the return of stolen funds and assets to their countries of origin. 21. Mr. President, the world is now facing a big new challenge: human trafficking. This is an old evil taking an altogether new and dangerous dimension threatening to upset international relationships. We in Africa are grieved to see on international networks how hundreds of thousands of our able bodied men and women fleeing to Europe and in the process thousands dying in the desert or drowning in the Mediterranean. 22. We condemn in the strongest terms these people traffickers and will support any measures to apprehend and bring them to justice. At the same time, we are very appreciative of European governments notably Italy and Germany, for their understanding and humane treatment of these refugees. 23. Last year, our continent faced the dreadful occurrence of Ebola. We sincerely thank the international community for the collective efforts to contain this deadly disease. We are not out of the woods yet but we would like to record our appreciation to the United States, United Kingdom, France and China for their outstanding assistance in arresting the spread of Ebola and care of those infected in collaboration with host countries. Mr. President, 24. Nigeria fully subscribes to and fully endorses Goals 13, 14 and 15 of the SDGs regarding Climate Change. In Nigeria, desertification and land erosion and degradation leading to biodiversity loss are real threats to our environment and we shall propose under the auspices of the Lake Chad Basin Commission a regional approach to combat these environmental challenges. 25. We look forward to the UN Summit on climate change in Paris in December 2015. This summit should provide optimism to humanity on addressing the looming threat faced by many communities around the world. Mr. President, 26. We are witnessing a dreadful increase in conflicts fuelled by availability of small arms and light weapons. I call upon all member countries to demonstrate the political will needed to uphold the UN charter. For a start, a robust implementation of the Arms Trade Treaty will guarantee that small arms and light weapons are only legally transferred. Arms traffickers and human traffickers are two evil species which the world community should eradicate. Mr. President, 27. As we engage in these annual debates, we need remind ourselves of the principles that led to the founding of the United Nations. Among those are peaceful coexistence and self-determination of peoples. In this context, Mr. President, the unresolved question of self-determination for the Palestinian people and those of Western Sahara, both nations having been adjusted by the United Nations as qualifying for this inalienable right must now be assured and fulfilled without any further delay or obstacle. 28. The international community has come to pin its hopes on resolving the Palestinian issue through the two – states solution which recognises the legitimate right of each state to exist in peace and security. The world has no more excuses or reasons to delay the implementation of the long list of Security Council resolutions on this question. Neither do we have the moral right to deny any people their freedom or condemn them indefinitely to occupation and blockade Mr. President, delegates of member countries, 29. UN is 70 years old. It can count many more than 70 major achievements as the world’s forum and family reunion. It is my hope that in the next 70 years, it will achieve control of climate, help to eliminate communicable diseases, eliminate major and local conflicts and therefore eliminate the problem of refugees, take major steps towards reducing harmful inequalities between nations and within nations and above all, eliminate nuclear weapons. 30. Mr. President, as this is my first address in this Assembly, I thank you and the delegates for listening so patiently.
