I could use a system of elite suffrage where the enlightened few should be allowed to decide for the hopelessly ignorant majority. Not the other way round.

Colonial mentality. What made you think Africa does not have an education system before the whites came. Even Igbo’s practiced a democratic system before white people arrived.
