No matter how comfortable a car is, odors easily make a simple trip an unpleasant experience for you and your passengers. Chiemelie Ezeobi The embattled Senator-elect representing Ogun East Senatorial District, Prince Buruji Kashamu, on Wednesday buttressed the claim that the NDLEA sent its operatives to London to give evidence in his favour in 2002, even as he accused the drug law enforcement agency of double speak in its attempt to extradite him. Kashamu, through his media adviser, Austin Oniyokor, alleged in a statement made available to THISDAY that the same NDLEA had testified in his favour in the British courts. Reacting to the disclosure by the agency that they had served the senator-elect with his extradition notice, the statement queried its propriety when it is not a court bailiff. On the revelation by Kashamu’s lawyer, Barrister Ajibola Oluyede, that the NDLEA sent its operatives to London to give evidence in favour of Prince Kashamu in 2002, the senator-elect attached the letter written by the NDLEA Chairman mandating its officials to go the Bow Street Magistrate Court, London, to go and testify in the matter on behalf of the Federal Government of Nigeria. "It should be noted that the evidence that the NDLEA gave was to the effect that Prince Buruji Kashamu is not the person wanted for the drug- related offences. "This, among other pieces of evidence, resulted in the conclusion of the British courts that it was a case of mistaken identity. "Even here in Nigeria, the NDLEA has made several depositions and averments on oath exonerating Prince Kashamu of any drug allegations. "So the question is: can the NDLEA take two different positions on the same matter in respect of the same person? Governor-elect rejects N15b Govt House Fashola, Ambode meet security chiefs Suntai packs out of Govt House APC to review governor’s ‘rush hour’ pacts Some 48 hours to the inauguration of the Muhammadu Buhari administration, there seems to be a surge of activities in the land. Dignitaries are arriving for the ceremony, which will take place at the Eagle Square in Abuja. Guinean President Alpha Conde arrived yesterday. The city’s streets are festooned with flags. A committee has started the accreditation of the media for the historic event for which all the big hotels have been booked. In states where new governors are to take office – incumbents will also take the oath of office – there is a build-up to the day. Lagos State Governor Babatunde Fashola and Governor-elect Akinwunmi Ambode met with security chiefs at the State House in Marina. Fashola handed the security apparatus in the nation’s commercial capital to his would-be successor at a meeting of the State’s Security Council. Fashola bade farewell to the Council, which he has headed since 2007. Members of the Council at the meeting are: Commander 9 Mechanised Brigade, Ikeja, Brigadier General Ahmed Sabo; Commander AirForce 435 Base, Ikeja, Air Commodore Lere Osanyintolu; Commander NNS BeeCroft, Navy Commodore Teikumo Daniel Ikoli; Deputy Commissioner of Police, Operations, Mr. Johnson Kokumo, who represented Commissioner of Police Kayode Aderanti and Director, State Security Service, Mr. Ben Olayi Also there were: Chief of Staff to the Governor Lanre Babalola; Attorney General and Commissioner for Justice Ade Ipaye; Special Adviser on Security and Policing Matters Major Tunde Panox and Executive Secretary, Lagos State Security Trust Fund (LSSTF), Mr. Fola Arthur-Worrey. In PlateauState, Governor-elect Simon Lalong has said he will not work from the new Government House in Jos, the state capital. The governor-elect said the N15 billion property had not been completed, adding that he does not need such luxury to serve the people. He said: “I am not going to occupy an uncompleted building as a government house. In any case, I don’t need such a house to work for the people of Plateau State. “In serving Plateau people, I don’t need a luxury office. I’d rather prefer people of the state live in luxury homes with all social services provided. So, I don’t think a new government house is a priority of Plateau people. I don’t need such an office to serve my people. “I was told that new government house has cost over N15 billion and it is still uncompleted. I can’t live in such an office when Plateau people have no water to drink, children are not going to school, civil servants are not paid, there is no medical care in rural areas and most villages have no roads. So, I don’t need such capital- intensive government house. Such a project amounts to a misapplication of scarce fund.” Lalong said his administration would review uncompleted projects left by the outgoing Jonah Jang administration before completing them. Jang had urged the incoming administration to complete ongoing projects before starting new ones. But Lalong said: “I am going to complete all ongoing projects I am going to inherit. But I will have to review them and know the cost implication. The abandoned projects are numerous. I have to review all of them. I need to know which contractor is involved and how much has been spent so far on each of the projects. “Governor Jang has claimed he is leaving a debt of over N8 billion for me, excluding the N28 billion bond he collected before the election. Then, he is owing the civil servants at least seven months of unpaid salaries and unquantified workers’ allowances and pensioners’ funds. “On all these financial liabilities, I am going to set up a committee to review them and advise government accordingly.” Also yesterday, the state chapter of the Nigeria Labour Congress (NLC) prevented Jang from inaugurating some projects for non-payment of workers’ salary. The governor was billed to inaugurate a radio station at the Jos Campus of the State Polytechnic. The aggrieved workers barricaded the entrance to the newly-built Revenue House of the State Internal Revenue Service. A spokesman for the workers, Mr Paul Dakogal, who is also the Chairman of the Senior Staff Association of Nigeria (SSAN), said: “It is inappropriate for Jang to inaugurate any project. Governor Jang did not contribute any resource in facilitating the project. How then can he inaugurate it? “When we heard that the governor planned to inaugurate a radio station, among other projects in the state, despite the workers’ strike, we decided to stop that nonsense. “He has not paid workers for more than a year and students are at home because of strike. Yet, he intended to inaugurate projects.” Dakojal recalled that for four years, the polytechnic could only produce two sets of graduates. Dakojal said the Education sector in Plateau had deteriorated in the past eight years. TheNiger State chapter of the All Progressives Congress (APC) plans to review what it called “rush hour” agreements or Memoranda of Understanding (MoU) by outgoing Governor Babangida Aliyu with any company or individual. The party kicked against the lease of the new state-owned hotel opposite the Government House in Minna to a private firm to manage for 30 years. In a statement yesterday in Minna, the state capital, by its Publicity Secretary Jonathan Vatsa, the party said it discovered that the hotel was built from the Subsidy Reinvestment Empowerment Programme (SURE-P) funds given to the state. APC alleged that the facility was leased to a private firm with interest to the outgoing Aliyu administration. APC said it would have disregarded the outgoing government’s last-minute moves but needed to lay everything before the people to promote accountability and fight corruption. It said: “We feel that the people of the state should be aware before our party takes over government.” The statement warned that “all MoU and agreements signed at rush hours that are outright rip-off of the state’s scarce resources and/or against the interest of the state will be duly revisited”. It added: “We will not allow few individuals to make the majority of Niger residents to suffer. Rather, it will be that the few will suffer for the good of the majority of the people of Niger State. This is even divine. We will, by the grace of God, restore the glory of Niger State, even if few people are to suffer for it. “The era of digital charades aimed at benefiting the few is over. We shall not be party to unrealistic agenda in the name of setting the state on the path of development. Wwe know we cannot do it alone. As such, we will carry along all Niger residents on the path of change for restoration.” Also, the party expressed concern over the re- absorbtion of some retired top civil servants into the civil service – all aimed at creating problems for the incoming government. Benue State Governor-elect, Samuel Ortom warned those wishing to work with his administration to focus on service rather than money. Speaking with our reporter ahead of May 29 inauguration in his Makurdi home, Ortom said his administration would not condone “primitive accumulation of wealth by political appointees and public office holders”. The governor-elect said it is morally wrong for a Level Seven officer in the civil service to acquire expensive property and live an ostentatious lifestyle. He said such a government official would arouse questions about where he or she got the funds for such a lifestyle. Ortom said his administration would fight corruption and flush out corrupt officials so that the people could enjoy quality living. The governor-elect urged those planning to use his administration to make money to go into private businesses and become richer. He said he had a vision in 1992 to become the governor of Benue State. According to him, his coming to the Government House in Makurdi is a divine arrangement. Ortom promised not disappoint the people and God, who made his dream come true. The governor-elect also promised to rule with the fear of God, eradicate poverty, ensure fairness to all, run a transparent government and promote love and unity. His priorities, he said, include the creation of wealth, restoring peace, growing micro-industries and promoting massive trading so that people would not depend on government alone. “I have been around for a while and I’m conversant with the challenges. I will do things that will add value to the people and put smiles on their face,” Ortom said. TarabaState Governor Danbaba Danfulani Suntai has packed his personal effects from the Government House in Jalingo, ahead of Friday’s handover. Suntai has been recuperating at the Government House as a ceremonial figure, following the injuries he sustained when a plane he piloted crashed near Yola, the Adamawa State capital, on October 25, 2012. The governor started packing his belongings on Monday and continued yesterday. His wife, Hauwa, held a “strictly by invitation” farewell party last week with 30 women in attendance. Suntai will complete two terms of eight years on Friday without building a personal house. His deputy, Abubakar Sani Danladi, who has been acting, bought a house for him in Jalingo, where his belongings were packed to. Taraba residents called for “special prayers” for him and his successor, Governor-elect Darius Dickson Ishaku, for a peaceful transition. The prayers, offered in churches, began last Sunday. Scores were killed when the March 28 election was declared as inconclusive by the Independent National Electoral Commission (INEC), even as Ishaku, of the Peoples Democratic Party (PDP), was leading the only woman candidate and flag bearer of the All Progressives Congress (APC), Senator Aisha Alhassan. Ishaku’s supporters did not throw a party to celebrate when he won by a runoff with an aggregate of 369,318 votes. “Now, we want to celebrate. People should be allowed to jubilate and celebrate when they triumph in an election. “We were not allowed to celebrate the victory. Rather a curfew was imposed for a week. “Before the rerun election, our supporters were killed because they were celebrating victory. The inauguration should not be the same, Peter Ada, a trader, told The Nation yesterday. Over 2,000MW lost Gas shortage cripples 18 power plants Blackout in Lagos, Oyo, Ekiti, Ondo, Ogun, Abuja, Niger, others NIGERIANS were yesterday told to brace for more hardship – power supply will get worse. A terrible fuel shortage has shut down cities and businesses, forcing many who cannot afford the high transport fares to trek. As the government and fuel marketers battled yesterday in Abuja to resolve the problem, the news was broken that power supply had fallen to 727 Mega Watts (MW) – no thanks to the Sunday system collapse at the Shiroro Power Plant. Power Supply was 1,327 Mega Watts (MW) last week – a far cry from the 200,000MW Nigeria requires. Shiroro is a 600MW hydro electric plant on River Kaduna in Shiroro, Niger State. Abuja, Kogi, Nasarawa and Niger states are experiencing an unprecedented load shedding. The Abuja Electricity Distribution Company (AEDC) has only 15 Mega Watts (MW). Residents are grumbling. “Up to about 18.50hours (or 6.50pm), only sensitive installations within the Central Business District of Abuja are on electricity supply,” a source said. The electricity supply became critical in Ogun, Ekiti, Osun and Ondo states in the last one week. In the last four days, electricity supply in Ibadan, the Oyo State capital, has been at the lowest ebb. The city has been in total darkness. The scarcity of petroleum products also compounded the crisis as virtually all petrol stations have closed down. In some parts of the city including Apata and Odo-Ona, residents said there has been no electricity supply for over two weeks The Benin Electricity Distribution Company (BEDC) which supplies power to Edo, Ondo and Ekiti states, has been running a jingle on Adaba FM, urging the people to bear with it. According to the jingle, the low supply from the national grid is responsible for the problem. Spokesman of BEDC in Ekiti State Mr. Ilori Brown could not be reached on telephone last night. Last Thursday, the Permanent Secretary in the Ministry of Power, Ambassador Godknows Igali, was reported to have said that power generation nationwide had dropped from 4,800MW to 1,327MW, leading to the massive load shedding across the country. The AEDC has been sending sms to its customers to apologise for the colossal drop in supply. The source added: “ You may also have received my company’s apology via a Bulk SMS we sent out to GSM subscribers in FCT, Kogi, Nasarawa and Niger states, in which we explained the cause of the huge drop in supply to our customers, in view of the heavy drop in allocation to AEDC from the national grid, from about 450MW daily to less than 200MW in recent times. “In fact, our allocation for Friday, May 22, 2015 was 145MW, while both Saturday and Sunday, May 23 and 24, 2015, was 115.6MW. And the situation has been worsened by the system collapse at Shiroro this evening, which brought our supply down to 15MW.” Also yesterday, the Nigerian Electricity Regulatory Commission (NERC) said 18 of the 23 power plants in the country are unable to produce electricity due to shortage of gas supply for the thermal plants. NERC chairman Dr. Sam Amadi said : “At present, 18 of the 23 power plants in the country are unable to generate electricity due to shortage of gas supply to the thermal plants with one of the hydro stations faced with water management issue. This has led to loss of over 2,000 megawatts in the national grid.” According to him, in the last couple of months, electricity supply has been generally poor on account of increase in vandalism in the run-up to the April 2015 elections. But this bad supply condition, he said, has worsened in the last few days. The chairman noted that the situation is compounded by the recent industrial actions embarked upon by workers in the oil and gas industry, a development which is taking a toll on other sectors of the economy. He said gas supplies to the thermal plants had been further constrained by the industrial action in the oil and gas sector. The statement reads in part: “The Commission had proactively engaged the gas supply companies and its licencees when two weeks ago discussion was held on how to firm up gas supply in order to increase power supply. Unfortunately, not much progress was made through this meeting as NNPC and its subsidiary Nigeria Gas Company, disclosed of high incidence of vandalism in some areas that were relatively peaceful along its pipeline networks. “That meeting was told of the damage done to Trans-Forcados pipeline in the western axis and elps gas pipeline in the eastern axis. Nigerian National Petroleum Corporation had explained at the meeting that repair works are being intensified even as it expressed worry on the integrity of the pipelines on account of incessant damage it has sustained. “In essence, what has brought about this development is the increased incidence of vandalism which is beyond the control of the regulator and the industry operators. This situation is further compounded by the industry actions declared by the oil and gas workers. “However, we have continued to engage with relevant authorities on how fast we can address shortage of gas supply to the thermal plants. We are also engaging with the industry operators on how to improve electricity supply. “The Commission regrets the hardship which Nigerians are being subjected to on account of this development as we intensify efforts to bring the situation under control in the shortest possible time.” Banks in the North and GSM companies sent messages on either likely disruption of service or early closure of operations. Some of the banks which shut out customers at about 1pm are GTB, Skye and Fidelity. But the Board and Management of Jos Electricity Distribution company attributed the outage to zero allocation of power from the Grid. Of the 19 states in the North, , about 10 and the FCT are experiencing outage. But some of the worst-hit states are Niger, Plateau, Bauchi, Nasarawa, Gombe, Benue and the FCT. As of 8pm, both the transmission and distribution companies managing some parts of the North attributed the outage to a system collapse which has resulted in zero allocation of power from the Grid. The Board and Management of Jos Electricity Distribution Plc (JED PLC) and the Mainstream Energy Solutions Limited, Concessionaires of Kainji and Jebba Power Plants have, however, called for calm. The Board and Management of Jos Electricity Distribution Plc (JED PLC) said: “We would like to appeal to our valued customers to remain calm in the face of the dwindling power supply currently experienced all over the country. “The Company is doing everything possible to ensure quality service and customer satisfaction in the delivery of electricity to the customers. “The company in the last few days has experienced total blackout throughout the Distribution Network following a system collapse that resulted in a zero allocation of power from the Grid. “Over the past few months, we have engaged the system operator on improved power supply or at least our entitled load allocation in the Multi- Year Tariff Order (MYTO). “While we thank you for your understanding and patience in this trying period, we wish to assure you that we are doing everything humanly possible to improve the quality of service to our customers. “We further call on our esteemed customers to ensure timely payment of their bills to enable us discharge our obligations to the market operator and its customers.” Reacting, the Mainstream Energy Solutions Limited said: “Our attention has been drawn to reports by a section of the media to the effect that the Power System Collapse which occurred around 4pm on Sunday, 24th May, 2015 occasioning outage in Abuja and other parts of the country was caused by a breakdown at Jebba Hydro Electric Power Station. “It has become necessary to enlighten the Nigerian public and to set the records straight. “Mainstream Energy Solutions Limited, Concessionaires of Kainji and Jebba Power Plants, wish to state clearly that there has been no breakdown at Kainji and Jebba plants. “Precisely, Jebba Plant has 5nos. Generating Units with combined available capacity of 400MW, while Kainji has 4nos. Generating Units with combined available capacity of 305 MW. “As at the time the system collapse occurred, the generating Units were on the National Grid. The Units Separated due to the National Grid failure. “It should also be noted that effort has been made by the National Control Center to Black Start the System using Kainji Power Plant. Kainji and Jebba Power Plants remain available to supply power as soon as the National grid is restored. “Finally, since Mainstream Energy Solutions Limited took over Kainji and Jebba plants in November, 2013, the company has not only stabilised operations of the power plants but has also increased generation capacity of the plants despite various frustrations.” |
When President-elect Muhammau Buhari moves into the State House after the May 29 handover, he will be confronted with N8.185,575,211.50 debts. President Goodluck Jonathan will on May 28 conduct Buhari round the Villa – the seat of power in Abuja where facilities are said to be ageing. About N3,647,793, 305.76 is needed to fix the infrastructure at the Villa. These highlights are contained in a report submitted to the Federal Government Transition Committee, which is headed by Vice President Namadi Sambo. The committee is expected to submit its report today to the Ahmed Joda-led APC Transition Committee. The liabilities include contracts/service providers (N1,234,913,628.92), staff claims (N1,238,876,080.16), local contracts commitments and liabilities, including Julius Berger Nigeria (N6, 946,699, 131.34). The report said: “The President had on December 3 last year approved the release of N3,394,168,460.95 for the payment of recurrent/ overhead debts and capital debts due to other contractors, consultants and service providers. This is yet to be released by the Federal Ministry of Finance, it said. President Jonathan, according to the report, on April 15 directed the Coordinating Minister for the Economy/Minister of Finance, Dr Ngozi Okonjo- Iweala, to look into the State House appeal for the release of at least N4billion to make part- payments out of the total outstanding debts of N8,185,575,2111.50 “to sustain the existing mutual and cordial relationships with the owed firms. This is still being awaited”. The report said the N8.1b liabilities are outside the expenses on the renovation of the Defence House, the main residence/ president’s office, Aguda House/ Vice President’s office and other guest houses under the transition programme. “The bills for these transition programme works are yet to be received and will be additional to the 2015 annual Service Level Agreement for the State House Facilities with an annual average commitment of N3,531,793,631.77 certified for 2014,” the report added. Facilities at the State House have started aging and the budgetary provision increasingly becoming inadequate. The report said: “The primary challenge facing the State House has been the inadequacy of successive budgetary appropriations. The State House annual appropriations do not match its actual activities, thereby leading to regular recourse to additional funding from Intervention Fund from the Federal Ministry of Finance. “About 283 of the temporary staff not found eligible for regularisation were with the approval of His Excellency, the President given contract. appointments renewable annually based on performance and fitness. “ However, payment of their salaries(an average of N8million per month) is from State House overheads provision, which remains a huge challenge to State House. “The existing infrastructure for mechanical, electrical and associated components have aged and are performing well beyond their design lives. “The proposal for their replacement/ upgrade has been reviewed and certified by the Bureau of Public Procurement in the total sum of N3,647,793, 305.76. However due to paucity of funds, phased implementation is being adopted for the most vital and critical works, starting with Phase I in the sum of N693, 119,509.55 “Inadequate office space to accommodate staff of the State House and inadequate operational vehicles for the efficient discharge of the activities of the various departments and units of the State House, including shuttle buses within the State House Complex and between the State House and the State House Medical Centre.” |

Read my story and give ur advice: I was born in a family of 5 my two sis, my mum and my dad..lost my dad few yrs ago so all ds while it has bn tru d struggle of my mum wt pain and hard labor she was able to c me tru uni days.. Today am working wt one of d oil company and relatively doing well and ok, though still praying fo better height. Now my problem start wen I brought a lady home fo my marriage and my mum opposed to d affairs wt reason she won't say;I also came wt anoda lady nd she said there is no way cos she has gone for prayer and dey told her it won't work. The bone of contention is d current lady am dating;a lady dt we both love our selves and to be truthful to u guys she loves me more dn I do fo her and am also ready to settle down wt her;but after introducing her to my mum she said she wl go nd pray abt our future together as Hus and wify;she came back saying our early days together wl b okay but at old age we won't b compatible nd dt many dangers wl emerge. President- elect, Gen. Muhammadu Buhari, on Thursday said the Federal Government misunderstood his intention to set up a transition committee and refused to provide the committee with necessary information to operate. Buhari spoke just as the Chairman of the All Progressive Congress Transition Committee, Ahmed Joda complained that the federal government committee headed by Vice President Namadi Sambo refused to provide them information to work with and therefore had to rely on its own initiative. Receiving the interim report of the committee at the Defence House, Abuja, the President-elect said he was disappointed that “the incoming government was misunderstood,” adding that “it is not that we are preparing for indictment. “ “What we are trying to get is a starting point, where exactly we are going to start from.” He continued: “We have seen the debt profile now and the performance of the economy. The question is what can we so about it, especially the urgent ones like social security and lack of fuel in the country and fraud. “The list is endless. I thank you for what you have done and I hope that the subsequent submission by the government will make your job easier and more efficient and tell us where to begin from. “What we expected was for the outgoing government to make a presentation to this committee and for this committee to study the document and make submission to the incoming government. “For your simple mindedness, you went to work. But unfortunately, this committee is accused of being a federal government. From then on, this committee was constraint to take this initiative and breaking into various sub-committees and assigned various task to study the most important issues nationwide and see what they can put on record. “I thank you very much for this efforts which you have made and I want to assure you that we will find time to read your initial report and when the government decides to finally present to you their own records, you will study them and merge with the report of the various committees and present to the incoming government.” Presenting the interim report to the President- elect, Joda said they had to prepare the first interim report without the input from the government, adding that they are expecting the government to make a presentation to the committee on Friday. |

The Peoples Democratic Party, PDP, has ordered the immediate probe of one of its members, and former minister, Femi Fani- Kayode, for criticising the party’s leadership and calling for its resignation. The party said Mr. Fani-Kayode should be sanctioned for launching a media war against its leadership. Mr. Fani-Kayode, alongside the Ekiti State governor, Ayo Fayose, and some other PDP members, have blamed the leadership of the party for PDP’s defeat in the recent national elections. Mr. Fani-Kayode, who was the spokesperson for President Goodluck Jonathan’s presidential campaign team, on Tuesday accused two unnamed members of the party’s National Working Committee of working for the opposition All Progressives Congress. In a dramatic response Wednesday, the party ordered the PDP in Osun State, Mr. Fani- Kayode’s home state, to immediately investigate and punish the former minister. In a letter signed by its National Secretary, Wale Oladipo, the party mandated the PDP in Osun to first establish whether Mr. Fani-Kayode has been a “registered and financial member”. If Mr. Fani-Kayode is a member, the party said, he should be punished severely, otherwise, he should be treated as a usurper. The party also summoned its deputy national organizing secretary, Okey Nnadozie, to explain the whereabouts of the party’s money which was supposed to be paid to state chairmen of the party at the last national convention. The party said Mr. Nnadozie should appear at the party’s office in Abuja on Thursday. The NWC also said it has set up a seven-man disciplinary committee headed by Micheal Abdul. Tony Okeke, former acting National Publicity Secretary of the party is to serve as Secretary of the committee. The Committee will be inaugurated on Tuesday, May 26, 2015 at the National Secretariat of the party. The NWC also expressed the party’s complete confidence in the National Publicity Secretary, Olisa Metuh, and commended him for his “outstanding performance, exemplary commitment and sacrifices”, particularly in the ways and manner with which he conducts the affairs of the Publicity Directorate in projecting the positive image of the party and its government. Meanwhile, the NWC has said it would confirm on Thursday whether the Chairman of its Board of Trustees, Tony Anenih, has resigned or not. On Wednesday, the Spokesperson of the PDP, Olisa Metuh, announced the resignation of the party’s Chairman, Adamu Mu’azu, citing his health as reason. A source within the PDP had earlier informed PREMIUM TIMES Mr. Anenih would also resign alongside the ex-chair. In a text of the resolution of the NWC meeting on Wednesday, the national secretary, Wale Oladipo, confirmed the “Voluntary resignation” of Mr. Mu’azu. He said “on the correct position of the status of the Chairman of the Board of Trustees of the PDP, Chief Tony Anenih, the NWC will make its position public tomorrow, Thursday, May 21, 2015”. The NWC also confirmed that Mr. Muazu’s deputy, Uche Secondus, is acting as the National Chairman of the party, in line with the provisions of sections 45 (2) of the PDP constitution. It also said Mr. Secondus will serve as chairman “pending a replacement from the North East zone”. |
